On the morning of March 12, at the National Assembly House, the National Election Council held a press conference on preparations for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term (March 15, 2026) and inaugurated the Election Press Centre. The conference was chaired by Member of the Party Central Committee and Vice Chair of the National Assembly Nguyen Thi Thanh.

Meticulous and thorough personnel preparation for the election

At the meeting, Deputy Head of the Committee for Deputies' Affairs, Deputy Chief of the Standing Office of the National Election Council, and Member of the Personnel Subcommittee of the National Election Council Ta Thi Yen stated that as of now, preparations for Election Day have been proactively and comprehensively implemented by the National Election Council and central and local agencies. The process is nearly complete, ensuring compliance with legal timelines and readiness for Election Day.

At the central level, agencies have issued all 27 required documents and materials as per Document No. 03/HDCQG-CTDB of the National Election Council. Additionally, the Ministry of Public Security has issued guidelines on the registration and retrieval of election-related seals; the Vietnam Fatherland Front Committee has issued directives on election monitoring and candidate introduction for the 16th National Assembly, including gathering voter opinions on candidates.

Throughout the election process, the National Election Council has promptly issued 31 resolutions, 46 guiding documents, and responses related to procedures, personnel, candidate introduction conferences, structure, quantity, and candidate dossiers for the 2026-2031 term. Eight nationwide election plans and six documents urging localities to address emerging challenges have also been issued.

Notably, based on practical assessments, the National Election Council has advised the Politburo and Secretariat to issue Conclusion No. 03-KL/TW on February 23, 2026, to continue implementing Directive No. 46-CT/TW from May 16, 2025, on election leadership, enhancing the unified and rigorous leadership of the Party over the election process.

Locally, provinces and cities have strictly adhered to central directives, issuing comprehensive guidance documents, organizing election training conferences, managing polling areas, and preparing facilities to ensure security, order, and health readiness for Election Day.

According to inspection and supervision results from the National Assembly Standing Committee and the National Election Council, through three inspection rounds in 34 provinces and cities, localities have proactively issued a total of 6,636 leadership and directive documents for election implementation.

Providing specific information on election preparations, Tạ Thị Yên noted that 34 provincial election committees, 3,320 communal election committees, 182 National Assembly election boards, 724 provincial People's Council election boards, 22,401 communal People's Council election boards, and 72,191 election teams have been established nationwide.

The personnel preparation for candidates for the 16th National Assembly and People's Councils for the 2026-2031 term has been meticulously and thoroughly implemented, adhering to procedures and authority, ensuring full compliance with standards and conditions. There is a strong connection between structural and compositional requirements and the quality of representatives. The process has been conducted cautiously, objectively, and democratically, clearly reflecting the political responsibility and serious involvement of all levels and sectors in personnel work.

Voter list review and posting conducted seriously and legally

Regarding candidates for the 16th National Assembly, based on the results of the third consultative conference on February 14, 2026, the National Election Council issued Resolution No. 151/NQ-HĐBCQG, announcing the official list of 864 candidates for the 16th National Assembly across 182 electoral units nationwide (12 days earlier than the legal requirement).

Among them, 217 candidates were introduced by the central government, and 647 by localities, achieving a ratio of 1.73 candidates per elected representative. This ensures the surplus required by the Law on Election of National Assembly and People's Council Deputies, aligning with structural and compositional orientations, with a focus on full-time deputies, female deputies, and ethnic minority deputies.

For People's Council candidates, the total number of provincial People's Council deputies to be elected by law is 2,552, a reduction of two from the third consultative conference results due to local adjustments and updates for unavoidable candidate absences. The total number of candidates for the People's Council in the official list is 4,217, a decrease of 10 from the third consultative conference results, achieving a ratio of 1.65 candidates per elected representative.

The total number of communal People's Council deputies to be elected by law is 72,611, a reduction of two from the third consultative conference results. The official list of candidates for communal People's Council deputies includes 120,873 candidates, a decrease of 369 from the third consultative conference results due to adjustments and updates for unavoidable candidate absences, achieving a ratio of 1.66 candidates per elected representative.

According to her, the process of compiling, reviewing, and posting the voter list has been conducted seriously and in accordance with the law. Reports from 34 provinces and cities indicate a total of 78,928,647 voters will participate in the election at 72,195 polling areas nationwide.

Preliminary statistics show 10,649 voter contact meetings have been organized in 9 out of 34 provinces and cities. Many localities have held training conferences to enhance skills for first-time candidates, contributing to improving the quality of election campaigning activities.

Regarding early voting, at the request of the election committees of 11 provinces and cities, the National Election Council has authorized 217 polling areas in these provinces and cities to conduct early voting. As of March 12, 2026, four localities with 34 polling areas have organized early voting. Based on information and practical observations, early voting in these areas has been successfully and smoothly conducted.

During the press conference, leaders of the Subcommittees on Personnel, Information and Communication, Legal Documents, and Complaint and Denunciation Resolution of the National Election Council provided additional information on topics of media interest, such as the role, significance, and new features of this election; personnel preparation for candidates for the 16th National Assembly and People's Councils for the 2026-2031 term; the candidate selection and screening process; and the application of information technology in the election...

The election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is a politically significant event, offering voters and citizens nationwide the opportunity to exercise their democratic rights and select representatives with exemplary qualities, capabilities, and reputations to represent the people's will and aspirations in state power agencies.

With just over two days remaining until Election Day, preparations have been comprehensively and rigorously implemented by the National Election Council and central and local agencies, adhering to legal timelines. Many important aspects of the election process have been completed ahead of schedule.
