Agribank accompanies Ninh Binh in implementing Smart Kiosk Model: A 'Boost' for digital transformation in public administration

The Agribank event marks a significant milestone in the roadmap for digital transformation and modernisation of public administration in the locality, bringing digital public services closer to the people.

Dual Benefits from AI application in digital public service stations
The Digital Public Service Station is one of the pioneering solutions in modernising the administrative system, applying artificial intelligence and smart recognition technology to automate the issuance of digital copies and to provide online public services. To authenticate documents, citizens can operate the Kiosk directly without having to queue to submit documents as before.
After inserting the original documents into the Kiosk, the system will automatically recognise, verify validity, authenticate information, and transfer it to the officer for processing, issuing legal electronic copies within minutes. The process is quick, accurate, and transparent, and it promotes digital transformation and environmental protection by reducing paper use, ink consumption, and storage costs.
In addition to the main features of authentication and issuance of digital copies, the Digital Public Service Station is equipped with many features, such as document digitisation, document component comparison, and assistance in performing online public services directly on the Kiosk.
The Digital Public Service Station is a "3-in-1" convergence at a single service point: Administration, Legal and Financial. The application of technology in the Digital Public Service Station not only delivers practical benefits to citizens but also reduces the workload for administrative document processing officers, thanks to digitised, automated guidance and document lookup processes on the Kiosk, enabling them to focus on professional work and improve service quality for citizens. Implementation results in Hanoi, Thanh Hoa, and Quang Ninh show that nearly 20,000 citizens have been served at 30 Digital Public Service Stations, with an over 90% citizen satisfaction rate.
After Hanoi, Thanh Hoa, and Quang Ninh, Ninh Binh becomes the fourth locality nationwide to implement the Digital Public Service Station, marking an important step forward in the digital transformation of public administration in the locality. The Digital Public Service Station is located at 10 sites in Ninh Binh Province, including 3 Provincial Public Administration Service Centres in the wards: Hoa Lu, Nam Dinh, Phu Ly, and 7 branch centres in the wards and communes: Hoa Lu, Nam Dinh, Phu Ly, Dong Van, Tam Diep, Rang Dong, and Giao Phuc.
Speaking at the ceremony, Ha Lan Anh, Vice Chairman of the People's Committee of Ninh Binh Province, acknowledged and highly appreciated Agribank's support in implementing the model. According to the Vice Chairman of the People's Committee of Ninh Binh Province, the introduction of the Smart Public Administration Kiosk model (Digital Public Service Station) to serve the people at the facilities and branches of the Public Administration Service Center in the province is an important milestone, demonstrating the province's strong, breakthrough step in the roadmap to build a digital government and digital society by 2026. This digital service system will help narrow the digital gap, making it easier and more transparent for people to access public services.

The Vice Chairman expressed the desire and requested Agribank to continue collaborating in researching and upgrading more integrated features, enabling citizens not only to carry out administrative procedures but also to experience various digital utilities on the same system, making the Digital Service Station a useful tool for citizens and government officials at all levels in implementing digital transformation tasks.
Citizens are the centre of service, benefiting from digital transformation achievements
Reporting on the results of the coordination in implementing the Digital Public Service Station, Colonel Do Hoai Nam, Deputy Director of the Ninh Binh Provincial Police, stated that the Provincial Police has led and coordinated with Agribank, the Provincial Public Administration Service Center, and Phuong Dong Investment and Technology Engineering Joint Stock Company to organize working programs, discussions, and consensus on policies, technology solutions, investment plans, implementation roadmap, as well as ensuring conditions for technical infrastructure, information security, and network security.
Based on the working results, the Provincial Police closely coordinated with the Provincial People's Committee Office, relevant departments, and agencies to advise the Provincial People's Committee to issue a plan to implement the pilot model of the Smart Kiosk and the system for authentication and issuance of digital copies of electronic documents in the province.

Speaking at the ceremony, To Huy Vu, Chairman of the Members' Council of Agribank, emphasised: “Digital transformation is primarily about how we serve the people. It's not about how many platforms we have, but how convenient it is for the people; not about how many processes are digitised, but whether those processes truly reduce time, cost, and inconvenience for the people.
With this understanding, Agribank has recently accompanied many localities in implementing the Smart Kiosk model: From Hanoi, the political and administrative centre of the nation, to Thanh Hoa, the growth pole of the North Central region, to Quang Ninh, a leader in administrative reform and digital government, and today, Ninh Binh, a heritage land opening up new development space after unification. These are not isolated programs but a guided journey, demonstrating Agribank's consistent commitment: pioneering in accompanying the Government, the Ministry of Public Security, ministries, sectors, and localities in digital transformation; and contributing to building a service-oriented, modern, transparent, and humane administration.

Resolution 57 of the Politburo places citizens and businesses at the centre, aiming to liberate labour, improve the quality of life, create new job opportunities, and provide more convenient public services through the development of science and technology, innovation, and digital transformation.
Agribank aims to integrate public services with banking products and services through Digital Public Service Stations in the future to increase convenience for citizens, while researching and expanding nationwide implementation, contributing to the creation of a modern, transparent public administration ecosystem that serves the people.
