Resolution 68 implementation drives breakthroughs in Bac Ninh’s private sector development

On May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development, becoming a crucial driver in the socialist-oriented market economy. The resolution is considered a "launchpad" for the development of the private economy, helping this sector "take off" and contribute more to socio-economic development.
This marks a significant milestone, strongly affirming the role of the private sector in the country's economic development.
Golden opportunities
Immediately after the resolution was issued, the provincial Party committees, authorities, the Fatherland Front, and political-social organizations organized extensive dissemination of the content and spirit of Resolution 68 to all social classes, especially businesses and entrepreneurs.
Recently, Bac Ninh has actively reviewed and removed barriers and obstacles in mechanisms, policies, and laws, creating favorable conditions for private economic development. The province also focuses on improving the investment and business environment, simplifying administrative procedures, enhancing competitiveness, and encouraging innovation, creativity, and the application of science and technology in business production.
Additionally, the province invests in developing high-quality human resources to meet the demands of the private economy in the new phase. It promotes linkages and cooperation between businesses, economic sectors, enterprises, and research and training institutions, as well as between domestic and foreign enterprises.
Mr. Le Dac Thuat, Vice Chairman of the Bac Ninh Small and Medium Enterprises Association, stated that Resolution 68 of the Politburo opens up a new, clearer, and stronger vision for the private economic sector. This is a "golden" opportunity for small and medium enterprises to assert their role, become self-reliant, creative, and participate more deeply in domestic and international value chains. The association clearly defines its role as a bridge—both reflecting the voice of businesses and being a companion in creating development for its members.
In this spirit, the association collaborates with departments, sectors, and consulting units to organize training courses; attend meetings and dialogues between the government and businesses; and hold specialized consultations on digital transformation, sustainable development, access to capital, and market opportunities for each member.

Hundreds of member enterprises have accessed information, shared successful models, and built a network of linkages together.
One of the core contents of Resolution 68 is "building a fair, safe, transparent investment-business environment that supports and encourages innovation".
To realize this, the association proactively recommends that the provincial People's Committee and relevant departments review administrative procedures and reform licensing processes, especially in land, construction, and environmental fields. The association plays a role in policy critique, contributing to socio-economic development drafts, ensuring that the voices of small and medium enterprises are heard and fully reflected.
Efforts to implement Resolution 68
To effectively implement the resolution in the province, Vice Secretary of the Provincial Party Committee and Chairman of the Bac Ninh People's Committee Vuong Quoc Tuan urged media agencies, Party committees, and authorities at all levels to diversify communication efforts across information channels, especially multimedia platforms, reaching a wide range of social classes. This aims to transform awareness into action among Party committees and authorities, particularly advisory departments in policy-making and implementation, and officials directly serving the public and businesses, fostering motivation and aspiration for wealth among entrepreneurs, business households, young people, and startups.
Mr. Vuong Quoc Tuan assigned the Department of Justice and the Department of Finance to finalize the draft plan for implementing Resolutions 66 and 68 for official issuance by the Provincial Party Committee. They are to coordinate with the Department of Justice and the Department of Finance of Bac Giang to promptly form a new draft for Bac Ninh province to implement immediately after the National Assembly's resolution on establishing the new Bac Ninh province is announced.

Party committees, authorities at all levels, and each agency and unit must incorporate the implementation of resolutions and conclusions of the Politburo, the Secretariat, the National Assembly, and the Government into their work programs, reporting weekly.
The Vice Secretary of the Provincial Party Committee and Chairman of the Bac Ninh People's Committee emphasized: "Organizations and individuals, especially heads of Party committees, agencies, units, and localities, must implement with specific products. We do not accept officials in the system who understand their responsibilities and duties without producing results and products in implementation. Officials and Party members in the political system must self-update and self-learn to enhance their skills, meeting the task requirements in the nation's new era".
Meanwhile, the Bac Ninh Small and Medium Enterprises Association announced plans to promote the formation of industry clusters and business incubators; support innovative startups, especially in technology and modern agriculture; develop local product brands and support exports; and connect member enterprises with international markets through fairs, seminars, and trade promotion programs.
With a spirit of decisive action, companionship, and creativity, Bac Ninh is striving to implement Resolution 68 with high determination, aiming to create breakthroughs in private economic development, positioning the province as a growth pole of the region and the entire country.
