Attending the event were Deputy Minister of Foreign Affairs Le Thi Thu Hang; Colonel General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; representatives from various Vietnamese ministries and agencies; Ambassadors and representatives from foreign Embassies in Vietnam; as well as a large number of Vietnamese who have lived, studied, or worked in Belarus.

In a warm atmosphere of friendship, on behalf of the Government of Vietnam, Deputy Foreign Minister Le Thi Thu Hang extended her congratulations to the participants and, through Ambassador of Belarus to Vietnam Uladzimir Baravikou, conveyed heartfelt congratulations to the leaders and people of Belarus on this important national occasion.

Deputy Minister Le Thi Thu Hang emphasized that Vietnam and Belarus are traditional friends, who have stood by each other during important moments in each nation’s history. The friendship between the two countries has been nurtured over generations and today continues to be strengthened through new, robust, and practical developments.

The official establishment of a Strategic Partnership during the recent visit of General Secretary To Lam to Belarus in May marked a historic milestone, reflecting the high level of political trust and the shared aspiration for a future of comprehensive and effective cooperation.

Deputy Foreign Minister Le Thi Thu Hang expressed her belief that with joint efforts and strong political will from both sides, the new partnership framework will develop in depth and bring tangible benefits to the peoples of both countries.

She also extended her sincere thanks and appreciation to Ambassador Uladzimir Baravikou and the entire staff of the Belarusian Embassy in Vietnam for their active role and valuable contributions, serving as a vital bridge in promoting Vietnam–Belarus friendship and cooperation.

Deputy Foreign Minister Le Thi Thu Hang expressed her belief that Vietnam–Belarus relations will continue to grow stronger in the coming time. The two countries possess significant untapped potential for cooperation, promising numerous opportunities for both sides.

Belarus has notable strengths in areas such as manufacturing industries, machinery, chemicals, medical equipment, green agriculture, science and technology, and fundamental education and training — all of which Vietnam currently needs to support its modernization, infrastructure development, transition to a green economy, and improvement of human resource quality.

The two countries are fully capable of complementing each other in advancing their respective development goals, thereby contributing to peace and prosperity in their regions and around the world. With the engagement of ministries, localities, and enterprises from both sides, along with the advantages brought by the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), Vietnam–Belarus cooperation is expected to see further robust, practical, and sustainable development in the future.

“Vietnam deeply values the sincere affection that Belarus has extended to our country and people over the past decades. Preserving and nurturing this fine relationship — built on trust and mutual understanding — is the shared desire of our peoples and a responsibility we uphold,” Deputy Foreign Minister Le Thi Thu Hang emphasized.

In his remarks at the ceremony, Ambassador Uladzimir Baravikou noted that 2025 is a special commemorative year, as Vietnam and Belarus celebrate bright milestones in their shared history. These include the 95th anniversary of the establishment of the Communist Party of Vietnam, the 50th anniversary of the Liberation of the South of Vietnam and National reunification of the country, the 80th anniversary of the Victory of the Soviet people in the Great Patriotic War, the 135th birth anniversary of President Ho Chi Minh, and the 80th anniversary of Vietnam’s National Day. Each of these events is filled with deep meaning and has an enduring significance for the Belarusian and Vietnamese peoples.

Ambassador Baravikou expressed his pleasure in witnessing the dynamic development of mutually beneficial cooperation between the two countries, which is reinforced by their long-standing traditional friendship and mutual understanding tested over time.

The Ambassador emphasized that the achievements of Vietnam — a traditional friend and partner of Belarus — have opened up a unique door of opportunity for bilateral cooperation. Cooperation in areas such as innovation, agriculture, technology exchange, industrial cooperation and mutual investment should become drivers for further strengthening the strategic level of partnership between the countries, as it was confirmed during the visit by General Secretary To Lam to Belarus in May, and his meeting with President of Belarus A. G. Lukashenko.

According to the Ambassador, in the context of global upheaval, solidarity, mutual understanding and mutual assistance of time-tested partners and friends are more important than ever.

In 2025, the two countries became the BRICS partners. Belarus is a member of the Eurasian Economic Union, which Vietnam has had a free trade zone with for 10 years. Minsk is presiding over the organisation this year. Vietnam plays a significant role in ASEAN. Its weight in the Association is constantly growing.

The expanding cooperation on international platforms and taking advantage of each other in areas of mutual interest would make an additional and significant contribution to ensuring peace, prosperity, and security in the region and around the world.

Ambassador Uladzimir Baravikou affirmed that the two countries possess all the necessary conditions to continue expanding cooperation and deepening the Belarus–Vietnam Strategic Partnership, while remaining loyal friends and trusted partners to one another.
