General Secretary, President of Laos Thongloun Sisoulith expressed his pleasure at meeting Standing Member of the Secretariat Tran Cam Tu again, appreciating the significance of the visit, which takes place as both Parties and countries have just successfully organized their respective Party Congresses, as well as National Assembly and People's Council elections at all levels, and in the joyful atmosphere of the Lao people's traditional New Year celebration.
General Secretary Thongloun Sisoulith warmly congratulated General Secretary To Lam on being elected President by the 16th National Assembly, Le Minh Hung as Prime Minister, Tran Thanh Man as Chairman of the National Assembly, and the newly consolidated Party and State positions, promising a new phase of development for the country, achieving set development goals and enhancing Vietnam's position and role on the international stage. The General Secretary, President of Laos expressed deep gratitude for Vietnam's sincere support and assistance to Laos in every step of its development.
The General Secretary, President of Laos congratulated and highly appreciated the significant, comprehensive achievements that Vietnam has attained recently; emphasizing that Politburo member Tran Cam Tu's choice of Laos as the first country for foreign activities in his role as Standing Member of the Secretariat right after the 14th National Party Congress vividly demonstrates the high regard and top priority both Parties and States place on the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Laos and Vietnam.
Comrade Standing Member of the Secretariat Tran Cam Tu expressed his delight at revisiting the beautiful country of Laos as its people prepare for the traditional Bun Pi-may New Year; respectfully conveyed the warmest greetings and congratulations from General Secretary To Lam and senior Vietnamese leaders to Comrade Thongloun Sisoulith, a dear friend and comrade of the Party, State, and people of Vietnam, while also congratulating the General Secretary on being re-elected as President of the Lao People's Democratic Republic for the 2026 - 2031 term. Comrade Tran Cam Tu congratulated Comrade Thongloun Sisoulith on being elected as President by the 10th National Assembly of Laos.
Comrade Standing Member of the Secretariat Tran Cam Tu warmly congratulated the important achievements that Laos has attained recently, especially the resounding success of the 12th Congress of the Lao People's Revolutionary Party, as well as the 10th National Assembly and 5th Provincial/City People's Council elections; expressing firm confidence that under the leadership of the Lao People's Revolutionary Party led by General Secretary, President Thongloun Sisoulith, the fraternal country of Laos will continue to achieve even greater victories in its renovation efforts.
On this occasion, Standing Member of the Secretariat informed General Secretary, President Thongloun Sisoulith about the successful outcomes of his talks with Standing Member of the Secretariat Vilay Lakhamphong; affirming that Vietnam consistently values and prioritizes the unique "one-of-a-kind" special relationship with Laos, strongly supporting the comprehensive cause of protecting and building Laos; expressing heartfelt gratitude for the great, sincere, and precious assistance that the Party, State, and people of Laos have extended to Vietnam over the years.
Both sides informed each other about the situation of each Party and country after the National Assembly elections, especially the major orientations in Party building, socio-economic development, ensuring national defense and security, and international integration. Politburo member Tran Cam Tu shared some of Vietnam's experiences in implementing the 14th Party Congress Resolution, particularly in enhancing the leadership capacity and combat strength of Party organizations, strengthening discipline, and intensifying the fight against corruption and negativity, while promoting rapid and sustainable economic development linked with ensuring social progress and equity.
The two leaders expressed joy at the new developments in the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos. The political relationship between the two countries is becoming increasingly close and trustworthy, as evidenced by the frequent exchange of high-level delegations.
Vietnamese senior leaders highly appreciated the state visit to Vietnam by the General Secretary, President in January 2026, as well as the state visit to Laos by General Secretary To Lam in February 2026. The outcomes and cooperation orientations achieved have created strong momentum, promoting the deep, practical, and effective development of relations between the two Parties and countries in the new phase. Vietnam has issued a Plan to implement the Vietnam-Laos high-level agreement for 2026.
Politburo member Tran Cam Tu affirmed that Vietnam consistently values and prioritizes the strengthening and development of the great friendship, special solidarity, comprehensive cooperation, and strategic connection with Laos; while expressing strong support for the socio-economic development directions and policies of the Lao People's Revolutionary Party. He emphasized that Vietnam is ready to share experiences, support, and closely coordinate with Laos in the development process, for the common benefit of both countries and for peace, stability, and cooperation in the region.
Regarding future cooperation directions, both sides agreed to continue promoting high-level and other level exchanges; effectively implement the agreements reached; continue to strengthen security and defense cooperation, fight against crime, especially drug and cross-border crime, and cybersecurity; promote the connection of the two economies, especially in infrastructure, focusing on implementing key projects, including transportation connectivity projects between the two countries; continue to enhance trade and investment cooperation, encourage Vietnamese enterprises to invest more in Laos in areas of Vietnam's interest and Laos' potential; improve the quality of education and training cooperation, develop human resources, especially high-quality human resources, and strengthen connections between localities, especially border provinces.

Both sides also agreed to closely coordinate to prepare well for activities commemorating the Vietnam-Laos Friendship Year 2027, on the occasion of the 65th anniversary of the establishment of diplomatic relations (1962-2027) and the 50th anniversary of the signing of the Vietnam-Laos Treaty of Friendship and Cooperation (1977-2027). This is identified as an important milestone to spread within the Party and the people of both countries about the cooperation relationship and special solidarity between Vietnam and Laos.
On this occasion, the two leaders exchanged views on regional and international issues of mutual concern; affirming solidarity in bilateral relations and coordinating positions on regional and international forums in the context of rapidly changing and unpredictable global situations.
The two leaders expressed confidence that, with the high political determination of the leaders of the two Parties and States, along with the unity of the people of both countries, the Vietnam-Laos relationship will continue to develop strongly, becoming deeper, more substantive, and more effective in the new phase, contributing positively to peace, stability, and development in the region.
