Prime Minister Pham Minh Chinh: Swiftly rebuild and repair homes damaged by typhoons and floods to ensure rapid recovery of people's lives

The meeting was attended by leaders from ministries, sectors, central agencies; economic groups; and the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong.
Recently, extreme storms and floods have caused unprecedented damage in many localities across the country, particularly in the Central region. This resulted in the collapse and destruction of 1,635 houses and severe damage to 39,461 houses.
In response, the Party, State, Government, and Prime Minister have been resolute in directing timely recovery efforts to ensure the quickest possible restoration of people's lives.
The Prime Minister issued Directive No. 234/CD-TTg on November 30 to launch and implement the "Quang Trung Campaign" to swiftly rebuild and repair homes for families whose houses were damaged by natural disasters.
Following the Prime Minister's directive, localities are determined to complete the construction of new homes by January 31, 2026, and repair damaged homes by December 31.
As of December 8, in the central provinces and cities, construction has begun on 971 out of 1,635 houses, with 479 completed. There are 664 houses yet to start construction. Repairs have been made to 34,627 houses; 3,943 are under repair; and 891 houses have not yet begun repairs.
The rebuilding and repair of homes for those whose houses were destroyed or damaged have been supported by various sources, including central and local funding, and assistance from organizations and individuals both domestically and internationally. The community spirit is encapsulated in the Prime Minister's call: "Those who have labour contribute labour, those who have resources contribute resources, those who have much give much, those who have little give little".
After reports from ministries, sectors, and provinces on the implementation of the "Quang Trung Campaign" and the repair of damaged schools and health stations, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and the Party and State leadership, commended localities for their active efforts in overcoming the aftermath of storms and floods, particularly in stabilizing lives, production, and restoring homes for the people.
The Prime Minister praised and thanked the provinces of Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai, Lam Dong, the military and police forces, the Ministry of Agriculture and Environment, the Ministry of Construction, the Vietnam Fatherland Front, and the Ho Chi Minh Communist Youth Union for their active participation in the Quang Trung Campaign, resulting in many homes being constructed and repaired.
He also sternly reprimanded Quang Tri province, where only 12 households with severely damaged homes due to the storms have yet to see repairs, leaving residents in temporary accommodations.

The Prime Minister emphasized that the "Quang Trung Campaign" is a campaign without gunfire, yet it must achieve a resounding victory to bring joy and happiness to the people, especially those who lost their homes or whose homes were damaged in the recent historic typhoons and floods.
Therefore, efforts must be accelerated, carried out with full responsibility to the people, and with heartfelt dedication, aiming to complete the construction of new homes for those who lost theirs by January 31, 2026, and to finish repairing damaged homes by December 31, 2025.
Prime Minister Pham Minh Chinh pointed out that besides state resources, it is crucial to mobilize societal resources to support the construction and repair of homes for the people, with the spirit of "help with what you have, contribute labor if you can, contribute resources if you can, give little if you have little, give much if you have much, and help wherever convenient".
If there are any obstacles or difficulties, they should be reported immediately so that the Government and the Prime Minister can consider and resolve them, as for those who have lost their homes, any shortage must be addressed.
The Prime Minister requested that the Party Secretaries and Chairpersons of the People's Committees of provinces and cities allocate time and assign leaders to monitor and direct the implementation; the Ministry of Agriculture and Environment guide localities on land-related issues; the Ministry of Construction continue to provide support on housing design models; the Ministry of Finance prepare and allocate financial resources; and corporations such as Vietnam Electricity (EVN), Petrovietnam, Viettel, and VNPT focus on restoring electricity, water, and telecommunications, and support localities in implementing the "Quang Trung Campaign".
He urged the Vietnam Fatherland Front and socio-political organizations, especially the Ho Chi Minh Communist Youth Union, to launch movements to support the people in building and repairing homes. The Prime Minister called on news agencies and the press to actively report daily to encourage, commend, and promote good models in the implementation of the "Quang Trung Campaign".
