Strengthening the legal framework and operational regulations for the Ministry of Foreign Affairs' Project Management Unit

WVR - On the afternoon of October 15, the Service Department for Diplomacy Corps (Ministry of Foreign Affairs) organized a scientific workshop titled “Legal basis and operational regulations for the specialized construction Project Management Unit to implement domestic, international projects and international bidding packages”.

The workshop is part of the ministry-level scientific project 2025 “Specialized construction Project Management Unit of the Ministry of Foreign Affairs: Legal framework and operational regulations” led by Mr. Ngo Phuong Nghi, Director of the Service Department for Diplomacy Corps.

Through the workshop, delegates focused on exchanging and discussing to complete the draft operational regulations and the comprehensive report on the research results regarding the legal framework and operational regulations for the Specialized Construction Project Management Unit of the Ministry of Foreign Affairs.

Prof. Dr. Tran Chung, former Director of the Department for the National Construction Quality Assurance and Quality Control under the Ministry of Construction; Dr. Nguyen Anh Tuan, Head of the Legal Department of the Vietnam Association of Construction Contractors, former Deputy Director of the Construction Activity Management Department, Ministry of Construction; Dr. Chu Dinh Dong, Deputy Head of the Government Party Committee's Organization Committee; Mr. Nguyen Tien Thuc, former Vietnamese Ambassador to Hungary, former Deputy Director General of the Service Department for Diplomacy Corps; Mr. Nguyen Minh Tuan, Head of the Construction Investment Department, Financial Management Department of the Ministry of Foreign Affairs; Mr. Nguyen Anh Hao, Deputy Head of the Planning Department, Project Management Board of the Ministry of Foreign Affairs Headquarters; Assoc. Prof. Dr. Nguyen Duy Dat, Director of the Institute of International Business & Logistics, University of Commerce; Dr. Nguyen Van Duc, Lecturer at the Faculty of Construction, Hanoi Architectural University.

In his opening remarks, Mr. Ngo Phuong Nghi, Director General of the Service Department for Diplomacy Corps, project leader, emphasized the importance of establishing a legal basis and operational regulations for the Specialized Construction Project Management Unit of the Ministry of Foreign Affairs in the current context.

He stated that, along with the expansion in scale and the unique nature of investment projects, from domestic headquarters to overseas Vietnamese representative missions, the Ministry of Foreign Affairs requires a professional, unified management mechanism that aligns with foreign affairs, international legal, and diplomatic security requirements.

Mr. Ngo Phuong Nghi affirmed that the establishment of a Specialized Construction Project Management Unit is not only an urgent organizational requirement but also a crucial solution to enhance public investment efficiency, ensuring project progress, quality, and transparency. A clear legal basis will scientifically delineate responsibilities, authority, operational and supervisory mechanisms, while facilitating coordination between internal and external units of the Ministry.

Director General of the Service Department for Diplomacy Corps also expressed his hope that through the workshop, delegates, experts, and managers would engage in frank exchanges and contribute practical insights to perfect the model and operational regulations of the Specialized Construction Project Management Unit, aiding in modernizing construction investment and enhancing the management capacity of the Ministry of Foreign Affairs in the new era.

At the workshop, experts, scientists, and delegates seriously exchanged and discussed theoretical and practical issues regarding the legal framework and operational regulations of the Specialized Construction Project Management Unit of the Ministry of Foreign Affairs through three topics: “Current project management activities in Ministries and the Ministry of Foreign Affairs”; “lLgal basis and operational regulations of the Specialized Construction Project Management Unit of the Ministry of Foreign Affairs”; and “international standards for organizing Project Management Unit with foreign affairs, ODA, EPC elements”.

The event took place in an open atmosphere, with frank, serious, and academically in-depth exchanges. The presentations provided many multi-dimensional, practical perspectives, contributing to clarifying legal issues, organizational structure, and operational mechanisms of the Specialized Construction Project Management Unit model.

The proposals and recommendations at the workshop hold special significance, assisting the Specialized Construction Project Management Unit, Service Department for Diplomacy Corps, and Ministry of Foreign Affairs in completing the legal framework, unifying management focal points, and enhancing project implementation efficiency domestically and internationally, meeting the integration and modernization requirements of the diplomatic sector in the new era.
