President Luong Cuong hosts Governor of Russia’s Kaluga Oblast
WVR - On the morning of November 25, at the Presidential Palace, President Luong Cuong received Mr. Vladislav Valerievich Shapsha, Governor of Kaluga Oblast, Russia, who is on a working visit to Vietnam.

Welcoming Governor Vladislav Valerievich Shapsha and the delegation from Kaluga Oblast to Vietnam, President Luong Cuong affirmed that the Party, State, and people of Vietnam always remember the support and assistance provided by the people of the Soviet Union and Russia during the struggle for national liberation and reconstruction, as well as in the current process of building and developing the country.
In the context of rapidly evolving global situations, Vietnam values and seeks to continuously nurture and develop the good, time-tested friendship and comprehensive strategic partnership between the two countries. The President is confident that the Governor's visit will further implement high-level agreements between the two nations, promoting cooperation between Vietnam and Russia in general, and between Kaluga and Vietnamese localities in particular, to become increasingly close and effective.
President Luong Cuong highly appreciated the contributions of Kaluga's leadership in connecting businesses, attracting investment, encouraging trade, cultural exchange, tourism, and cooperation in science and technology, education and training, and high-tech agriculture with Vietnam and its localities. He hopes both sides will effectively exploit cooperation potential, leverage strengths, and complement each other.
President Luong Cuong emphasized that the cooperation achievements between Kaluga and Vietnam are a vivid symbol of the traditional friendship and comprehensive strategic partnership with Russia. Both sides stressed that cooperation between localities is crucial, deepening mutual understanding and expanding bilateral cooperation models.
The President welcomed the Governor's initiatives and expressed hope that Kaluga will actively coordinate with Vietnamese localities to seek more measures to promote cooperation in areas of mutual interest, benefiting the peoples of both countries and contributing to peace, cooperation, and development in the region and the world.

Governor of Kaluga sincerely thanked President Luong Cuong for taking the time to meet the delegation and affirmed that Kaluga Oblast wishes to expand cooperation with Vietnam in all fields to contribute to the overall relationship between the two countries.
Discussing the potentials and strengths of the province, as well as the cooperation results with Vietnamese localities and businesses in recent times, the Governor of Kaluga confirmed the readiness to facilitate Vietnamese enterprises in expanding investment in the province and to welcome Vietnamese citizens for training at the province's renowned educational and scientific research institutions.
The Governor particularly appreciated the investment and production activities of Vietnamese enterprises in Kaluga in the field of high-tech agriculture, including dairy farming, milk processing, and dairy products, considering this a key factor in ensuring Russia's food security and a bridge between the peoples of the two countries.
Governor Vladislav Valerievich Shapsha also expressed sympathy for the losses and damages suffered by the people in Vietnam's central provinces, conveyed his regards to the people in the flood-affected areas, and hoped Vietnam would soon overcome the consequences of natural disasters.
Governor Vladislav Valerievich Shapsha sincerely thanked the Party, State of Vietnam, and President Luong Cuong personally for deciding to award him the Friendship Medal; he affirmed his commitment to continue working with the leaders and people of both countries and localities to strengthen the Vietnam-Russia relationship.
