Bac Ninh proposes special mechanisms to accelerate Gia Binh Airport project

WVR - Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan has signed Official Document No. 346/UBND-XDCB, reporting to the Ministry of Public Security and submitting it to the Party Committee of the Government and the Prime Minister for consideration and further reporting to the Politburo, in order to approve special mechanisms to accelerate the progress of the Gia Binh Airport project and the construction of a connecting road between Gia Binh Airport and Hanoi (within Bac Ninh Province).

In a report submitted to the Prime Minister in late April 2025, the Bac Ninh Provincial People's Committee proposed the construction of a road linking Gia Binh Airport with Hanoi and extending to Kenh Vang Bridge, connecting to Hai Duong Province.

The total length of the route within Bac Ninh is approximately 31.6 kilometers, with a planned road width of 120 meters, including:A section from Gia Binh Airport to Hanoi of approximately 22.9 km; A section from Gia Binh Airport to Kenh Vang Bridge, leading to Hai Duong, of approximately 8.7 km.

The estimated investment cost within Bac Ninh Province is approximately VND 40.3 trillion. Regarding the investment form and approach, the details are as follows:(i) Competent authority: Bac Ninh Provincial People's Committee; (ii) Project contract type: Build-Transfer (BT) contract; (iii) Payment method to the investor: Proposed to be through land funds located within Bac Ninh Province.

To complete the international airport and the connecting road by no later than 2026, as directed by the Prime Minister, the Bac Ninh Provincial People's Committee has also proposed that the Prime Minister consider approving a number of special policies and mechanisms to facilitate the implementation of the road connecting Gia Binh Airport to Hanoi.

Some special policy proposals by Bac Ninh Provincial People's Committee

The Bac Ninh Provincial People's Committee has proposed several special mechanisms, including:

(i) Simultaneous implementation of investment preparation, site clearance, and project construction along with the adjustment and update of the provincial master plan.

(ii) Authorization to conduct procedures in parallel to shorten the time required for implementing other projects and PPP projects under the Build-Transfer (BT) contract type.

(iii) Based on the approved scale, route alignment, and preliminary total investment by the Prime Minister, allowing Bac Ninh Provincial People's Committee to directly appoint an investor before the Public-Private Partnership (PPP) Investment Law (covering BT contract types) takes effect on July 1, 2025.

(iv) Permission for streamlined contractor appointment for consulting packages, infrastructure relocation packages, and packages for compensation, support, and resettlement related to site clearance for both the BT project and its reciprocal counterpart project within Bac Ninh Province.

The Gia Binh Airport, which broke ground in December 2024 under the management of the Ministry of Public Security, is located in Xuan Lai Commune and Gia Binh Town, Gia Binh District, Bac Ninh Province. The airport covers 125 hectares and is expected to be completed by the end of 2025. It will be classified as a Level 3 helicopter airport, military Level 3, and equivalent to civil Level 3C.

According to the newly approved planning by the Ministry of Construction for the period 2021–2030, Gia Binh International Airport is planned to reach ICAO code 4E, with an estimated capacity of one million passengers and 250,000 tons of cargo per year.

By 2050, the airport will maintain its 4E classification, with an increased capacity of approximately 3 million passengers and 1 million tons of cargo per year.

The airport is planned to cover 363.5 hectares, including 246 hectares for airfield infrastructure, 85 hectares for civil aviation facilities, 31 hectares for military barracks.

Synchronized implementation, ensuring modern, spacious architecture and appropriate scale

On May 10, at a meeting of the Government’s Standing Committee, regarding the adjustment of the investment policy for the Gia Binh Airport (Bac Ninh) — upgrading it from a military airport to an international airport of 4E classification and constructing a connecting road to central Hanoi — Prime Minister Pham Minh Chinh welcomed the Ministry of Public Security’s development-oriented thinking. He also commended the Ministry for proactively proposing and contributing ideas at the meeting, agreeing in principle on the upgrade of Gia Binh Airport.

Accordingly, Gia Binh Airport will be upgraded to 4E classification, transitioning from primarily serving national defense and security to a dual-use model: serving both military and civilian operations, thereby promoting economic development.

At the same working session, the Prime Minister emphasized the strategic importance of planning and developing Gia Binh Airport to meet 4E standards, with the orientation of becoming a dual-use airport.

The project is expected to help reduce pressure on Noi Bai Airport—which is currently overloaded and difficult to expand—while also opening a new, modern, and direct connection to the center of the capital city.

According to the Prime Minister’s directive, the project must be implemented in a synchronized manner, ensuring an appropriate scale and a modern, spacious architectural design.

According to reports from Hanoi and Bac Ninh authorities, the road connecting Gia Binh Airport to the capital is approximately 45.6 km long, with about 14 km running through Hanoi and 31.6 km through Bac Ninh Province. The road will have a cross-sectional width of 120 meters, equivalent to 10 lanes, with a total estimated investment of about VND 40,300 billion. The total area required for land clearance is expected to be around 585.5 hectares.
