Deputy PM co-chaired the Meeting of Vietnam – Cambodia Joint Commission

On August 21, the 17th Meeting of the Vietnam – Cambodia Joint Commission on economic, cultural, scientific and technological cooperation has been held in Phnom Penh, Cambodia.

It was co-chaired by Vietnamese Deputy Prime Minister, Foreign Minister Pham Binh Minh and Cambodian Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation Prak Sokhonn. Leaders and senior officials from various ministries and agencies also attended the Meeting.

Deputy PM Pham Binh Minh and Deputy PM Prak Sokhonn agreed that since the 16th meeting (May 2018), Vietnam – Cambodia relations has continued to develop and achieve new, encouraging results. In addition to maintaining exchanges, high-level contacts and bilateral cooperation mechanism, both sides have organized meaningful activities to celebrate 40 years of victory over the genocidal regime (January 7th 1979 – January 7th, 2019).

On this occasion, Deputy PM Prak Sokhonn had deeply expressed his gratitude to the Vietnamese people, volunteer soldiers who has fulfilled international duty in assisting Cambodian people defeating the genocidal regime; as well as helping, supporting Cambodia in rebuilding and developing the country.

Based on such friendships and understandings, both countries had exchanged and agreed on the general direction, along with specific measures to resolve remaining obstacles and increase effectiveness on cooperation across various sectors. Both sides also concurred on creating favorable conditions for economic and trade cooperation; continuing to solidify and push forward in security and defense cooperation; developing logistics infrastructures, industrial-mining-energy, agriculture-forestry-fishery, information and communication, healthcare, labors and social issues, culture-sport-tourism, environment…

Cambodia also expressed its gratitude toward the support of Vietnam over the years and highly anticipated Vietnam’s willingness in assisting education of Cambodian in technology, science; as well as Vietnam raised its capacity of electricity selling to Cambodia by 50 MW, helping Cambodia to deal with electricity shortage in dry season. Both sides also agreed to accelerate the procedure to push for early completion and handing over the project Border Market in Da commune, Memot district, Tbong Khmum province, and the project High School in Ou Reang district, Mondul Kiri province in 2019, signed assisting Agreement to deploy Working office of Cambodia’s Secretary and Committees of the National Assembly, along with several items on the Volunteer Treatment based on Community Service Center for drug addicts in Preak Sihanouk province.

Both sides agreed to deploy measures to bring economic, trade and investment cooperation to become the important highlights in bilateral relations; agreed to create favorable conditions through investments, improving border infrastructures, promoting highway express, waterway connection and tourism. Vietnam and Cambodia also concurred on expanding cooperation to new areas in sight of the Industrial Revolution 4.0, specifically related to assisting micro, small and medium enterprises, cooperation on national digital transformation, cyber security, radioactive treatment… Cambodia highly anticipated Vietnam among the leading investors in the country with over 214 projects, with total value estimated to be over 3 billion USD. Both sides also agreed to closely collaborate, increase on sharing information, research on finding appropriate direction and policy to create favorable condition to both countries’ businesses, specifically medium and small ones, improving on effective and sustained investments in Cambodia and Vietnam.

Vietnam and Cambodia highly valued competent agencies’ active efforts and were determined to complete and sign two legal documents to recognize completed portion of work (84%) in the demarcation of the land border, creating conditions on building a peaceful, friendly, cooperative and flourishing border between two countries.

Both countries also expressed concerns over the unprecedented low level of water on the Mekong River recently; emphasized the importance of closely cooperation between countries in the Mekong Delta region on promoting the sustainable and effective usage of the Mekong water, specifically in sharing information, data, fully evaluating and consulting to hydroelectricity plants on the Mekong River mainstream. Vietnam and Cambodia also concurred to closely collaborate with Laos to promote trilateral cooperation in the Development Triangle area, effectively deploy General planning of connecting three economics Cambodia – Laos – Vietnam, increase on attracting financial assistance from developing countries and international financial organization, guarantee sustainable development. Both sides also claimed to closely cooperate in 2020, when Vietnam will undertake the responsibility of being both ASEAN Chairmanship 2020 and non-permanent member of the United Nations Security Council 2020 – 2021, while Cambodia will host the ASEM 13 Senior Officials’ Meeting.

Concluding the Meeting, Deputy Prime Minister, Foreign Minister Pham Binh Minh and Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation Prak Sokhonn have signed a Memorandum of Agreement with content and detailed of cooperation program on 28 sectors. Both sides believed that this Memorandum of Agreement would help foster a direction for comprehensive cooperation over numerous sectors between two countries, promoting Vietnam – Cambodia relation to prosper in upcoming time.
