In a warm atmosphere of friendship, National Assembly Chairman Man and Cuban National Assembly President Esteban Lazo shared insights on the situation in each country and the recent activities of their respective National Assemblies. They discussed directions and measures to further strengthen the special friendship, solidarity, and comprehensive cooperation between the Parties, States, National Assemblies, and peoples of Vietnam and Cuba, as well as regional and international issues of mutual interest.
NA Chairman Man expressed his delight and warmly welcomed his Cuban counterpart and the high-level Cuban National Assembly delegation on their official visit to Vietnam. This visit coincides with Vietnam's celebration of the 80th anniversary of the August Revolution, Vietnam's National Day, and the 65th anniversary of diplomatic relations between the two countries (December 2, 1960 - December 2, 2025), marking the "Vietnam-Cuba Friendship Year". He believes that this visit by the Cuban National Assembly President will further deepen the exemplary relationship between the two countries and their National Assemblies.

Chairman Tran Thanh Man emphasized the importance of deepening the traditional special relationship and comprehensive cooperation with the brotherly nation of Cuba. He congratulated the positive achievements of the Cuban Communist Party, State, National Assembly, and people since the 8th Congress of the Cuban Communist Party, overcoming numerous challenges to steadfastly protect the nation and continue building a socialist Cuba.
On behalf of the Cuban Party, State, National Assembly, and people, Cuban National Assemly President Esteban Lazo Hernández expressed solidarity and shared concerns with Vietnam over the severe impacts of recent storms No. 9 and No. 10. He sincerely thanked the Vietnamese National Assembly leadership for their warm, cordial, and thoughtful reception, reflecting the special friendship, traditional solidarity, and comprehensive cooperation between Vietnam and Cuba. He also expressed gratitude to the Vietnamese Party, State, National Assembly, and people for their sincere and transparent solidarity and support, both spiritually and materially, for Cuba's revolutionary cause in defending, building, and developing the nation, especially during challenging times.
Esteban Lazo Hernández appreciated the participation and support of the Vietnamese people and the donation campaign for Cuba initiated by the Vietnam Fatherland Front and implemented by the Vietnam Red Cross. He viewed this as a testament to the deep solidarity and special relationship between the two countries, stating that the meaningful support will be used to address urgent socio-economic issues and improve the lives of the Cuban people.

Esteban Lazo Hernández congratulated Vietnam on successfully organizing significant commemorative activities in 2025. He affirmed that the Cuban Party, State, National Assembly, and people fully trust that under the leadership of the Communist Party of Vietnam, the Vietnamese people will achieve the goals set by the 13th Congress, attaining even greater achievements in the country's new era of development.
The two leaders reviewed the overall bilateral agenda and agreed on measures to enhance cooperation between the two countries and their National Assemblies under the spirit of "together in partnership, together in development". They acknowledged the dynamic and substantive development of the special Vietnam-Cuba relationship in recent times amid complex global situations, exemplifying the "exemplary" relationship between the two countries in international relations.
Both sides were pleased to note the excellent political-diplomatic relations, strong solidarity, and trust between the two countries, which have reached a new level of deep and substantive development across three channels: Party diplomacy, State diplomacy, and people-to-people diplomacy. This has been facilitated by two state-level visits: by General Secretary To Lam in September 2024 and First Secretary and President Miguel Diaz-Canel in September 2025. Economic-trade and investment relations have made significant strides in essential areas for Cuba's economy, with initial successful implementation of key cooperation projects in agriculture-food, biotechnology-pharmaceuticals, renewable energy, and consumer goods production. Cultural, educational, and people-to-people exchanges, from central to local levels, have become more profound, substantive, and diverse.

The two sides assessed that the relationship between the two legislative bodies has been reinforced and strengthened through regular and flexible exchanges of information, sharing experiences at various parliamentary levels on organizing National Assembly activities, institutional building, legal system development, and supervising the implementation of laws and making important national decisions.
They agreed to continue supporting the exchange of delegations at all levels, maintaining regular cooperation mechanisms between the two Parties, Governments, National Assemblies, and bilateral political-diplomatic, economic-trade, and defense mechanisms. Both sides also agreed to continue coordinating to effectively implement legal policies supporting businesses, enhancing investment in areas suitable to each country's needs, conditions, and capabilities; facilitating and supervising the effective implementation of agreed-upon key cooperation projects; and concretizing other potential cooperation areas such as tourism, telecommunications, and digital transformation.
Both sides agreed to enhance the exchange of experiences between the two countries and their National Assemblies on legislative work, implementing major Party decisions in the new era, preparing and effectively conducting the Party Congresses of Vietnam and Cuba in 2026. They will share experiences and encourage the development of enterprises, attract foreign investment, manage finances, develop agricultural production, apply science and technology, and digital transformation, among other areas of mutual interest, thereby contributing to strengthening, diversifying, and enhancing the effectiveness of comprehensive Vietnam-Cuba cooperation.

The two leaders also agreed to facilitate and encourage people's organizations and localities to maintain regular relations, effectively coordinate the implementation of agreements and commitments between the leaders of the two countries, and promote new cooperation methods with a focus on substantive effectiveness. They will continue to promote, mobilize, and educate the younger generations of both countries about the exemplary Vietnam-Cuba relationship.
The National Assembly Chairmen also exchanged views on international and regional issues of mutual concern, agreeing to continue consultations, close coordination, and mutual support at international organizations and multilateral forums where both National Assemblies are members, especially at the Inter-Parliamentary Union Assembly.
On this occasion, Chairman Man extended his regards to Cuban Revolutionary Leader General Raul Castro Ruz and other high-ranking Cuban leaders.
Esteban Lazo invited Chairman Man to pay an official visit to Cuba, and the latter accepted the invitation with pleasure.
On September 30 evening, Chairman Man hosted a banquet in honour of Esteban Lazo and the Cuban delegation.
On October 1 morning, the Vietnamese and Cuban leaders will co-chair the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee.
