The planning for Bac Ninh Province for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister under Decision No. 1589/QD-TTg on December 8, 2023. This aims to concretize the aspiration of building Bac Ninh into a new growth driver in the Red River Delta region, with a developed economy, making it a desirable place to live on the path of integration and development. This milestone is particularly meaningful for the Party Committee, Government, and people of the province because the approved plan serves as a legal foundation and a motivation for the province to effectively exploit its potentials and advantages, and to concretize the goals, tasks, and breakthroughs outlined in the resolutions.
From Tireless Efforts
According to the Bac Ninh Provincial People's Committee, the provincial planning is the result of close, responsible, and visionary leadership by the provincial leaders; the dedication and intelligence of the Provincial Planning Appraisal Council, as well as various departments, agencies, and consulting experts, along with the consensus of the people during the three years of planning development.
Sharing about the implementation process of the provincial planning, Nguyen Dinh Xuan, Director of the Department of Planning and Investment, said that this is the first time Bac Ninh has developed a provincial plan according to the Planning Law, which means integrating the previously separate sectoral plans into the provincial plan. Therefore, the planning process requires synchronized and unified coordination among departments, sectors, and localities, as well as consultation and appraisal from central ministries, scientists, international experts, and neighboring provinces.
During the provincial planning process, various agencies and units encountered several difficulties and obstacles due to the complexity of the task, which encompasses numerous aspects and a broad scope of research. This necessitated close coordination among multiple agencies and units. Some aspects required guidance from central ministries to align with the Planning Law, government regulations, and the actual situation in the locality. However, by proactively coordinating with departments, sectors, and localities to engage in dialogue, share information, and address issues hindering the planning work, the Department of Planning and Investment gradually overcame these difficulties to produce a quality plan, ensuring adherence to the set schedule.

"The core factors contributing to success are: Departments, sectors, and localities consistently identified provincial planning as one of the top priority tasks, aimed at unlocking resources, removing bottlenecks, enhancing connectivity, and maximizing the province's potential and advantages to attract investment flows and promote production and business. Therefore, these sectors actively proposed content to be included in the provincial plan using an integrated planning approach, ensuring progress, coherence, consistency, continuity, and systematization among various plans," said Nguyễn Đình Xuân.
To Opening New Development Horizons
According to Dinh Nam Thang, Deputy Director of the Bac Ninh Institute for Socio-Economic Development Research, the provincial planning plays an important role as a "tool" for strategic management and orientation, thus it must always be ahead to "pave the way" and "lead" the comprehensive development process. In particular, good provincial planning with a strategic vision will serve as the foundation for accurately and appropriately formulating comprehensive socio-economic development policies for the locality. The completion, approval, and announcement of Bac Ninh's provincial plan for the period 2021 - 2030, with a vision to 2050, will provide the basis, premise, and conditions to awaken potential, resources, and advantages, creating breakthroughs with new growth drivers and opening up new horizons for Bắc Ninh in its development journey.
Accordingly, socio-economic development activities in Bac Ninh province will be divided into three regions and five economic corridors. The urban region structure will be oriented into an inner-city area north of the Đuống River and a suburban area south of the Đuống River, including:
Central Urban Region of Bac Ninh (the inner-city area includes the administrative boundaries of Bac Ninh City, Tu Son City, Tien Du District, Que Vo Town, and Yen Phong District) will develop according to a multifunctional urban cluster model.
Suburban Region includes the satellite urban area (Thuan Thanh Town) along with the Industrial - Service - Agricultural development areas, which are Gia Binh and Luong Tai districts.
Industrial and High-Tech Development Region includes the districts and towns of Yen Phong, Tien Du, Luong Tai, Thuan Thanh, and Que Vo.
Additionally, the provincial plan also features a spatial structure combining a radial network with five development corridors, including:
The Urban and Service Development Corridor along National Highway 1, connecting Tu Son - Tien Du - Bac Ninh, integrated with the urban development axis of Hanoi - Bac Ninh - Bac Giang.
The Urban and Industrial Development Corridor along National Highway 18, connecting Yen Phong - Bac Ninh - Que Vo, establishing comprehensive industrial towns, and developing service urban areas to support industrial growth.
The Urban, Industrial, and High-Tech Ecological Agricultural Development Corridor along National Highway 17, connecting Que Vo - Gia Binh - Thuan Thanh.
The Service Urban Development Corridor along National Highway 38 and Ring Road 4, including Bac Ninh City and Thuan Thanh Town.
The Ecological and Historical Experience Tourism Development Corridor along the Duong River.
The new development area will be developed synchronously and intensively, encouraging the development of high-rise urban complexes, allocating space for the development of smart transportation infrastructure, and focusing on the development of service centers as the core for developing new urban areas, creating future district centers.

Mr. Bui Dang Thoan, Deputy General Director of VSIP Bac Ninh Co., Ltd., stated that the approved Bac Ninh provincial planning for the period 2021-2030, with a vision to 2050, plays a particularly important role for the business community, domestic and foreign investors, and the VSIP Group. This plan serves as a crucial basis for the Group to continue investing, attracting major partners to invest or collaborate, and jointly develop Bắc Ninh into one of the leading industrial centers in Vietnam in the coming years.

Highly appreciating the province's support for the business community in recent years, Mr. Kieu Dinh Huong, Director of Xuan Hoa Hanoi Joint Stock Company – Bac Ninh Branch, and Chairman of the Que Vo Town Business Association, stated that the Provincial People's Committee has effectively and synchronously directed the implementation of tasks and solutions to address bottlenecks with the fastest and most effective approach, promptly resolving difficulties for businesses and providing the most favorable conditions for enterprises and investors in Bac Ninh Province. This trust and motivation ensure that businesses feel confident in their decision to invest and develop in the province.
"Provincial planning is also the foundation, opportunity, and motivation for businesses to continue developing, expanding their operations, and affirming their brand position on the country's industrial map, contributing to making Bac Ninh an industrial, service, trade, cultural center, and a centrally governed city in the near future," said Mr. Kieu Đình Hương.
According to Mr. Nguyen The Hong, Chairman of the Bac Ninh Small and Medium Enterprises Association, the business community in Bac Ninh commits to conducting business operations in accordance with the law. Investment and production expansion activities will comply with all administrative procedures as required. Additionally, the business community will always accompany and support the province in sustainable investment and development, helping Bac Ninh achieve the goals and criteria outlined in the provincial plan for the period 2021-2030, with a vision to 2050.
