Vietnam attends international conference on Global Partnership Against Online Scams in Bangkok, Thailand

The conference, co-hosted by Thailand's Ministry of Foreign Affairs and the United Nations Office on Drugs and Crime (UNODC), follows recent regional efforts on the topic of combating online fraud, including the Signing Ceremony of the United Nations Convention against Cybercrime (Convention) held in Hanoi on October 25-26, 2025.
The conference saw the participation of over 40 delegations from UN member countries, with more than 300 delegates, experts, researchers in the field of high-tech crime prevention, and related international and non-governmental organizations.
In a recorded message to the conference, UN Secretary-General António Guterres emphasized that online fraud is eroding trust, undermining the rule of law, and increasing other dangerous crimes such as human trafficking and money laundering. He urged UN member states to enhance cooperation and swiftly complete procedures related to the signing of the Hanoi Convention.

The UN High Commissioner for Human Rights representative suggested measures to protect victims exploited in scam centres. The UNODC representative affirmed that UN agencies will continue to support countries in combating online fraud and encouraged nations to engage in substantive exchanges, aiming for the Global Anti-Scam Summit in March 2026.
Speaking at the conference, countries emphasized the need to strengthen international cooperation in combating online scams, which are becoming a global challenge with complex developments and expanding scale. They called for countries to build a global partnership against online scams to share experiences, information, and coordinate plans more effectively to prevent, investigate, and prosecute online scam crimes and protect victims.

Speaking at the High-Level Discussion Session, Deputy Minister Le Anh Tuan praised Thailand's initiative, viewing it as a contribution to implementing the cooperation mechanism under the Hanoi Convention. He shared that online fraud currently accounts for a large proportion of cybercrime cases in Vietnam and proposed that countries enhance international cooperation in combating cybercrime based on international law. He also suggested countries increase information sharing, especially electronic evidence, and closely coordinate with directly related international organizations such as UNODC, Interpol, etc.
On the occasion of the conference, Deputy Minister Le Anh Tuan met with heads of delegations from Laos, Cuba, the Philippines, Poland, and others. He thanked the countries for sending delegations to attend and directly sign the Convention in Hanoi and discussed prospects for bilateral cooperation, including issues related to digital transformation and the digital economy.
