Protecting human rights in cyberspace: An urgent issue

Major General Le Tan Toi, Deputy Minister of Public Security, Permanent Vice Chairman of Government Standing Committee for Human Rights delivered the opening speech at the workshop.

Attending and delivering the opening speech at the workshop was Major General Le Tan Toi, Deputy Minister of Public Security, Permanent Vice Chairman of Government Standing Committee for Human Rights.

The workshop attracted nearly 100 scholars, scientists, researchers on Human Rights from Ministries and branches; Representatives of the Steering Committee for Human Rights in some localities. Major General Nguyen Thanh Son, Deputy Chief of the Permanent Office of Government on Human Rights and Associate Professor Dr. Tuong Duy Kien, Director of Institute of Human Rights, co-chaired the workshop.

In his opening speech, Major General Le Tan Toi affirmed the urgency of human rights protection in cyberspace in the current situation. The emergence and continuous development of network services are creating many complex issues, both nationally and globally, requiring appropriate and predictive guidelines, strategies, and policies in order to deal with challenges and take full advantage of opportunities provided by the Internet and social networks. Especially in the current context, disinformation, unverified and uncontrolled news have dangerously violated human rights to the inviolability of privacy, affecting not only individuals, but also businesses.

Major General Le Tan Toi emphasized, with the investment in research from the theoretical and practical basis of many scientists, the workshop should draw up scientific case as a basis for proposing to head leaders of the Party, officials at various levels, and local authorities setting guidelines and solutions for protecting human rights in cyberspace.

Nearly 100 delegates attended the workshop on “Human Rights in Cyberspace” on June 26, 2020.

In two discussion sessions, the workshop focused on discussing key issues of legal corridor, international norms, opportunities, and challenges in cyberspace, as well as the Party’s guidelines, laws, and also regulations of specialized agencies on human rights in cyberspace.

Besides, the workshop identified the benefits and challenges in cyberspace on human rights protection, human rights violations, security violations, and the order and realities of cyber activities in some localities.

Most of the delegates agreed on the view that human rights in cyberspace should be protected the same way as in real life. The nature of our state is to encourage developments and serve the people, hence, protecting human rights are always one of the main goals.

After the workshop, the Permanent Office of Government on Human Rights will report the results and recommend the Secretariat and the Prime Minister to use the workshop results for guidelines and administration, directing Ministries, branches and localities to implement regulations in cyberspace while ensuring human rights, according to the laws of Vietnam and the International Covenant of the United Nations Human Rights Council.
