Proactive and active Ha Noi in the COVID-19 prevention and control for Lunar New Year
With the motto "everyone, every family shall have Tet", the Chairman of the Hanoi People's Committee Chu Ngoc Anh issued Directive No. 26/CT-UBND dated December 28, 2021 on organizing the Lunar New Year of the Tiger in 2022 in the city.

Accordingly, the Hanoi People's Committee assigned the Department of Health to assume the prime responsibility, and coordinate with other departments, branches, People's Committees of districts, towns and related units to strengthen the prevention and control of the COVID-19 pandemic and diseases that are likely to break out during the winter-spring seasonal transition, strictly to follow the guidelines and regulations in the prevention and control of the COVID-19 pandemic, absolutely to ensure the safety in activities of festivals, congregations, to have plans and scenarios ready in response to the pandemic implications, and to implement the motto "4 on-the-spot resources" when the epidemics occur.
It is the demand to monitor and detect pathogens and promptly handle emerging outbreaks, preventing disease outbreaks and its spreading. The treatment administered plans must be updated, ready with drug stockpile, supplies and medical equipment, treatment of patients infected with COVID-19. The procedures on immigration entry management and medical quarantine at border gates must be strictly followed.

The medical examination and treatment are well organized, with hospitals and medical facilities to be on duty 24/24 hours; stockpile of sufficient number of drugs, blood, intravenous fluids, supplies, medical equipment, chemicals, and vehicles to meet the needs of medical examination and treatment, especially promptly handle traffic accident emergencies, injury, and food poisoning.
The organizational procedures must be maintained, strictly to implement the procedural screening, classification, threading, infection control in the hospitals, to ensure no cross-infection in the hospital; to expand testing to symptomatic subjects; strengthen the inspection and supervision of the implementation of COVID-19 prevention and control in hospitals; develop a plan to attend the patients who stay at the hospital during Tet.
The controllers are to strengthen the inspection and examination of drug-trading stores, detect and promptly and strictly handle the violations, especially violations on quality of drugs, counterfeit drugs and drugs with no circulation permit.
The Department of Industry and Trade shall assume the prime responsibility for, and closely coordinate with the Department of Health in closely monitoring the situation of the COVID-19 epidemic to review, update and effectively implement the plan to ensure commodity supplies for consumption and respond to the COVID-19 pandemic.
The Department of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with relevant departments, agencies, sectors, mass organizations and people's committees of districts, towns in guiding, implementing and organizing the gifts distribution to policy beneficiaries, the people with meritorious services; poor households, the elderly, and workers in extremely difficult circumstances; the pensioners or monthly allowance receivers suffering from loss of working capacity; typically merited organizations and individuals on the occasion of the Tiger Lunar New Year of 2022. It is also to pay attention to supporting workers whose income has been sharply reduced, lost, and/or underemployed due to the impact of the COVID-19 pandemic.

Festivities to be organized in compliance with epidemic prevention regulations
Regarding the new year welcoming, the city authority requested the Department of Culture and Sports to carry out the festivities in mass communication, culture, art and sports to celebrate the 92nd anniversary of the founding of the Communist Party of Viet Nam; Happy Tiger Lunar New Year of 2022.
The provincial Department of Culture and Sports should coordinate with all levels and branches to well organize cultural, artistic, native, physical sports and activities that are substantial and healthy, suitable to national customs, to meet the cultural and spiritual needs of the majority of the people and tourists. In particular, the directive requires the Department of Culture and Sports to coordinate with the People's Committees of districts and towns in steering the organizing boards of festivities to act in accordance with regulations, ensuring epidemic prevention and control measures.
The Hanoi City Police shall develop plans and organize its forces to ensure political security, social order and safety for people to enjoy Tet; safe protection of key targets, and the venues where festivities and entertainment activities are held.
