The Prime Minister congratulated the Philippines on assuming the ASEAN Chairmanship in 2026 and praised the remarkable socio-economic achievements of the Philippine government, especially in implementing the “Build Better, More” program, maintaining growth, controlling inflation, and creating jobs.
The Philippine President expressed his pleasure in meeting Prime Minister Pham Minh Chinh, affirming that Vietnam is one of the Philippines' key partners in Southeast Asia.
The President hopes that both sides will continue to work closely to promote the Vietnam-Philippines Strategic Partnership across all fields, from politics and economy to defense, security, and cooperation in multilateral forums, aiming towards the 50th anniversary of diplomatic relations in 2026.
During the meeting, the leaders of the two countries expressed their delight at the positive development of Vietnam-Philippines relations, especially since President Marcos's state visit to Vietnam in January 2024. They agreed to work closely to develop an Action Program to implement bilateral relations in the new phase.
Prime Minister Pham Minh Chinh suggested that both sides continue to enhance high-level and various-level exchanges and visits; leverage the cooperation roles of the Party and National Assembly channels; effectively implement bilateral mechanisms; exploit potential areas such as digital transformation, processing technology, high-tech agriculture, infrastructure; and explore forming supply chains that utilize each country's comparative advantages, such as developing the Southeast Asian ecosystem for electric vehicle and battery production. He also emphasized boosting rice trade and moving towards a long-term agreement on this issue to contribute to food security.
Philippine President Ferrdinand Romualdez Marcos Jr. welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing and agreed to coordinate and support Vietnam in enhancing its capacity to combat IUU, aiming to lift the EU's "yellow card".
The two leaders also agreed on the need to strengthen cooperation, maintain solidarity, and unity within ASEAN; enhance ASEAN's central role in international and regional issues, including the sustainable management and use of Mekong River water resources; ensure peace, stability, security, safety, and freedom of navigation and overflight in the East Sea based on international law, United Nations Convention on the Law of the Sea (UNCLOS 1982); fully and effectively implement the Declaration on Conduct of the Parties in the East Sea (DOC) and soon achieve the Code of Conduct of the Parties in the East Sea (COC).
