In his opening remarks, National Assembly Chairman Tran Thanh Man affirmed that over the past 65 years, the Vietnam-Cuba relationship has continuously developed and strengthened, becoming a model of pure, loyal, and close international solidarity.

The Chairman highlighted that in this special relationship, the National Assemblies of both countries play an increasingly important role, not only as a reliable political diplomatic channel but also as a core force in promoting and deepening bilateral relations. This is achieved by strengthening the political-diplomatic foundation, expanding and enhancing cooperation in various fields such as economy, education, healthcare, science and technology, and people-to-people exchanges. Through building and perfecting policies and laws, the National Assemblies have contributed to creating a favorable environment for practical, effective, and sustainable cooperation, serving the interests of the people of both nations and the brotherly solidarity between the two peoples.

The National Assembly Chairman stated that following the success and building on the achievements of the first session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee held in 2024 in Havana, the second session is a clear testament to the strong political commitment of the two National Assemblies to continuously strengthen and deepen the special friendship and solidarity between Vietnam and Cuba. He affirmed that this is also an opportunity for the two National Assemblies to comprehensively evaluate the results of bilateral cooperation in recent times and the role of the National Assemblies in promoting cooperation in areas of mutual interest, especially following the state visit to Cuba by General Secretary To Lam, as well as sharing information and experiences in building and perfecting each country's legal system.

NA Chairman Man expressed confidence that with the thorough and careful preparation by the two National Assemblies, their agencies, and the active participation and lively discussions of delegates from both countries, the session would be a great success.

For his part, Cuban National Assembly President Esteban Lazo Hernández expressed his emotions recalling unforgettable moments in the 65-year history of the special Cuba-Vietnam relationship. He is confident that the second session of the Cuba-Vietnam Inter-Parliamentary Cooperation Committee will allow the two National Assemblies to monitor the implementation of agreements reached between the two Parties and States, expand investment and cooperation in priority areas, and concretize and immediately implement the contents that the two National Assembly Presidents discussed and agreed upon during their meeting on the afternoon of September 30.

President Esteban Lazo Hernández emphasized that the session reaffirms Cuba's determination to respect commitments and promote necessary policies to facilitate trade and cooperation between the two countries. Cuba values Vietnam's experience and the participation of Vietnamese enterprises in updating its economic model. Currently, with 10 investment projects in Cuba, Vietnam is the largest Asian investor in Cuba, with an increasingly important presence in the Mariel Development Zone.

The Cuban National Assembly President once again affirmed that Cuba acknowledges Vietnam's invaluable role in supporting and assisting the Cuban people, which has been immensely significant in helping Cuba stabilize and develop its economy. He also expressed gratitude to Vietnamese organizations for their support to Cuba in recent times.

Both sides listened to representatives from the two National Assemblies and ministries under the Vietnam-Cuba Intergovernmental Committee report on the cooperation situation between the two countries, proposing measures and recommendations to amend and supplement policies and laws to address difficulties and obstacles, enhancing the effectiveness of cooperation between Vietnam and Cuba, particularly in the fields of economy, trade, investment, agriculture, healthcare, and biotechnology, pharmaceuticals.

The two sides exchanged views and shared experiences on building and perfecting policies and laws to encourage business development, attract foreign investment, apply technology in agricultural production, and cooperate in healthcare in line with the specific conditions and situations of each country. They evaluated the results achieved and proposed measures to enhance the effectiveness of implementing the signed cooperation agreements between the two countries.

National Assembly Chairman Man and Cuban National Assembly President Esteban Lazo Hernández highly appreciated and acknowledged the cooperation results between the two countries and their National Assemblies over the past year. They praised the practical and effective content of the second session of the Inter-Parliamentary Cooperation Committee between the National Assemblies of Vietnam and Cuba.

The two National Assembly Presidents agreed to enhance consultations on law-making, facilitating the implementation of bilateral commitments, coordinating the construction and improvement of special mechanisms, and promoting Vietnamese enterprises to expand investment in Cuba. They emphasized promoting cooperation between localities and vice versa to exchange experiences and support each other in socio-economic development.

Both sides continue to strengthen close cooperation on parliamentary channels both bilaterally and at global and regional inter-parliamentary forums where the two National Assemblies are members. They regularly coordinate to review and urge the implementation of cooperation agreements between the two National Assemblies and Governments.

At the session, Cuban National Assembly President Esteban Lazo Hernández expressed gratitude for the warm reception by National Assembly Chairman Man for the Cuban National Assembly delegation. He extended an invitation to National Assembly Chairman Tran Thanh Man to officially visit Cuba and co-chair the third session of the Cuba-Vietnam Inter-Parliamentary Cooperation Committee, scheduled to be held in Havana, Cuba, in 2026.
