A bridge of friendship

At the press conference, Ambassador He Wei emphasized that the State visit by General Secretary and President of China Xi Jinping to Vietnam from April 14-15 was a historic event. This was President Xi’s fourth visit to Vietnam in the past decade and his first foreign trip in 2024.

Notably, this was also the first time in a year that the top leaders of the two Parties had made mutual visits, demonstrating the high level of trust and strategic nature of the bilateral relationship.

According to Ambassador He, the visit yielded numerous substantial outcomes, including breakthrough and strategic cooperation projects that have created new momentum for building the Vietnam-China community with a shared future. These outcomes also support the socialist cause in both countries and contribute positively to regional and global peace, stability, and prosperity.

One highlight was the upgrade of the 3+3 strategic dialogue mechanism in foreign affairs, national defense, and public security to the ministerial level, indicating enhanced trust and strategic collaboration between the two neighboring nations.

In addition, the two countries officially launched a Vietnam-China railway cooperation mechanism. Ambassador He expressed confidence that the project will not only strongly boost bilateral trade and people-to-people exchanges but also stand as a model of high-quality Belt and Road cooperation between the two nations, delivering tangible benefits to the people of Vietnam.

Another initiative is the "Red Journey: Youth Research and Study," scheduled for 2025, which will bring Vietnamese youth to China. “We believe that through this program, young people from both nations will deeply appreciate the ‘red rivers and mountains’ forged through shared struggles and come to cherish this precious neighborly friendship. It will foster mutual understanding, create shared ‘red memories,’ and strengthen generational bonds - mobilizing youth to contribute to the socialist path and a strategically significant Vietnam-China community with a shared future,” Ambassador said.

Looking to the future of bilateral relations, the Chinese diplomat stated that both sides will continue implementing high-level agreements, deepen strategic cooperation, and focus on three key priorities: Enhancing infrastructure connectivity and cooperation in emerging fields such as artificial intelligence and green development; promoting people-to-people exchanges, especially during the Year of Vietnam-China Humanistic Exchange 2025; and coordinating responses to global challenges to support regional and international stability, health, and prosperity.

Deep roots, shared history

On April 15, in Hanoi, within the framework of the state visit to Vietnam of the General Secretary, President of China Xi Jinping, the two sides organized activities to meet the Vietnam-China People's Friendship. President Xi remarked that Vietnam-China relations "as a tree with a root, such as streams with sources", in which all sources, arteries and the strength of the two parties and the two countries are located in the people, in the friendship of the people.

“History is the clearest mirror and the best teacher,” Ambassador He Wei noted. A review of the long-standing Vietnam–China friendship, especially over the past century, makes it clear that the revolutionary causes and national development of both countries can only advance steadily when bilateral ties flourish. This historical truth has been consistently proven through real-world experience .

Congratulating Vietnam on the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), Ambassador He emphasized that this historic milestone showcases the Vietnamese people’s journey toward independence and prosperity.

Along this journey, the two Parties and countries stood shoulder to shoulder. President Ho Chi Minh and Chairman Mao Zedong forged a special relationship as comrades and brothers. The Chinese Party, Government, and people gave steadfast and extensive support to Vietnam. In return, Vietnam strongly backed its close neighbour, including during the campaign of "Ten Thousand Great Mountains", together striving for national independence and liberation.

Ambassador recalled many touching stories from that era, such as the Nam Khe Son Hospital in Guangxi province, where over 5,000 Vietnamese wounded soldiers were treated during the war. Over eight years of shared struggle against U.S. forces, Chinese doctors and nurses dedicated their youth and passion to nurturing the warm friendship between the two peoples. He also mentioned the Yongjiu bicycles and Liberation trucks from China that accompanied Vietnamese soldiers along the legendary Ho Chi Minh Trail, delivering essential supplies to the southern front.

During Vietnam's liberation campaign, many Chinese soldiers gave their lives on foreign soil, writing a powerful story of brotherhood with their blood. Ambassador He expressed deep gratitude for the Vietnamese Ministry of National Defense's efforts to restore and preserve Chinese martyr cemeteries in Vietnam, many of which have been rebuilt with traditional architecture as a heartfelt tribute from the Vietnamese people to international friends who sacrificed for peace.

Notably, at the invitation of Vietnam’s Ministry of National Defense, the Chinese People's Liberation Army Guard of Honour will participate in the upcoming the 50th anniversary of the Liberation of the South and National Reunification in Ho Chi Minh City. Ambassador called this a “sacred moment” and a vivid symbol of enduring friendship, cooperation, and mutual trust, saying, “We must remember our history, look toward the future, and carry forward the Vietnam-China friendship.”

Building the future together

In this new era, the enduring friendship between the two peoples continues to power Vietnam’s economic development and supports the country’s pursuit of a socialist modernization path tailored to national conditions.

In recent years, Chinese enterprises have invested over $6 billion in solar energy projects in Vietnam, including supporting industrial production chains. China’s contribution accounts for more than 50% of the total installed capacity of Vietnam’s wind and solar power projects.

A prime example is the Soc Son Waste-to-Energy Plant, funded by a Chinese firm. The facility processes over 60% of Hanoi’s daily household waste using environmentally safe standards. In the future, the company plans to expand operations to handle all of Hanoi’s waste with the highest environmental standards. Similarly, the urban railway system in Hanoi, built by a Chinese company, has significantly eased daily commuting for residents of the capital.

“I hope that Vietnam and China can seize cooperation opportunities and, through the development of high-quality production capabilities in both countries, open new avenues in fields such as artificial intelligence,n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n n semiconductors, and nuclear energy,” said Ambassador He. “This will foster a broader network of cooperation that brings practical benefits to businesses and the people of both nations.”

Especially in today’s global context - marked by rising protectionism, unilateralism, and challenges to the international economic and political order - Vietnam and China, as socialist countries, must enhance coordination to uphold the UN’s central role, maintain a multilateral trading system centered around the WTO, and safeguard a peaceful, fair, and just international environment. They must also defend the legitimate rights and interests of their peoples and other developing nations.

“Only through joint efforts can we maintain regional and global stability, lay a solid foundation for each nation’s sustainable development, and ensure a happier life for our peoples,” Ambassador emphasized.

He also highlighted the growing role of local-level cooperation in deepening bilateral relations. Recent Spring Festival exchanges between leaders from China’s Guangxi and Guangdong provinces and Vietnam’s border provinces - Quang Ninh, Lang Son, Cao Bang, Ha Giang, and most recently Hai Phong - have produced positive outcomes. Public exchange events such as border people’s festivals, friendly football matches, and chess tournaments have been well received.

In 2025, both countries plan to organize more creative events, including cross-border cycling, singing on river borders, and tourism exhibitions. Ambassador He Wei expressed confidence that these activities will foster deeper “heart-to-heart” connections between localities in both countries, complementing hard infrastructure and soft institutional cooperation, and thereby reinforcing the social foundations for the long-term development of bilateral ties.
