Prime Minister Lawrence Wong congratulated Prime Minister Le Minh Hung on being elected as Prime Minister for the 2026-2031 term, expressing a desire to closely cooperate with Prime Minister Le Minh Hung to robustly, substantively, and effectively develop the Vietnam-Singapore Comprehensive Strategic Partnership.
Expressing thanks to Prime Minister Lawrence Wong for his congratulatory letter and phone call, Prime Minister Le Minh Hung shared that Vietnam is set to introduce new policies to attract more foreign investment, including from Singaporean investors. He proposed that Singapore support Vietnam in establishing international financial centers and expand and upgrade the network of new-generation Vietnam-Singapore Industrial Parks (VSIP) linked with high-tech transfers.
Prime Minister Lawrence Wong expressed strong agreement with the assessments and proposals of Prime Minister Le Minh Hung, affirming that Singapore values its relationship with Vietnam and is ready to implement the agreed-upon cooperation content. He emphasized the desire to enhance high-level exchanges, economic cooperation, defense-security collaboration, and other areas, contributing to regional peace, stability, and development.
Prime Minister Lawrence Wong also announced that Singapore will increase the total number of VSIPs in Vietnam to 30 by 2026, marking the 30th anniversary of this successful project in Vietnam. He committed to continuing support for Vietnam in training and developing human resources, particularly strategic-level officials, through new agreements on personnel training and expanding the Singapore Cooperation Program to Vietnamese localities.

The Singaporean Prime Minister expressed confidence that the bilateral relations will continue to grow strongly and expressed a desire to make breakthroughs in new areas such as carbon credit exchange and food security cooperation.
The two Prime Ministers agreed to continue strengthening political trust, enhancing delegation exchanges, and high-level and other-level contacts. They aim to maintain effective existing cooperation mechanisms, including the annual exchange mechanism between the two Prime Ministers. They also plan to soon implement the Strategic Dialogue mechanism between the two ruling parties in 2026 and cooperate to ensure energy security.
Both sides affirmed their commitment to prioritizing resources for effectively implementing the Action Program on the Comprehensive Strategic Partnership for the 2025-2030 period. They also agreed on the potential to sign an intergovernmental agreement on cross-border low-carbon electricity trading, creating a legal framework to ensure the successful implementation of the wind power export project from Vietnam to Singapore.
Amidst a complex international context, Prime Minister Le Minh Hung suggested that the two countries enhance ASEAN cooperation and closely coordinate in 2027 when Singapore chairs ASEAN and Vietnam hosts APEC. They aim to strengthen defense-security cooperation, combat transnational crime, support the establishment, operation, and management of the National Data Center, High-Performance Computing Center, and Artificial Intelligence, and promote effective and substantive COC negotiations.
On this occasion, Prime Minister Lawrence Wong extended an invitation to Prime Minister Le Minh Hung for an official visit to Singapore.
