Vietnam - Turkey commit to strengthening defense industry cooperation

During the talks, General Phan Van Giang emphasized that the visit by Haluk Gorgun, Chairman of the Turkish Defense Industry Agency, is of great significance. It marks a positive and effective step in implementing the commitment to enhance defense industry cooperation, as agreed upon by the high-level leaders of both countries in the Vietnam-Turkey Joint Declaration, during Prime Minister Pham Minh Chinh's official visit to Turkey in November 2023.

The Ministry of Defense leaders affirmed that over nearly 50 years of diplomatic relations (1978-2025), the friendship and multifaceted cooperation between Vietnam and Turkey have been continuously strengthened and developed. There remains significant potential for cooperation between the two countries, including in the defense sector.

During the talks, both sides exchanged views on global and regional situations and issues of mutual concern. General Phan Van Giang emphasized Vietnam's steadfast "four no's" defense policy.

The Ministry of Defense leaders also stated that Vietnam seeks to expand bilateral and multilateral defense cooperation based on equality and mutual respect for common interests, contributing to maintaining peace, stability, cooperation, and development in the region and in the world.

Defense Minister Phan Van Giang stated that Vietnam pursues a policy of multilateralization and diversification, engaging in equal and mutually beneficial cooperation with all partners, including Turkey.

The procurement of defense equipment from partners, whether from Turkey or any other country, aims to enhance the country's defense capabilities, serving the purpose of national defense and peacekeeping. Vietnam is interested in international cooperation in the defense industry, aiming for self-reliance in military equipment production.

In recent times, bilateral cooperation in the defense industry has been actively promoted by both sides, achieving many positive results. The two sides have worked together to build and sign a Memorandum of Understanding on defense industry cooperation in July 2025, creating a framework to further promote and enhance cooperation in the defense industry, in line with the needs and capabilities of both parties.

High-level delegation exchanges between the two Ministries of Defense have been strengthened, contributing to promoting defense and defense industry cooperation; supporting and actively participating in defense industry exhibitions and fairs organized by each side...

Regarding future cooperation directions, based on the Memorandum of Understanding on defense industry cooperation signed in July 2025, Defense Minister Phan Van Giang proposed that both sides continue to coordinate, bringing defense industry cooperation between the two countries to a deeper, more substantive level. This includes continuing to enhance delegation exchanges at all levels, sharing and updating information, laws, and procurement policies for defense products of each side, and supporting and participating in defense exhibitions organized by each side.

He affirmed that the Vietnamese Ministry of Defense is ready to support and facilitate Turkish defense industry enterprises in continuing to exchange and engage with Vietnamese Ministry of Defense agencies and units to introduce products and explore cooperation fields that match the needs and capabilities of both parties.

General Phan Van Giang thanked Chairman Haluk Gorgun for sending representatives from the Agency and Turkish defense industry enterprises to participate in the Vietnam International Defense Exhibition in 2022 and 2024.

The Vietnamese Ministry of Defense leaders hope that the Chairman of the Turkish Defense Industry Agency, the Ministry of Defense leaders, and Turkish defense industry enterprises will continue to support and participate in future Vietnam International Defense Exhibitions.

For his part, Chairman of the Turkish Defense Industry Agency Haluk Gorgun expressed condolences to Vietnam for the recent storm-related losses of life and property.

Agreeing with General Phan Van Giang's statements, Chairman Haluk Gorgun reaffirmed that this visit demonstrates a strong commitment to promoting cooperative relations between the two sides.

Highlighting the importance of defense industry cooperation in bilateral relations, Chairman Haluk Gorgun hopes that in the future, both sides will strengthen and enhance bilateral defense cooperation and actively explore potential areas for collaboration.

Mr. Haluk Gorgun stated that the signed memorandum on defense industry cooperation is a crucial foundation for implementing joint projects between the two countries, fostering trust and safety in cooperation.

During the visit, the delegation laid a wreath and paid respects at the Ho Chi Minh Mausoleum; met with Deputy Prime Minister Nguyen Hoa Binh; held meetings with leaders of the Ministry of Public Security; worked with the General Department of Defense Industry; and visited and worked with the Viettel Military Industry and Telecoms Group.
