At the invitation of Prime Minister Le Minh Hung, Cambodian Prime Minister Hun Manet made an official visit to Vietnam and attended the 3rd ASEAN Future Forum (AFF-3) in Hanoi from June 8-9, 2026.
On the morning of June 8, following the official welcome ceremony, Prime Minister Le Minh Hung and Cambodian Prime Minister Hun Manet, along with high-level delegations from both countries, held talks at the Government Headquarters.
Warmly welcoming Prime Minister Hun Manet and the high-level Cambodian delegation on their official visit to Vietnam, Prime Minister Le Minh Hung highly valued the significance of the visit and Prime Minister Hun Manet's participation in AFF-3, contributing to strengthening political trust, deepening the traditional friendship between Vietnam and Cambodia, and promoting unity, cooperation, and connectivity within ASEAN for peace and cooperation in the region and the world.
Prime Minister Le Minh Hung conveyed greetings from Vietnam's senior leaders to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, Cambodian People's Party (CPP) Chairman Hun Sen, and other senior Cambodian leaders.
Emphasizing Vietnam's consistent policy of valuing and prioritizing the "Good Neighborliness, Traditional Friendship, Comprehensive Cooperation, Long-term Sustainability" with Cambodia, Prime Minister Le Minh Hung expressed sincere thanks for the goodwill of Prime Minister Hun Manet and Cambodian leaders towards the Party, State, and people of Vietnam. He expressed confidence that with the sound policies of the CPP, the decisive governance of the Government, and the unity of the people, Cambodia will continue to thrive in all fields, aiming to successfully implement the Pentagonal Strategy Phase 1, realizing the goal of becoming a high middle-income country by 2030 and a high-income country by 2050.

Prime Minister Hun Manet congratulated Vietnam on its strong development, achieving a growth rate of over 8% in 2025, the highest in the region. He expressed confidence that under the leadership of the Communist Party of Vietnam and the Government's administration, Vietnam will achieve significant accomplishments, successfully realizing the two centennial goals set forth, and will continue to enhance its role and position in the region and internationally.
Prime Minister Hun Manet affirmed the Cambodian Government's commitment to effectively coordinate with the Vietnamese Government in implementing the outcomes of the high-level meeting between the Politburo of the Communist Party of Vietnam and the Standing Committee of the CPP, as well as the meeting of the leaders of the three parties of Vietnam-Cambodia-Laos during the state visit to Cambodia by General Secretary and President To Lam in February 2026, and other high-level commitments between the two countries.
The two leaders expressed satisfaction with the positive developments in Vietnam-Cambodia relations in recent times. Political trust has been strengthened; defense-security cooperation remains a pillar; trade-investment and tourism cooperation are highlights, with total trade turnover in the first four months of 2026 reaching nearly $5 billion, an increase of 9.6% compared to the same period in 2025. Vietnam welcomed nearly 400,000 Cambodian visitors in the first four months of 2026, a 41.6% increase compared to the same period in 2025. Border work has seen significant progress; cooperation in education, culture-society, and people-to-people exchanges have been enhanced, with both sides actively implementing cooperation agreements, organizing numerous exchange programs, support, and friendly exchanges, contributing to strengthening understanding and bonding between the peoples of the two countries.
In the spirit of transforming "traditional friendship" into "development motivation" and turning "historical closeness" into "strategic closeness", the two sides discussed major directions to boost Vietnam-Cambodia connectivity in the coming period. They agreed to continuously strengthen the foundation of political trust, closely cooperate in security and defense, and reaffirm the consistent principle of not allowing hostile forces to use one country's territory to oppose or threaten the security and interests of the other. They also agreed to enhance the connectivity of the two economies and promote cultural, educational, and tourism exchanges.
The two sides agreed on various aspects of infrastructure connectivity, border connectivity, and border gate connectivity, agreeing to promote the connection of the Ho Chi Minh City/Moc Bai-Bavet/Phnom Penh expressway, explore expanding flight routes connecting Vietnam-Cambodia, Vietnam-Laos-Cambodia, and study the establishment of special economic zones and cross-border economic zones. They also agreed to facilitate the clearance of goods between the two countries.

Prime Minister Hun Manet fully agreed with Prime Minister Le Minh Hung's proposals to facilitate investment by businesses from both countries in areas where both sides have strengths and needs, such as agricultural product processing, aquaculture, clean energy, construction materials, and logistics. He also agreed to expand cooperation in education and training, improve the quality of human resources, and enhance communication and education for the people, especially the younger generation of both countries, about the traditional close and good neighbourly relations between the two nations. Both sides will coordinate to successfully organize the 60th anniversary of diplomatic relations in 2027 (June 24, 1967 - June 24, 2027) with many practical and meaningful activities, and continue to closely cooperate to create favourable conditions for the Vietnamese community in Cambodia to stabilize their lives.
The two Prime Ministers agreed to assign relevant ministries, sectors, and agencies of both countries to develop plans, measures, and specific roadmaps to materialize the contents agreed upon during the talks.
Amidst the complex and unpredictable developments of the global and regional situation, both sides committed to enhancing coordination at regional and international forums, especially within the framework of Mekong sub-regional cooperation, ASEAN, and the United Nations. They will maintain exchanges and consultations on strategic issues of mutual concern and coordinate with ASEAN countries to strengthen solidarity, resilience, and promote peaceful resolution of differences, expanding cooperative relations with partners based on ensuring ASEAN's central role, contributing to maintaining peace, stability, cooperation, and development in the region and the world.
At the conclusion of the talks, the two Prime Ministers witnessed the signing ceremony of the Cooperation Plan in the field of information for the period 2026-2030 between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Information of Cambodia.
