The event was attended by Ms. Luciana Santos, Minister of Science, Technology and Innovation of Brazil, and National President of the Communist Party of Brazil (PCdoB), Mr. Inácio Arruda - Deputy Minister in charge of Social Development, Ministry of Science, Technology and Innovation of Brazil, President of the Brazil-Vietnam Friendship Association (ABRAVIET), Congressman Alex Kawano, Secretary-General of the Brazil-ASEAN Parliamentary Friendship Group, Mr. Pedro de Oliveira - Historian, Secretary-General of ABRAVIET; representatives from the ruling Workers' Party (PT), the Communist Party PCB, the Socialist Party (PSB); Ambassadors from Malaysia, Cambodia, Timor-Leste, Cuba, Angola, Peru, political counselors from Singapore, the Philippines, and China; numerous journalists, experts, scholars, and Brazilian friends.
In his speech at the event, Ambassador Bui Van Nghi emphasized that this year's 96th anniversary of the Party's founding holds profound significance for the Party, the State, and the People of Vietnam.
The event today is an opportunity to share with international friends, including partners and friends in Brazil, about the Party's role in Vietnam's revolution and national development over the years; it also helps friends understand more about the development vision, strategic orientation, and political determination of the Party and the entire Vietnamese nation in the new phase following the 14th Congress.
The Ambassador affirmed that since its inception in 1930, over the past 96 years, the Communist Party of Vietnam has always been alongside the nation, closely connected with the people, leading them with unwavering goals of national independence tied to socialism, guiding the entire nation in the struggle for independence (1945), national reunification, building and defending the Fatherland, advancing the country towards socialism, implementing the Renovation (1986), and increasingly comprehensive international integration.
Under the leadership of the Party Central Committee, President Ho Chi Minh, and regularly and directly by the Politburo, the Secretariat, and General Secretaries through various periods, the Vietnamese people have achieved great victories, overcoming the harshest historical challenges, transforming Vietnam from a poor, backward country devastated by war into a developing nation with deep integration, high economic growth, and continuously improving living standards.
Building on these achievements, the Ambassador highlighted the outstanding results in implementing the Resolution of the 13th Party Congress (2021-2025 term). Accordingly, macroeconomic stability has been maintained; average GDP growth reached about 6.3% per year; GDP size in 2025 exceeded USD 510 billion, with per capita income over USD 5,000, and the economic structure shifted towards modernization.
Alongside economic development, cultural and social fields have made significant progress, with the poverty rate reduced to 1.3%, the Human Development Index (HDI) rising to the "high" group; education, healthcare, science - technology, and digital transformation have been strongly promoted. National defense and security have been strengthened, sovereignty and social stability ensured, while foreign relations continue to expand with an independent, self-reliant, multilateral, and diversified approach.
The Ambassador briefly introduced the preparations for the 14th Party Congress, from the meticulous, comprehensive, and methodical preparation of documents; the documents were built on practical summaries, theoretical research, and widely consulted within the Party, the people, and experts; personnel were prepared strictly, following procedures, ensuring standards and structure; evaluating the results of the 13th term and determining the development orientation for the 5-year period 2026-2030 of the 14th Congress, with a vision to 2045.
Alongside this is the thorough preparation of personnel expected to be elected to the Party Central Committee, General Secretary, and leadership bodies of the Party, with sufficient capacity, intelligence, and courage, "with heart" and "with vision" to lead the Vietnamese nation to successfully achieve the goals set by the 14th Congress Resolution.
Based on the assessment of achievements and challenges, Ambassador Bui Van Nghi emphasized that the 14th Party Congress is a decisive political milestone, opening a "new era of Vietnam's rise". The Congress set the goal of making Vietnam a developing country with modern industry and high middle income by 2030, and a developed, high-income nation by 2045.
The focus of the new phase is to consolidate the great national unity bloc, build strategic autonomy, place the People at the center, and consider science - technology, innovation, and digital transformation as key drivers for development.
To realize this vision, the 14th Congress set the goal of achieving GDP growth of about 10% per year for the 2026-2030 period, with per capita GDP reaching approximately USD 8,500 by 2030, along with 6 key tasks and 3 strategic breakthroughs in perfecting development institutions, developing high-quality human resources, and building modern economic - social infrastructure. Artificial intelligence and new technologies are identified as priority areas to create long-term growth momentum.
Regarding organization and personnel, the Ambassador stated that the 14th Congress elected a new Central Committee with a harmonious combination of inheritance and innovation; Comrade Tô Lâm was unanimously re-elected as General Secretary. The overarching message of the new term emphasized decisive action, strict discipline, no formality, no delay, considering each day of delay as a lost opportunity for the country's development.
Concluding his speech, Ambassador Bui Van Nghi affirmed that in foreign affairs, Vietnam continues to adhere to an independent, self-reliant path, being a reliable friend and responsible partner of the international community, wishing to expand substantive cooperation with Latin American countries, including Brazil, for the practical benefit of the peoples. The Ambassador emphasized that the 14th Congress has ignited new faith and aspirations for development, calling for solidarity and high determination, while expressing firm belief that Vietnam will certainly succeed on its development path ahead.
On this occasion, on behalf of the Communist Party of Brazil (PcdoB), Ms. Luciana Santos, the Party President, delivered a congratulatory speech and highly appreciated the success of the 14th Congress of the Communist Party of Vietnam, considering it a particularly important political milestone, clearly demonstrating the unity, strength, and leadership role of the Party in the cause of building socialism.
Ms. Luciana Santos emphasized that with a 96-year history of development and growth with over 5.6 million current members, the Communist Party of Vietnam is viewed by the PCdoB as a symbol of revolutionary heroism, anti-imperialist spirit, and independent, self-reliant, and steadfast development.
The 14th Congress set ambitious strategic goals for the 2030-2045 period, associated with high economic growth and prosperous, powerful national development; it also emphasized the strong friendship, solidarity, and cooperation between the Communist Party of Vietnam and the Communist Party of Brazil PCdoB as a key pillar strengthening political trust and solidarity between the two nations.

Additionally, Mr. Inácio Arruda - Deputy Minister in charge of Social Development, Ministry of Science, Technology and Innovation of Brazil, and President of the Brazil-Vietnam Friendship Association (ABRAVIET) - affirmed that Vietnam's ideology has had international influence from an early stage, particularly through the activities of President Ho Chi Minh in the communist and national liberation movements of the 1920s-1930s.
According to him, President Ho Chi Minh not only unified the communist movement in Vietnam but also created a profound theoretical influence in Latin America, including Brazil, leaving many historical imprints in Vietnam-Brazil relations.
On the foundation of the ideology "from patriotism to socialism", he assessed that the 14th Congress of the Communist Party of Vietnam set ambitious development goals by 2030 and a vision for 2045, emphasizing the key role of the great national unity bloc and the younger generation, as well as the necessity to enhance the sharing of experiences and resolutions of the Communist Party of Vietnam to the Latin American region.

The event also saw the participation and interest of scholars and experts in the area. Dr. Robson Cardoch Valdez, a Doctor of International Strategic Studies (Federal University of Rio Grande do Sul - UFRGS), and lecturer in International Relations at the Institute of Education, Development and Research of Brazil (IDP), affirmed the historical role and leadership capacity of the Party over nearly a century of political, economic, and social transformation on the occasion of the 96th anniversary of the founding of the Communist Party of Vietnam, highlighted through the Renovation policy and orientations through various Congresses, especially the 14th Congress.
He assessed Vietnam as a stable, dynamic country with an increasingly international position, while emphasizing the significant development of Vietnam-Brazil relations after upgrading to a Strategic Partnership (2024) and the State visit of President Lula da Silva to Hanoi (2025), with the Action Program for the 2025-2030 period and the goal of bilateral trade reaching USD 15 billion by 2030.
In the broader context of cooperation with ASEAN, the speech clarified the convergence of visions among Southern Hemisphere countries on multilateralism, global governance reform, and sustainable development, thereby affirming the proactive role of Vietnam and Brazil in contributing to building a fairer, more inclusive, and sustainable international order.
