Bac Ninh is proactive and flexible in the prevention of the COVID-19 pandemic

The provincial departments of Bac Ninh province continue to be proactive in the prevention and control of the COVID-19 pandemic, absolutely not being negligent or subjective, especially when the Omicron strain has appeared in some Southeast Asian countries. It is to tighten the epidemic prevention and control measures to quickly improve the situation and reduce the epidemic level.

This is the request of Chairwoman of Bac Ninh Provincial People's Committee, the Standing Deputy Head of Provincial Steering Committee for COVID-19 Prevention and Control Nguyen Huong Giang who raised it on December 20 at the Conference to discuss measures for COVID-19 epidemic prevention and control.

At the conference, Giang asked people not to go out from 10 pm to 4 am the next morning, except for the following cases: performing official duties, taking people to the emergency ward, going to night shift, commuting to work (with relevant papers such as ID Card, certification of agency, enterprise or other proof). The implementation period is from December 22, 2021 to the end of January 3, 2022.

In addition, it is required to assess the epidemic level regularly in the locality, scaling down to the level of commune, ward, township and smallest cluster to promptly adjust and supplement appropriate measures.

Based on the guidelines of the central agencies, and the epidemic level in the locality, the provincial authorities should consider cancelling unnecessary mass gathering activities, entertainment activities, festivals and religious fiestas in localities, especially at the end of the year, the 2022 New Year, and the Tiger Lunar New Year.

Home care and control of the isolated F0 patients

Starting from December 25, 2021, districts and cities in the province implemented the management of Covid-19 infected patients who were isolated for treatment at home. The isolation of F0 at home is to reduce the load on centralized collection and treatment facilities for the SARS-CoV-2 infected patients.

It was the task to strengthen mass media communication on radio stations to inform the public on how to isolate F1 and F0 case at home; the plan for isolation, management, monitoring, examination and treatment for people infected with COVID-19, the list of treatment drugs, health monitoring methods, etc., so that the people can proactively prepare their suitable plans. At the same time, it was to proactively review and procure the medical equipment, supplies and therapeutic drugs, medical oxygen bottles at grassroots levels to be ready to respond to the epidemic situation at higher level of emergency.

The provincial authorities also organized the mass communication, mobilized and called for those who had recovered from the disease to participate in service at facilities where manpower was needed to manage, collect and treat people infected with COVID-19, at home in the area.

The youth union, women and teachers were also guided to participate in the management and supervision of F1 cases in concentrated isolation areas and at home in the area (documented in a list to be sent to the local health center for training). The role and responsibility of the community Covid Combat Team were consolidated and enhanced. The inspection and supervision of quarantined people in isolation areas and at home were also well attended. Violations of regulations were strictly handled and disciplined.

Tien Du is the first locality in the province to pilot F0 isolation at home. Family members with F0 all complied with epidemic prevention and control regulations. Each F0 isolated at home was provided with a 5-day drug package “A” as specified by the Ministry of Health, including: 10 Paracetamol tablets of 500mg; 10 multivitamin or vitamin C tablets 500mg; 10 packs of oresol and antiviral medication.

Third jab for vaccinated people in the whole province

Up to now, Bac Ninh is in the group of localities with the highest rate of vaccination against COVID-19 in the country.

According to a report by the Bac Ninh Department of Health, the province has injected more than 2.2 million doses of COVID-19 vaccine to people aged 18 years and older and to children 12 to 17 years old. The rate of people over 18 years old receiving at least 1 dose of vaccine reached 98.6%. Vaccination with full dose of vaccine reached 91.4%.

The rate of people over 50 years jabbed with full doses of vaccine reached 89.2%. The proportion of people aged 12-17 jabbed with 1 dose of vaccine reached 96.9%, and the rate of people jabbed with full dose of vaccine reached 37.4. The percentage of vaccinated workers with at least one jab in the industrial park is 96.59%. For the vaccinating the foreigners, 8,466 people were jabbed with at least 1 injection, and 7,390 people twice jabbed.

Facing the complicated developments of the COVID-19 pandemic, in order to continue to protect the safety of the people and put the people's health and life foremost, Bac Ninh authorities have directed relevant units to prepare carefully for the third jab in the whole province.

In realization of the motto "Coming to each alley, knocking at each door, health checking each person", enlisting 50-year-old and older people, the ill people with underlying medical conditions, pregnant women, contraindicated people who have not been vaccinated and other unvaccinated cases, fronliners continued the management, the vaccination, and support the people in early access to medical services, timely treatment within the treatment stratification.

No parties, year-end meetings to be celebrated

As a measure to avoid the spread of COVID-19, the Chairwoman of the Provincial People's Committee requested the Directors of the Departments, Committees, branches and mass organizations of the province, the Chairpersons of the People's Committees of the districts and cities to direct the relevant agencies and the affiliated units not to organize parties or year-end meetings at the end of the year and at the beginning of the new year.

Regarding the government officials, civil servants, public employees and people, if there is no really necessary work or official reasons, they must not move out of the province to avoid COVID-19 infection, if going out of the province, when returning, they must perform a self-test, make medical declarations and monitor their health.

The leaders of agencies, units and localities shall take accountability and be responsive to the Provincial Party Committee, the Provincial People's Committee if the officials do not strictly comply with the regulations of the province.
