Vietnam and Algeria set ambitious goals for future cooperation

Speaker Boughali warmly welcomed Prime Minister Chinh’s visit, which he said marks a milestone in advancing bilateral cooperation.

He emphasized the long-standing and strong relations between the two countries, noting that this foundation has supported strong cooperation across various sectors, including political, economic, energy, defense, telecommunications, and local development. He also congratulated Vietnam on successfully hosting the signing ceremony of the UN Convention against Transnational Organized Crime, praising its importance for global cybersecurity.

Prime Minister Chinh, for his part, updated Speaker Boughali on his discussions with President Abdelmadjid Tebboune and Prime Minister Sifi Ghrieb, which resulted in a joint declaration upgrading Vietnam-Algeria relations to a Comprehensive Strategic Partnership and the signing of several key agreements. The Prime Minister called for the early development of a concrete action plan to implement the new framework and sought Algeria’s parliamentary support.

Speaker Boughali welcomed the elevation of bilateral ties, noting Algeria is Vietnam’s first strategic partner in Africa. He praised the broad scope of cooperation achieved so far and emphasized that economic collaboration should be further strengthened to support and enhance political relations.

On parliamentary cooperation, he thanked the National Assembly of Vietnam for hosting Algerian delegations and expressed interest in learning from Vietnam’s experience in legal reforms, particularly in e-commerce and investment law. He also suggested updating the 2005 parliamentary cooperation agreements to reflect current development priorities.

Prime Minister Chinh supported these initiatives, emphasising the opportunities for both developing nations to exchange experience in investment, land management, science and technology, innovation, and digital transformation. He requested Algeria’s National Assembly to support the ratification of agreements on taxes, trade, and investment. The Prime Minister also highlighted upcoming Vietnamese investments in agriculture and seafood production, and requested assistance with access to land and water.

On energy cooperation, the Prime Minister requested continued support for PetroVietnam’s operations at the Bir Seba oil field and proposed expanding collaboration in oil and gas exploration, refining, polymer production, and related sectors.

Speaker Boughali confirmed Algeria’s readiness to assist Vietnamese businesses, noting recent legal reforms aimed at attracting foreign investment and diversifying the economy. He assured that Vietnamese-invested projects would enjoy special privileges aligned with Algeria’s development goals.

Expressing confidence in the future of Vietnam-Algeria relations, Prime Minister Chinh hoped for continued solidarity and mutual support. He also extended an invitation from National Assembly Chairman Tran Thanh Man to Speaker Boughali to visit Vietnam, which the Algerian leader accepted with pleasure.
