WVR - On the afternoon of September 28, in Hanoi, National Assembly Chairman Tran Thanh Man held talks with Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin, right after hosting an official welcome ceremony for the Russian leader.

Expressing his pleasure at meeting again with Chairman Vyacheslav Volodin and recalling the positive impressions from his official visit to the Russian Federation in September 2024, National Assembly Chairman Tran Thanh Man affirmed that the visit by the Chairman of the State Duma is a significant diplomatic activity. It contributes to further strengthening the close, trustworthy, and effective relationship between the two countries in general and enhances cooperation through parliamentary channels, especially as the two nations celebrate the 75th anniversary of diplomatic relations.
Emphasizing that Vietnam always values its traditional friendship and comprehensive strategic partnership with Russia, Chairman Tran Thanh Man expressed delight at the positive developments in bilateral relations across all fields over the past year. He suggested that the State Duma enhance cooperation with the Vietnamese National Assembly, particularly by sharing experiences in implementing the "Smart Parliament" initiative, improving the legal framework, and supporting agencies and organizations in both countries to overcome challenges and promote cooperation in all fields, especially in economy, trade, investment, energy, science and technology, education and training, culture, and people-to-people exchanges.

State Duma Chairman Vyacheslav Volodin thanked Chairman Tran Thanh Man, the leadership, and the people of Vietnam for the warm and thoughtful reception given to him and his delegation. He congratulated Vietnam on its impressive socio-economic development achievements and wished Vietnam success in implementing the tasks outlined by the Communist Party to ensure a prosperous life for its people.
Vyacheslav Volodin affirmed that he and the State Duma always support promoting comprehensive cooperation with Vietnam and are ready to work with the Vietnamese National Assembly to expand mechanisms and new directions for cooperation.
Chairman Tran Thanh Man and Chairman Vyacheslav Volodin acknowledged the important role of the Inter-Parliamentary Committee cooperation mechanism in supervising and supporting the government in effectively implementing high-level agreements and commitments, particularly the contents of the Declaration on the major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new cooperation phase, adopted during President Putin's state visit to Vietnam and General Secretary To Lam's visit to Russia.

Accordingly, both sides expressed their readiness to coordinate more closely to continue facilitating cooperation in economy, trade, and investment, including the effective implementation of the free trade agreement between Vietnam and the Eurasian Economic Union. They acknowledged the positive results achieved in the energy and oil and gas sectors, as well as in promoting cooperation in building a nuclear power plant in Vietnam.
Chairman Tran Thanh Man thanked the State Duma for promptly ratifying agreements on oil and gas exploration and exploitation cooperation in Vietnam and Russia, signed during General Secretary To Lam's visit to Russia.
The two sides also agreed to deepen cultural and educational ties, including Russia's training of Vietnamese professionals in areas of Russian expertise, and the teaching of Vietnamese in Russia and Russian in Vietnam.
On parliamentary cooperation, theyagreed to support the specialized agencies of the two countries in continuing to expand and diversify contacts, promptly share information and legislative experience, encourage exchanges among parliamentary committees and friendship groups. They also committed to providing legal support to ensure smooth Vietnam-Russia collaboration that delivers tangible benefits to both nations’ people.

On this occasion, the top Vietnamese legislator proposed the Russian State Duma work with the Vietnamese National Assembly to establish legal frameworks and favourable conditions in support of Vietnamese living, studying and doing business in Russia, and the Russian community in Vietnam as well.
