Accordingly, Chinese Ambassador to Vietnam He Wei highly values Vietnam's remarkable socio-economic achievements during the 13th Congress term. He expressed confidence that the success of the 14th National Party Congress will usher in a new era of development, providing strong momentum for Vietnam's nation-building and development in the coming period.
Ambassador, how do you assess Vietnam's economic development achievements during the 13th Party Congress term?
Over the past five years, under the leadership of the Central Committee of the Communist Party of Vietnam, the development goals set by the 13th Congress have been seriously and comprehensively implemented, focusing on three strategic breakthroughs in institutions, human resources, and modern infrastructure. Vietnam has achieved significant results, meeting the expectations of the Party and the People.
In summary, I believe these achievements stand out in three "enhancements".
First is the enhancement in quantity. Over the past five years, Vietnam's economy has grown from 346 billion USD to 514 billion USD, rising to 32nd in the world. The average GDP growth rate reached 6.3%; in 2025 alone, GDP growth exceeded 8.02%, ranking among the highest in major Asian economies.
The per capita GDP surpassed the 5,000 USD mark, officially placing Vietnam among the upper-middle-income countries. Amidst the global supply and production chain restructuring, these results clearly demonstrate the resilience and strong recovery capacity of Vietnam's economy.
Second is the enhancement in quality. Over the past five years, more than 3,000 km of expressways have been constructed and put into use; the North-South 500kV transmission line's main axis has been completed; the scale of the national power system ranks second in ASEAN.
Many important strategic projects, such as the Long Thanh International Airport, have been accelerated and gradually put into operation, contributing to improving people's lives, ensuring social welfare, and narrowing regional development gaps.
Vietnam is also increasingly integrating deeply into the global value chain with 17 effective free trade agreements, covering over 60 countries and territories, accounting for about 90% of global GDP.
Third is the enhancement in mindset, a crucial factor. The Central Committee of the Communist Party of Vietnam has focused on addressing institutional bottlenecks, conducting the first extensive reform of the Party and State apparatus, reorganizing provincial and city administrative units, thereby enhancing national governance effectiveness and efficiency.
Based on a long-term vision, Vietnam has issued many important resolutions on innovation, digital transformation, legal perfection, and building a socialist rule-of-law state, laying a solid foundation for entering a new development phase.

Ambassador, what significance does the 14th National Congress of the Communist Party of Vietnam hold for Vietnam in the current context?
In recent days, I have witnessed major Vietnamese media outlets extensively covering the 14th National Congress; Hanoi is vibrant with flags and flowers, social order is stable, and the Congress atmosphere is solemn and enthusiastic. The Congress is being held at a pivotal time as the Party and the People of Vietnam strive towards the goal of celebrating the 100th anniversary of the Party's founding, thus holding special significance.
From a domestic perspective, Vietnam is at a crucial transitional stage, inheriting the achievements of 40 years of renewal and opening a new development path. The national potential and international prestige are continuously being enhanced; the people's living standards have significantly improved; the socialist rule-of-law state is increasingly perfected; administrative reform and anti-corruption efforts have achieved notable results.
However, Vietnam also faces challenges such as the risk of falling into the middle-income trap, an aging population, and the need to continue perfecting institutions.
From an international perspective, the world is entering a period of profound changes; protectionism is on the rise; the international order faces unprecedented challenges; the Fourth Industrial Revolution is having a strong impact on the global economy.
In this context, Vietnam stands before rare opportunities while also facing many intertwined, complex challenges.
Therefore, the 14th National Congress holds the significance of deeply summarizing 40 years of renewal, outlining major directions and policies for the next five years and subsequent phases, opening a new era of national development.
The Congress report emphasizes strengthening Party building, enhancing national governance capacity; adhering to the three pillars of the Vietnamese socialist model; continuing to promote anti-corruption efforts, perfecting rapid and sustainable development institutions, thereby consolidating the Party's core leadership role.
As comrades and brothers, we believe the 14th National Congress of the Communist Party of Vietnam will be a united and successful congress; the Vietnamese people, under the leadership of the Central Committee of the Party, will successfully achieve national development goals, confidently stepping into a new era of development – peace, independence, democracy, prosperity, civilization, and happiness.

Ambassador, what are your views on the prospects of Vietnam's new development era following the 14th Congress?
First of all, I warmly congratulate Vietnam on preparing to take the 14th Congress of the Communist Party of Vietnam as the starting point to enter a new era of national development.
"The era of national rise" is a significant political thesis formulated by the Central Committee of the Communist Party of Vietnam, led by General Secretary To Lam, based on the two centennial goals of the Party's and the nation's founding; the top priority task is to ensure the successful achievement of the goal of becoming a developing country with upper-middle-income and a modern industrial base by 2030.
I have thoroughly studied the draft Political Report of the 14th Congress published by Vietnam. The report comprehensively and systematically outlines major orientations and solutions for national development over the next five years and subsequent phases, covering areas from political institutions, economy, socio-culture, science-technology, environmental protection, defense-security, foreign affairs to building a rule-of-law state.
At the same time, the report also sends a strong message of determination and confidence from the entire Party and people of Vietnam in steadfastly pursuing the path of reform and development under the leadership of the Communist Party of Vietnam.
We believe that under the resolute leadership of the Central Committee of the Communist Party of Vietnam, the next five years will be a period of comprehensive development and significant breakthroughs in national potential and international standing.

Overall, it can be summarized in three "major breakthroughs".
First, a breakthrough in national governance capacity. Vietnam is recognized as one of the Asian countries with rapid and clear improvements in governance capacity.
In the coming period, Vietnam is expected to continue innovating its mindset, building and comprehensively perfecting institutions across sectors; effectively implementing the two-tier local government model; removing institutional barriers, unlocking and effectively mobilizing social resources, gradually modernizing the national governance system.
Second, a breakthrough in the country's comprehensive potential. Under the guidance of the new Central Committee of the Party, Vietnam will continue to promote the leading role of the state economy and the important driving role of the private economy; take science-technology and digital transformation as key drivers; promote the transformation of the growth model towards improving quality and efficiency, thereby creating new, breakthrough advances in socio-economic development.
Third, a breakthrough in international influence and standing. Building on 40 years of renovation and outstanding foreign achievements, Vietnam is expected to persist in its independent, self-reliant foreign policy; implement Party diplomacy, state diplomacy, and people-to-people diplomacy comprehensively; actively participate in addressing global issues, contribute to improving global governance mechanisms, thereby continuing to affirm Vietnam's image as an active member, a reliable partner, and a responsible nation in the international community.
We will continue to support Vietnam in steadfastly pursuing the socialist path suitable to its conditions and realities, believing that the success of the 14th Congress will create new, strong momentum for Vietnam's nation-building and development in the new phase.
