Lack of attention hinders innovation, digital transformation: Prime Minister

Leaders of some units have yet to pay due attention to digital transformation and administrative reforms, particularly in developing databases of ministries, agencies and localities, resulting in slow and ineffective implementation, Prime Minister Pham Minh Chinh said on May 17.

Chairing the second meeting of the government steering committee for the development of science, technology, innovation and digital transformation, and Project 06 (the project on developing resident data, electronic identification and authentication applications to serve national digital transformation in the 2022-2025 period, with a vision to 2030), PM Chinh, who is also head of the steering commitee, said science, technology, innovation and digital transformation are the foundation for the country to develop quickly and sustainably.

He noted that the Politburo’s Resolution No.57-NQ/TW, which focuses on breakthrough development in science, technology, innovation, and national digital transformation, effective since December 2024, requires greater concentration, determination and more drastic actions. The move is to achieve the set goals, including an economic growth rate of at least 8% in 2025, and double-digit growth in the coming years.

The implementation of science, technology, innovation, digital transformation and Project 06 is one of the essential tasks to implement Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on law making and enforcement, and Resolution 68-NQ/TW on private economic development.

At the meeting, PM Chinh asked delegates to review and identify shortcomings, barriers and difficulties in implementing activities relating to sci-technology development, innovations, digital transformation, administrative reforms and Project 06.

He also sought proposals to boost the implementation of Resolution 57-NQ/TW in the coming time.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and digital transformation. This document is of strategic and vital significance, realising the goal of making science, technology, innovation, and digital transformation an essential driving force to promote rapid and sustainable socio-economic development; and making Vietnam a developed, high-income country with global competitiveness.

Following the issuance, PM Chinh urgently directed the development of a government action plan. On March 13, a government steering committee for developing science, technology, innovation and digital transformation, and Project 06 was established.

It is tasked with studying and proposing national strategies, policies, and solutions to the Government and the prime minister for developing science, technology, innovation, and digital transformation. Besides, it oversees the implementation of project No. 06 on developing the application of population data, identification, and e-authentication data, as well as administrative reform efforts.

A key responsibility is coordinating the Government's action programme to implement the Politburo’s Resolution No.57-NQ/TW dated December 22, 2024, which focuses on breakthrough development in science, technology, innovation, and national digital transformation. Additionally, the committee is accountable for speeding up and inspecting the implementation of related inter-sectoral strategies, programmes, mechanisms, policies, and solutions.

Three subcommittees are set up to better focus on the work, with one for Project 06 implementation led by the Minister of Public Security, another for science, technology, innovation, and digital transformation headed by the Minister of Science and Technology, and one for administrative reform directed by the Minister of Home Affairs.

The Ministry of Science and Technology serves as the standing agency for the steering committee, responsible for developing working plans and regulations and ensuring necessary conditions for the committee's operations.
