Vietnam Education Publishing House and Oxford University Press expand educational ecosystem, bringing international testing closer to learners
WVR - On August 4, within the framework of the Choose Oxford event, Oxford University Press (OUP) officially announced that the Oxford Test of English (OTE) has been recognized by the Ministry of Education and Training as equivalent to the levels of the 6-level Foreign Language Proficiency Framework for Vietnam according to Decision No. 1429/QD-BGDĐT dated May 29, 2026.

This is a significant milestone, introducing an additional high-quality international English testing option for Vietnamese learners, while also marking a new development in the collaboration journey between Vietnam Education Publishing House and leading global educational partners.
The Choose Oxford event, organized by Oxford University Press in collaboration with Vietnam Education Publishing House and UKTA International Education Joint Stock Company, gathered numerous experts and educational managers from both domestic and international spheres to discuss new trends in teaching, testing, and evaluating foreign language proficiency in the digital age.

Completing the "Learning Materials - Training - Testing" ecosystem
Speaking at the event, Standing Deputy General Director of Vietnam Education Publishing House Nguyen Chi Binh emphasised that for nearly 70 years of accompanying the national education system, the Education Publishing House has consistently adhered to its mission of "sowing knowledge", bringing wisdom to millions of students across the country.

According to Mr. Binh, in the context of comprehensive educational reform, providing quality learning materials alone is not enough. More importantly, it is essential to build a synchronized educational ecosystem where learning materials, training, and testing are closely connected to ultimately develop genuine competencies for learners.
“The words on the pages and the results on the tests must flow in the same direction, which is the true capability of the learner,” Mr. Binh shared.
The leadership of Vietnam Education Publlishing House stated that the collaboration with Oxford University Press is not a newly formed relationship but has been nurtured for nearly a decade. Both parties have jointly developed many high-quality English learning materials such as Family and Friends and the Friends English textbook series from grades 1 to 12 according to the 2018 General Education Program, contributing to improving the quality of foreign language teaching and learning in Vietnam.
The continued collaboration in developing the Oxford Test of English testing system is seen as a natural progression, completing the educational value chain that Vietnam Education Publishing House is pursuing.

Bringing more international testing options to Vietnamese learners
The Oxford Test of English is an English proficiency assessment developed by Oxford University Press, validated and certified by the University of Oxford.
Unlike many traditional tests, OTE is designed on a computer-based platform with adaptive assessment technology, testing all four skills of Listening, Speaking, Reading, and Writing according to the Common European Framework of Reference (CEFR), while closely reflecting the practical use of English in study, work, and real-life communication.
The recognition of the OTE certificate by the Ministry of Education and Training as equivalent to Vietnam's 6-level Foreign Language Proficiency Framework not only provides an additional quality option for learners but also contributes to diversifying the foreign language assessment system according to international standards.
Currently, the Oxford Test of English is accepted by over 1,200 schools, organizations, and educational institutions worldwide as proof of English proficiency. In Vietnam, the network of educational institutions recognizing the test results is gradually expanding.

Affirming the role of connector
Previously, Vietnam Education Publishing House and UKTA signed a Memorandum of Understanding (MOU) on developing the Oxford Test of English testing system in Vietnam.
According to the agreement, UKTA continues to be the exclusive distributor of the OTE test in Vietnam, while Vietnam Education Publishing House serves as the National Strategic Partner, collaborating with Oxford University Press and UKTA to develop the testing ecosystem nationwide.
Leveraging its brand advantage, extensive network, and long-standing experience in the education sector, Vietnam Education Publishing House will participate in connecting educational institutions, expanding the testing center system, organizing seminars, training, and market development activities, contributing to bringing the Oxford Test of English closer to students and learners nationwide.
Furthermore, the parties commit to strictly complying with Vietnamese legal regulations, ensuring quality, confidentiality, and integrity throughout the entire testing organization process.

Enhancing national foreign language proficiency
Mr. Ta Ngoc Tri, Deputy Director of the Department of General Education, representing the Ministry of Education and Training, assessed that the addition of internationally recognised foreign language certificates will contribute to diversifying English proficiency assessment tools, providing more opportunities for learners, and promoting the international integration process of Vietnamese education.
The Ministry of Education and Training also requests that entities like Vietnam Education Publishing House involved in implementing the test continue to strictly adhere to legal regulations regarding the organization of foreign language certificate exams; ensure quality, transparency, prevent negative practices, and always place the interests of learners at the centre.
Affirming its commitment, the leadership of Vietnam Education Publishing House stated that the unit will continue to invest in developing internationally standardized learning materials, digital resources, and modern educational solutions, while partnering with international partners to build a comprehensive educational ecosystem.

“Our goal is not only to provide an additional internationally standardized test but also to contribute to making English gradually become a daily learning and communication tool for Vietnamese students.
