Bac Ninh: GRDP in first half of the year estimated to grow by 9.18%, exceeding the projected growth scenario

On the morning of June 11, the People's Committee of Bac Ninh province held its regular meeting for June 2025. The meeting was chaired by Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Bac Ninh Provincial People's Committee.

Attending the meeting were Member of the Provincial Party Standing Committee and Standing Vice Chairwoman of the Provincial People’s Council Tran Thi Hang, along with provincial leaders, members of the Provincial People’s Committee, and heads of departments, agencies, and localities.

The session focused on discussing and evaluating the socio-economic results and the leadership and management performance of the Provincial People’s Committee during the first half of the year, as well as outlining the key tasks and solutions for the second half of 2025.

During the first six months, the province resolutely implemented the theme of the year 2025, promoted major strategic planning, accelerated the development of a modern and integrated socio-economic infrastructure system, strengthened administrative reform, improved the investment and business environment, and stimulated economic growth based on new driving forces, resulting in positive outcomes in socio-economic development and governance.

The economy continued to achieve impressive results. Gross Regional Domestic Product (GRDP) in the first half of the year was estimated to increase by 9.18%, exceeding even the scenario of double-digit growth. The Index of Industrial Production (IIP) rose by 10.46% year-on-year; State budget revenue increased by 50.8%; total retail sales of goods and consumer services rose by20.7%; and tourism revenue surged by 78%.

Also in the first six months, the province accelerated the attraction of many large-scale urban, commercial, and service development projects. 66 new domestic investment projects were licensed, with a total registered capital of over VND 180 trillion (20 times higher than the same period last year). The province also attracted nearly USD 2.8 billion in foreign direct investment (FDI), 2.5 times higher than the same period last year.

Bac Ninh completed the restructuring and streamlining of the provincial-level administrative apparatus and focused on implementing a two-tier governance model, ensuring efficiency and effectiveness in accordance with the Central Government's direction. This has laid the groundwork for stable operations and strong development momentum in the era of national development.

Social housing projects received attention, with timely resolution of difficulties and obstacles. Bac Ninh has basically completed the elimination of temporary and dilapidated houses, helping residents settle down and build livelihoods. Cultural and social sectors have developed steadily; the quality of elite education has continued to affirm its position among the top in the country; and social welfare and security have been well ensured.

As for public investment disbursement, as of June 9, the total disbursed capital in the province reached VND 3,837.7 billion, achieving 47.04% of the amount allocated by the Government and 40.7% of the detailed allocation across all three levels of budget management.

June marks the final stretch toward finishing line

Recognizing the recent achievements of departments, sectors, and localities, Chairman of the Bac Ninh Provincial People’s Committee Vuong Quoc Tuan** emphasized that June marks the final stretch before the conclusion of district-level government operations. This period sets the stage for the launch of the new provincial-level governance model, which will officially take effect on July 1, 2025. Given this, the workload is immense, requiring actions driven by determination and resolve—swift, yet stable.

The Chairman urged the entire political system to make the highest level of concerted effort. Once the organizational structure and individual assignments across the political system are finalized, trial operations of the new commune- and ward-level system are to begin on June 16, with official operations starting from July 1. The transition must be seamless, ensuring uninterrupted services to citizens and businesses. All officials are expected to double their responsibility, attitude, and work ethic—working beyond conventional hours—and must avoid any perfunctory or superficial trial operation.

Departments and agencies are instructed to coordinate with their counterparts in Bac Giang province to finalize the organizational structures of specialized divisions and subordinate units no later than June 13. Simultaneously, administrative software must be piloted to serve citizens and businesses at the commune, ward, and provincial levels, ensuring functionality independent of administrative boundaries.

Efforts must also focus on developing working programs and operating regulations for the Party Committee of the Provincial People’s Committee, the Executive Committee of the new Provincial Party Committee, and on advising and submitting proposals for the Provincial People’s Council to issue new resolutions and legal documents, while repealing outdated ones.

Regarding social welfare, every effort has been made to ensure that from 2026 onward, all welfare policies will be fully implemented across the new Bac Ninh province in alignment with existing Bac Ninh standards.

In addition, urgent consultation has to be carried out for implementation of pension payments for retired officials under Decree 178 and other related regimes. There must be strict enforcement of the Resolutions and Conclusions of the Politburo, particularly Conclusion No. 123 on socio-economic development in 2025, which sets a growth target of 8% or higher. This includes developing detailed programs and action plans for each area, with weekly progress monitoring.

To finalize settlement of completed projects, with a target of disbursing 50% of government-allocated capital by June 30.

To finalize proposals for National Assembly approval regarding the investment policy for the road connecting Gia Binh Airport to Hano. In parallel, the province will work with the Ministry of Public Security and other relevant bodies to submit to the Politburo a proposal to invest in Gia Binh Airport with the goal of establishing a "5-star" international-standard airport, striving to rank among the top 10 most beautiful and modern airports in the world. A Steering Committee will be established for land clearance of major urban projects with selected investors, with the ambitious goal of launching at least two projects by August 19, 2025.

The province will also focus on addressing accumulated household waste causing environmental pollution, strictly controlling environmental violations and illegal use of agricultural land, and ensuring the national high school graduation exam is conducted successfully, maintaining Bac Ninh’s position among the top 5 provinces with the highest average scores nationwide.

Security, order, and social safety must be guaranteed, especially by preventing criminal elements from exploiting the transitional phase of the new commune and ward governance model to increase unlawful activities.

The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to study and propose the establishment of regional project management boards and report to the Steering Committee in charge of the provincial administrative unit reorganization and merger plan. For projects currently managed by district-level authorities, those in Thuan Thanh Town and the districts of Luong Tai and Gia Binh will, for the time being, be transferred to the Provincial Project Management Board for Transport and Agriculture. Projects in the remaining localities will be transferred to the Provincial Project Management Board for Civil and Urban Development.

The meeting also reviewed and gave opinions on several matters, including: the appraisal report on the task of adjusting the detailed planning of the Den Do historical relic site and the Tieu Tuong River in Dinh Bang Ward, Tu Son City; the general site plan for the commercial-service complex combined with for-sale housing in Khuc Xuyen Ward, Bac Ninh City; the security and public order situation in the first half of the year and tasks for the second half of 2025; a proposal to raise awareness among individuals and organizations about administrative violations in the fields of land and construction; the communication plan for implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation, and digital transformation; and the proposal to merge Bac Duong and Nam Duong One-Member Limited Liability Companies for irrigation operations.
