14th National Party Congress: Unleashing the creativity of Vietnamese farmers, propelling agriculture and rural areas to thrive in the new era
WVR - Member of the Central Committee of the Communist Party, Chairman of the Vietnam Farmers' Union Luong Quoc Doan aims to harness the role and creativity of the farmer class in implementing strategic decisions to propel agriculture, farmers, and rural areas into the new era, contributing to building and developing a prosperous, civilized, and happy nation, steadily advancing towards socialism.

As we eagerly anticipate the 14th National Party Congress, how has the farmer class affirmed its role as the "backbone" of the economy over the 40 years of national renewal, particularly with the export achievements in 2025?
Throughout the journey of building, developing, and renewing the nation, Vietnamese farmers have made significant contributions, increasingly affirming their role as the mainstay and center in agricultural development, rural economy, and new rural construction, contributing to the rapid and sustainable development of our country.
We can highlight the outstanding and breakthrough contributions of the farmer class over the past 40 years of national renewal, which include ensuring food security, developing agriculture towards modernization, and elevating the country's position.
From the early years of the renewal period, implementing the Party's policies on agricultural development (Directive 100-CT/TW dated January 13, 1981, by the Secretariat of the Party Central Committee, Resolution 10-NQ/TW dated April 5, 1988, by the Politburo), farmers have demonstrated their role and self-reliance in production, transforming our country from a food-deficient nation to one that meets domestic demand, has reserves, and becomes a food exporter.
With the Party's sound policies on agriculture, farmers, and rural areas, notably Resolution 26-NQ/TW by the Party Central Committee (10th term) and Resolution 19-NQ/TW by the Party Central Committee (13th term), a new development phase has been opened; farmers have played a pivotal role in restructuring crops and livestock; the mindset of production by quantity has gradually been replaced by the goal of increasing product value.
Cooperation and production linkage according to value chains, high-tech applications, green, organic, and circular agriculture, and safe quality are on the rise. Large, concentrated commodity production areas have been formed with many national key products such as rice, coffee, cashews, pepper, tea, tra fish, shrimp, etc., changing and creating new production methods, promoting the development of processing industries and services.
A segment of farmers has proactively and creatively transformed production models, achieving high efficiency, becoming exemplary in business and production. Through the movement "Farmers compete in production and business, unite to help each other get rich and sustainably reduce poverty", the aspiration to rise has been awakened, promoting the diligent and creative labor spirit of farmers, thereby helping millions of households rise from poverty to sufficiency, from well-off to wealthy.

In the past five years, the number of households with an income of over 500 million VND/year has tripled, and those with an income of over 1 billion VND/year have doubled compared to the previous five-year period. Many have taken advantage of favorable conditions to quickly become wealthy with revenues of tens of billions of VND, gradually forming a professional farmer class.
| The efforts to rise and innovate by farmers have contributed to comprehensive agricultural development, becoming the backbone of the economy, ensuring national food security, transforming Vietnam from a nation where people once faced hunger and lacked essential goods to a developing country with a high middle-income level. It has become one of the leading agricultural export powers, maintaining a top position globally in many key products, with goods present in nearly 200 countries and territories, achieving a new record with an export turnover of 62.5 billion USD in 2024 and reaching 70.09 billion USD in 2025. Notably, Vietnam's ST25 rice was honored as the "World's Best Rice" three times in 2019, 2023, and 2025, elevating the country's international standing. Beyond economic contributions, farmers are a key force in building new rural areas and preserving cultural identity; they also actively participate in ensuring national defense and security. How do you evaluate these contributions?
With the virtues of resilience and diligence, a segment of farmers and fishermen have proactively learned trades, gradually transitioning industries, diversifying commercial and service activities to support production, serve the population, and develop the rural economy, increasing the number of rural business establishments by an average of 0.8-1% per year. The model "farmers teaching farmers" is increasingly spreading, with practical effectiveness, creating livelihoods, transitioning professions, helping many households escape poverty.
In the past five years, successful farmers have supported and taught over 815,000 poor and disadvantaged households about crops, livestock, and agricultural materials valued at over 6.72 trillion VND; over 108,000 farmer households have escaped poverty and are rising to wealth; contributing to the construction of thousands of charity houses, gratitude houses, and farmer shelters, helping over 1.2 million poor households gain additional resources for production development; contributing hundreds of billions of VND to local funds; spreading the spirit of "mutual support" in rural communities.
Many new business models have been formed, laying the groundwork for developing new production forces in rural areas, contributing to increasing the average income of rural residents to 7.2 million VND/month in 2025, a 1.7-fold increase compared to 2020, reducing the average multidimensional poverty rate by 1.03% per year; narrowing the gap between rural and urban areas from 2.26 times in 2002 to 1.89 times in 2010, and to 1.39 times by 2025.

Alongside economic development, farmers have promoted the cultural values of the Vietnamese people, preserving ethnic cultural identity, maintaining social foundations, and contributing to strengthening national defense and security.
Farmers are both the creators and implementers of village conventions and regulations, bringing these conventions to life, creating traditional cultural values in rural areas, ensuring that cultural identity is created, accumulated, and passed down from generation to generation.
Rural areas are where the "soul of the countryside" and "country love" reside, and farmers not only actively preserve ethnic cultural identity but also spread the image of the Vietnamese country and people to international friends. The "village gates" have been and are opening wide to welcome new cultural winds, making rural culture increasingly rich and diverse. However, regardless of the changes, farmers always play a role in promoting traditional cultural values in rural areas, contributing to making culture an important internal resource and strength for rapid and sustainable national development.
Moreover, farmers are always an important force in ensuring national defense and security, building and consolidating the all-people national defense posture linked with the people's security posture. In border areas, farmers coordinate with the Border Guard to patrol and protect borders and landmarks; provide information and report crimes to functional forces, both participating in territorial sovereignty protection and maintaining political security, order, and social safety.
Models and clubs for crime prevention at the grassroots level such as "Three Safety", "Four No Hamlet", "Self-managed Security", "Farmer Self-management and Self-defense" contribute to ensuring social order and safety. These contributions have helped develop our all-people national defense posture linked with the people's security posture both in breadth and depth, affirming that the "root" foundation determining the creation of national comprehensive strength is the solid "people's heart posture", in which the majority is the farmer force.
The 14th National Party Congress defines the new era as the era of national advancement with science and technology, innovation, and digital transformation as the driving forces. What will the Farmers' Union do to achieve the goal of "knowledgeable farmers", building a generation of "digital farmers" capable of mastering technology and promoting the role of farmers in building new rural areas in the upcoming period?
Entering the new era, cultural and human development is the foundation, with people as the center, and science, technology, innovation, and digital transformation as the driving forces and breakthroughs of development; posing new issues and higher requirements, including agriculture, farmers, and rural areas.
To continue promoting and unleashing the creativity of the farmer class in the era of national advancement, contributing to realizing the goal of building and developing a prosperous, civilized, and happy nation; the Vietnam Farmers' Union will accompany the farmer class to continue promoting the spirit of solidarity, jointly contributing to the successful implementation of the 14th National Party Congress's policies and objectives, focusing on several orientations and contents as follows:

Firstly, enhancing farmers' capacity to take control of agricultural and rural economic development; building a new, comprehensive, civilized farmer with social responsibility, respect for the law; strongly awakening the tradition of patriotism, bravery, intelligence, self-reliance, national resilience, aspiration to rise, and legitimate wealth of the "pioneering soldier on the agricultural front", "entrepreneur of the land". Focus on the following:
Propagating and mobilizing farmers to effectively implement the "3 pioneers": (1) Pioneer in escaping poverty and competing to get rich, (2) Pioneer in becoming civilized and professional farmers, (3) Pioneer in green, sustainable production and digital transformation. Raising awareness, compliance with the law, labor discipline, professional ethics, and community and social responsibility of farmers in safe food production and business.
Enhancing farmers' knowledge and capacity linked with supporting entrepreneurship, innovation, digital transformation, cooperation, and value chain linkage; focusing on training and fostering knowledge for successful farmers, outstanding farmers with the capacity to become chairpersons, directors of cooperatives, small businesses in rural areas, serving as nuclei to promote the process of "knowledgeable farmers", the core for establishing businesses in agriculture.
Promoting the development of ecological agriculture models, green agriculture, resource-saving, and emission-reducing; organic, circular, smart, high-tech, digital agriculture; agriculture combined with industry and services; urban agriculture towards "green cities", "eco-urban areas"; diversifying cooperative models, production, and business linkages according to value chains.
Secondly, improving the quality and effectiveness of farmer movements, focusing on the movement "Farmers compete in production and business, unite to help each other get rich and sustainably reduce poverty", the movement "Officials and farmer members actively participate in developing collective economy in agriculture"; effectively promoting and expanding professional Farmer Union branches and groups, linked with enhancing consulting and support activities for farmers towards digital transformation, food safety standards, ensuring "green - clean - traceable", building brands, "passports" for agricultural products.
Promoting the establishment of farmer clubs (Clubs for successful farmers, Farmer clubs with the law, Agricultural science and technology clubs, Farmer clubs for environmental protection), expanding models like "Clean village, beautiful field", "Lighting up the countryside", "Farmer tree rows", "Environmentally friendly trash bins", "Advanced farmer community", "Equal and happy farmer family"… Forming communities without plastic waste, building "bright - green - clean - beautiful" rural areas, promoting traditional cultural values linked with rural tourism development.
Thirdly, speading communication, mobilizing, and guiding farmers to effectively implement grassroots democracy, actively participate in building the Party and Government, promoting the strength of the great national unity bloc, focusing on organizing "Month of Listening to the People", "expanding substantive democracy so that farmers know, discuss, do, supervise, and check"; focusing on several contents:
Enhancing the organization and quality of conferences and dialogue forums between government leaders, ministries, sectors, Party committees, and local governments with farmers; forums "Listening to farmers" to address difficulties and obstacles, promote production and business development; connecting farmers with businesses, scientists, and the state, participating in social supervision and criticism, promoting the role of farmers in building the Party and government.

Fourthly, the Farmers' Union must truly be "the companion of farmers", in which the Union's activities are innovated to suit the new organizational model, ensuring unity and synchronization within the Vietnam Fatherland Front; promoting the core values and characteristics of the Union to continue effectively implementing the Party's policies and guidelines.
All activities of the Union take farmers as the center, subject, goal, and motivation for innovation, focusing on the grassroots, linked with practical benefits, protecting the legitimate rights and interests of farmers; measuring results, evaluating impacts; aiming for "green rural livelihoods - digital agriculture - value chains - brand building - agricultural product consumption".
The Farmers' Union and the Vietnamese farmer class believe that the thoughts, visions, and strategic decisions of the 14th National Party Congress will be realized, transforming our country into a developing nation with modern industry and high middle-income by 2030; becoming a developed, high-income country oriented towards socialism by 2045, standing shoulder to shoulder with the world's powers as the beloved President Ho Chi Minh and the aspiration of our entire nation envisioned.
