On the afternoon of January 8, in Vientiane, the Special Envoy of the General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, Member of the Party Central Committee's Secretariat, and Minister of Foreign Affairs Le Hoai Trung led a delegation to congratulate the success of the 12th National Congress of the Lao People's Revolutionary Party and met with the General Secretary of the 12th Central Committee of the Lao People's Revolutionary Party, President of Laos Thongloun Sisoulith.

During the meeting, the Special Envoy of the General Secretary To Lam, Foreign Minister Trung, conveyed the warmest congratulations from the Central Committee, the Politburo, and the Secretariat of the Communist Party of Vietnam to Thongloun Sisoulith, General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of Laos, and other senior leaders of the Lao Party and State. He congratulated the resounding success of the 12th National Congress of the Lao People's Revolutionary Party, a significant political milestone with special importance for the revolutionary cause of the brotherly country of Laos.

The Special Envoy congratulated Thongloun Sisoulith on being re-elected as General Secretary of the 12th Central Committee of the Lao People's Revolutionary Party, reflecting the deep trust of the entire Lao Party, army, and people. He acknowledged the significant contributions, intelligence, and dedication of Comrade Thongloun Sisoulith over the years. He expressed confidence that, under the wise leadership of the Lao People's Revolutionary Party, led by Comrade Thongloun Sisoulith as General Secretary, with high political determination, steadfastness, and the extensive experience of 40 years of renewal, the brotherly country of Laos will enter a new era of development with new confidence and aspirations, continuing to build on the achievements, overcoming all difficulties and challenges, and successfully achieving the goals set by the 12th Congress; building a peaceful, independent, democratic, unified, and prosperous Laos.

Special Envoy Trung emphasized that the 12th Congress of the Lao People's Revolutionary Party was held at a particularly important time as Laos prepares to enter a new development phase with many opportunities and challenges. The Congress approved a very important political platform, strategic orientations, and key objectives and tasks for Laos' long-term development in the coming period. The new Central Committee and leadership of the Party is a united leadership group, comprising experienced comrades with strategic vision, reflecting the trust and confidence of Lao officials, party members, and people in the wise leadership of the Lao People's Revolutionary Party.

The Special Envoy emphasized that the success of the Congress is also an important victory for the relationship between the two Parties and two countries. It affirms the traditional, beautiful, and loyal relationship between the people of Vietnam and Laos, under the leadership of the Communist Party of Vietnam and the Lao People's Revolutionary Party, which has become an invaluable common asset of the two nations; a strategic foundation for the stability, development, and integration of each country.

The Party, State, and people of Vietnam will do their utmost, together with the Party, State, and people of Laos, to preserve, nurture, continuously strengthen, and deepen the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos. Vietnam is always ready to stand side by side, fully support, and share experiences with Laos in the cause of building and defending the Fatherland, especially in the fields of Party building, political cooperation, economic-social connectivity and development, human resource training, national defense-security, and international integration.

Special Envoy Trung respectfully conveyed the invitation of General Secretary To Lam to General Secretary Thongloun Sisoulith, his spouse, and the high-level delegation of the Lao Party and State to make a state visit at the earliest possible time.

General Secretary and President of Laos Thongloun Sisoulith briefly informed about the results of the 12th Congress of the Lao People's Revolutionary Party; highly appreciated and sincerely thanked General Secretary To Lam for sending a Special Envoy to congratulate the success of the Congress, vividly demonstrating the close, trustworthy, and brotherly relationship between Laos and Vietnam. He expressed heartfelt and profound gratitude for the great, valuable, timely, and effective support and assistance that Vietnam has provided to Laos throughout the revolutionary journey as well as in the preparation and organization of the 12th National Congress of the Lao People's Revolutionary Party.

General Secretary and President of Laos also extended sincere thanks to General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing Member of the Secretariat Tran Cam Tu, and other Vietnamese leaders for their constant attention, close monitoring, encouragement, and effective support for the great friendship between Vietnam and Laos.

Congratulating the significant and important achievements that Vietnam has attained in recent times, General Secretary and President Thongloun Sisoulith wished the Communist Party of Vietnam success in organizing the 14th Party Congress. He expressed confidence that under the leadership of the Communist Party of Vietnam, the Vietnamese people will continue to achieve many new and greater accomplishments in the renewal process, successfully realizing the development goals set for 2030 and 2045, ushering the country into a new era of national development.

General Secretary Thongloun Sisoulith affirmed that the Party, State, and people of Laos, and he personally, attach great importance and give the highest priority to strengthening and enhancing the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos, Laos and Vietnam. He suggested that both sides continue to closely coordinate to effectively implement the newly agreed high-level agreements, bringing the relationship between the two countries to greater depth, substance, and effectiveness, for the practical benefit of the people of both countries, for peace, stability, and sustainable development in the region and the world.

* On the same afternoon, the Special Envoy of the General Secretary To Lam, Foreign Minister Le Hoai Trung, met to congratulate Thongsavan Phomvihane, Minister of Foreign Affairs of Laos, and Bounleua Phandanouvong, Head of the External Relations Department of the Central Committee of the Lao People's Revolutionary Party, who were elected to the 12th Central Committee of the Lao People's Revolutionary Party by the Party Congress.

On this occasion, Central Committee Secretary, and Minister of Foreign Affairs Le Hoai Trung held a working session with the Vietnam Business Association in Laos, including representatives from enterprises in the banking, energy, chemical, and petroleum sectors investing and operating in Laos.

During the session, Foreign Minister Le Hoai Trung shared that the Party and State of Vietnam always consider the care and protection of the legitimate rights and interests of Vietnamese enterprises and citizens abroad as a key task. He appreciated the efforts of enterprises in recent times and affirmed that the Ministry of Foreign Affairs and Vietnamese diplomatic missions in Laos will continue to listen, accompany, and support enterprises with specific and practical measures, closely coordinating with the Lao side in addressing arising issues. He urged enterprises to strictly comply with the laws of the host country, uphold social responsibility, and contribute to community development, thereby building a reputable and civilized image of Vietnamese enterprises in Laos, positively contributing to the development of both Vietnam and Laos.
