Vietnam, Cambodia, and Laos Prime Ministers meet to outline measures to implement Party leaders’ meeting outcomes

WVR - On the afternoon of February 6, in Phnom Penh, Prime Minister Pham Minh Chinh held a working meeting with Cambodian Prime Minister Hun Manet and Lao Prime Minister Sonexay Siphandone to outline measures to implement the outcomes of the recent meeting between the leaders of the three parties of Vietnam, Cambodia, and Laos.

At the meeting, Prime Minister Pham Minh Chinh emphasized that the 14th National Congress of the Communist Party of Vietnam clearly identified maintaining a peaceful and stable environment as a prerequisite; rapid but sustainable development; placing people at the center, as the owners and the goal; valuing relations with neighbouring countries, especially the close ties forged through the history of the struggle for independence and continued in the current mission of nation-building and defense. Vietnam will persistently pursue an independent, self-reliant foreign policy, diversifying and multilateralizing relations, prioritizing ties with Cambodia and Laos.

Prime Minister Pham Minh Chinh expressed his delight that since the high-level meetings between the two and three parties and the visits and contacts of senior leaders of the three countries from February 2025 to now, the ministries, sectors, and localities of the three countries have actively coordinated to implement the assigned tasks and have basically completed the set contents.

The three Prime Ministers expressed their pleasure at the strong and substantive development of cooperation among the three countries in recent times, contributing to strengthening and deepening the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam, Cambodia, and Laos. They emphasized the strategic importance of the political trust and solidarity among the three countries and agreed to continue enhancing exchanges, training for youth and young leaders, and promoting widespread dissemination to all strata of people, especially the younger generation, about the historical significance and great value of the trilateral cooperation, especially on the occasion of the 70th anniversary of Cambodia-Laos relations (June 15, 1956-2026); the 65th anniversary of Vietnam-Laos relations (September 5, 1962-2027); and the 60th anniversary of Vietnam-Cambodia relations (June 24, 1967-2027).

The three Prime Ministers affirmed their commitment to continue enhancing coordination in ensuring national security, building and developing their countries; maintaining regular high-level meetings and contacts across all channels; promoting cooperation between localities, especially provinces sharing borders, and enhancing people-to-people exchanges. They agreed to effectively implement the signed cooperation mechanisms and agreements, strengthen information sharing, and closely coordinate between ministries and sectors.

Regarding defense and security, the three Prime Ministers agreed to strengthen cooperation and coordination in border security protection, combating transnational crimes such as drug trafficking, human trafficking, and money laundering. They committed to the principle of not allowing any individual or force to use their territory to harm the security of the other countries, and to jointly build peaceful, friendly, stable, and developing borders.

In terms of the economy, the three sides agreed to continue implementing policies and measures to facilitate and encourage trade, investment, and cooperation in a complementary and win-win manner. They aim to shift from expanding scale to enhancing quality and efficiency; boosting connectivity among the three economies; focusing on breakthroughs in transportation infrastructure, logistics, and border gates; facilitating trade, investment, and tourism; promoting value chain linkages, leveraging each country's comparative advantages; and boosting tourism, especially the "One Journey, Three Destinations" initiative.

The Lao and Cambodian Prime Ministers agreed with Prime Minister Pham Minh Chinh to identify five breakthrough areas in the coming time, including transportation, energy, education and training, tourism, and youth connectivity, especially promoting the traditional relations among the three countries to the younger generation.

Discussing regional and international issues of mutual concern, the three Prime Ministers agreed to enhance information exchange and mutual support among the three countries at regional and international forums. They committed to working together with other members to build a united and strong ASEAN Community, affirming its central role in maintaining peace, stability, and promoting cooperation and development in the region.

The three Prime Ministers also agreed to continue close coordination in building trust among Mekong countries, focusing resources on development, addressing non-traditional challenges and other potential risks, while maintaining cooperation between Mekong countries and development partners.
