Prime Minister Pham Minh Chinh called on Russian conglomerate AFK Sistema to enhance partnerships with Vietnamese firms, turning high-level bilateral agreements into concrete outcomes during his reception AFK Sistema Group founder Vladimir Petrovich Evtushenkov.
Prime Minister Pham Minh Chinh emphasized that Vietnam always values and wishes to develop traditional friendship relations with the Russian Federation. He highly appreciated the rapid development of AFK Sistema Group and its collaboration with major Vietnamese corporations and enterprises to promote relations and cooperation in fields as directed by General Secretary To Lam during his visit to Russia in May 2025. This contributes practically to deepening the comprehensive strategic partnership between Vietnam and Russia.
The Prime Minister urged the Group to cooperate more closely and effectively with Vietnamese businesses to realize high-level agreements. He highlighted several areas of cooperation where Russia has strengths and Vietnam has significant demand, such as building and connecting databases, information technology, digital transformation, cybersecurity, banking, pharmaceuticals, nuclear energy for peaceful purposes, telecommunications, and developing the crypto asset market in Vietnam. Additionally, he encouraged the promotion of projects in underground space exploration, space exploration, including the development of subways in Hanoi and Ho Chi Minh City, and tourism cooperation.

Providing information on Vietnam's development orientations, especially in priority areas where Russia has strengths, the Prime Minister said that Vietnam is preparing to implement a national investment one-stop mechanism to support the Group in carrying out cooperation activities, trade promotion, and investment in Vietnam. He suggested that the Group and its member companies enhance information sharing and management experience, support human resource training, and transfer technology to Vietnam.
On this occasion, the Prime Minister requested the Russian Embassy in Vietnam to support and closely coordinate with relevant ministries, sectors, and agencies of both countries to promptly finalize negotiations on the Intergovernmental Agreement on cooperation in building the Ninh Thuan 1 nuclear power plant before January 15.
For his part, Vladimir Petrovich Evtushenkov emphasized that AFK Sistema is the largest private group in the Russian Federation, employing approximately 300,000 people.
AFK Sistema invests in Russia and many countries in fields such as telecommunications, digital services, high technology, e-commerce, healthcare, wood industry and wooden house construction, agriculture, pharmaceuticals, and hospitality services. The Group aims to become a leading global high-tech investment fund in the future.
Appreciating the potential and committing to efforts to promote cooperation with Vietnam in the areas directed by Prime Minister Pham Minh Chinh, Vladimir Petrovich Evtushenkov affirmed that Vietnam is always a reliable partner for Russian businesses. AFK Sistema is eager to increase localization rates and is ready to transfer technology and provide comprehensive personnel training for Vietnam, as the Prime Minister suggested.
