Chinese Ambassador: Forging ahead together to build a brighter tomorrow for the China–Vietnam Community with a Shared Future

Under the strong leadership of the Communist Party of Vietnam (CPV) Central Committee, headed by General Secretary and State President To Lam, Vietnam has put forward new theoretical thinking on reform, successfully joined the ranks of upper-middle-income countries, and is accelerating efforts to achieve the “Two Centenary Goals” of Party building and national development.

Chinese scholar impressed with Vietnam's diplomatic achievements

On the diplomatic front, Vietnam has established Comprehensive Strategic Partnerships with 15 countries and regional organizations, become a member of more than 70 international organizations and forums, and actively participated in global efforts to address climate change, ensure food security, and provide international humanitarian assistance and disaster relief. These achievements fully demonstrate Vietnam's image as a responsible member and reliable partner of the international community.

China is sincerely pleased to see the remarkable development achievements made by the brotherly Party and people of Vietnam. We are confident that the successful convening of the 33rd National Foreign Affairs Conference of Vietnam will elevate Vietnam's diplomacy to a new level, make fresh contributions to the sustained high-quality development of China–Vietnam relations, and inject new momentum into peace, stability, development, and prosperity in Asia and the world.

In recent years, under the strategic guidance of the top leaders of our two Parties and countries, high-level strategic communication between China and Vietnam has reached an unprecedented level. Comprehensive strategic cooperation has yielded fruitful results, while mutual understanding and friendship between our peoples have continued to deepen. China–Vietnam relations have entered a second “highlight moment.”

Today, both countries are at a crucial stage in advancing their respective socialist causes, standing at a historic juncture that connects past achievements with future aspirations. Both face new development opportunities and shoulder new responsibilities of the times. China stands ready to work with Vietnam, guided by highly aligned diplomatic philosophies, a high level of mutual trust and solidarity, and a strong sense of responsibility for our era, to keep China–Vietnam relations moving forward with the times, achieve even greater progress, and contribute jointly to peace, stability, development, and prosperity in Asia and the wider world.

First, strengthening political mutual trust to consolidate the political foundation of the China–Vietnam community with a shared future. This year marks the 105th anniversary of the founding of the Communist Party of China and the 96th anniversary of the founding of the Communist Party of Vietnam. Throughout the struggles for national independence and liberation, our two Parties and countries stood united and supported one another. In the course of socialist construction, we have learned from each other's experience and expanded practical cooperation.

The extraordinary development achievements of both countries have convincingly demonstrated that the development paths chosen by China and Vietnam are not only the right ones, but also practical, steady, and successful. As we embark on a new journey towards building a China–Vietnam community with a shared future that carries strategic significance at a higher level, China is ready to work with Vietnam to remain steadfast in our shared ideals and convictions, uphold the leadership of the Communist Party, stay committed to pursuing socialism suited to each country's national conditions, deepen exchanges on governance, jointly explore and enrich socialist theory and practice, and steer the socialist cause of both countries toward ever new successes.

Second, deepening mutually beneficial cooperation to inject stronger momentum into the China–Vietnam community with a shared future. Against the backdrop of sluggish global economic recovery, the economies of China and Vietnam have continued to grow against the trend, while cooperation in industrial and supply chains has become increasingly close.

China is Vietnam's largest trading partner and largest export market for agricultural, forestry, and fishery products. Vietnam, in turn, is China's largest trading partner in ASEAN and its fourth-largest trading partner worldwide.

In the first six months of 2026, China–Vietnam economic cooperation continued to flourish. Bilateral trade reached 178.11 billion USD, up 30.7% year on year. Vietnam's exports of agricultural, forestry, and fishery products to China totaled 7.64 billion USD, an increase of 23.1%. The thriving agricultural trade between the two countries is bringing tangible benefits to farmers, who account for about 60% of Vietnam's population.

China welcomes Vietnam’s continued participation in the opportunities generated by its vast market of 1.4 billion people. By fully leveraging our geographical proximity and complementary industrial strengths, both sides should further promote infrastructure connectivity, facilitate trade and investment, expand cooperation in emerging fields such as 5G, artificial intelligence, the digital economy, and green development, jointly advance along the path of modernization, and deliver greater benefits to our two peoples.

Third, fostering closer people-to-people ties to strengthen the public foundation of the China–Vietnam community with a shared future.

The foundation, lifeblood, and strength of China–Vietnam relations lie with our peoples. In recent years, people-to-people exchanges have grown increasingly vibrant, bringing our two peoples ever closer together.

China has once again become Vietnam's largest source of international tourists, with one in every four foreign visitors to Vietnam coming from China. Approximately 25,000 Vietnamese students are currently studying in China, double the number recorded in 2019.

China is ready to work with Vietnam to seize the opportunity presented by the launch of the 2026–2027 China–Vietnam Tourism Cooperation Year. Building on our natural advantages of cultural affinity and similar traditions, both sides should continue organizing exchange programs such as the “Red Study Tour” for Vietnamese youth to China, implement more “small and smart” livelihood projects, deepen mutual learning across civilizations in all fields, and continuously strengthen the foundation of mutual understanding, close friendship, and lasting goodwill between our peoples.

Fourth, treating each other with sincerity to expand multilateral consensus on the China-Vietnam community with a shared future. Today, profound changes unseen in a century are accelerating, making the international landscape increasingly complex and turbulent. Building a higher-level China–Vietnam community with a shared future that carries strategic significance is not only a natural choice rooted in our traditional friendship and the demands of the times, but also a strategic step toward safeguarding regional peace and stability while promoting shared development and prosperity.

China is willing to work with Vietnam and other countries to firmly uphold the international system with the United Nations at its core and the international order based on international law. Together, we should actively implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, promote an equal and orderly multipolar world and universally beneficial, inclusive economic globalization, and safeguard the common interests of developing countries.

Recently, President Xi Jinping attended the opening ceremony of the 2026 World Artificial Intelligence Conference and High-level Meeting on Global AI Governance, where he delivered a keynote speech calling on all countries to join hands in building a just and equitable system for Global AI Governance. The World Artificial Intelligence Cooperation Organization has since been established in Shanghai. China stands ready to work with Vietnam to seize the opportunities and address the challenges brought by AI development, enabling artificial intelligence to empower all industries and sectors and better serve the well-being of human society.

Where there is a shared vision, the journey is never too far. I firmly believe that as China and Vietnam work together to shape the future, safeguard peace, and promote prosperity, we will write a new chapter in building the China–Vietnam community with a shared future and set an example for advancing a global community with a shared future for humanity.

On this occasion, I would like to express my highest respect and heartfelt gratitude to all our Vietnamese friends who have long dedicated themselves to Vietnam's diplomatic service and to the cause of China–Vietnam friendship. I wish the 33rd National Foreign Affairs Conference of Vietnam every success, wish Vietnam's diplomacy continued achievements, and wish the traditional friendship between our two Parties, our two countries, and our two peoples everlasting vitality.
