On the afternoon of September 10, at the Government Headquarters, Prime Minister Pham Minh Chinh met with General Secretary, President of the Lao PDR Thongloun Sisoulith on the occasion of the Lao leader's state visit to Vietnam, leading a high-ranking delegation from the Lao Party and State.

During the meeting, on behalf of the Vietnamese Government, Prime Minister Pham Minh Chinh warmly congratulated General Secretary, President of Laos Thongloun Sisoulith on his state visit to Vietnam, bringing with him the deep camaraderie and brotherhood of the Lao Party, State, and people.

Expressing his joy over the state visit to Vietnam, General Secretary, President Thongloun Sisoulith thanked the leaders of the Vietnamese Party, State, and people for the warm, respectful, and thoughtful reception given to the high-ranking Lao delegation.

Congratulating the significant and comprehensive achievements of the Vietnamese people in socio-economic development and international integration over recent years, particularly the solid political stability, rapid and sustainable economic growth, and the ever-increasing role and position on the international stage, General Secretary, President Thongloun Sisoulith expressed confidence that under the effective governance of the Government, Vietnam will continue to achieve greater successes in national construction and development, fulfilling the goals set by the 13th National Congress of the Communist Party of Vietnam.

In light of the damages caused by Typhoon No. 3, General Secretary, President of Laos Thongloun Sisoulith extended sincere condolences to the Vietnamese people, especially those in localities and communities affected by the disaster. He also expressed confidence that under the close leadership and attention of the Vietnamese Party and Government from central to local levels, the Vietnamese people will overcome all difficulties, and the lives of affected citizens and regions will soon stabilize and return to normal.

Prime Minister Pham Minh Chinh emphasized that the visit to Vietnam by General Secretary, President of Laos holds great significance, marking a milestone in the history of bilateral relations, contributing to the deepening and practical effectiveness of the great solidarity between Vietnam and Laos, bringing prosperity to the peoples of both nations and contributing to peace, stability, cooperation, and development in the region and the world.

Congratulating the significant achievements of the Lao people in national defense and development over nearly 40 years of renovation, as well as in implementing the 11th Party Congress Resolution and the 9th Five-Year Socio-Economic Development Plan (2021-2025), Prime Minister Pham Minh Chinh expressed confidence that under the wise leadership of the Lao People's Revolutionary Party, headed by General Secretary, President Thongloun Sisoulith, Laos will successfully implement the 11th Party Congress Resolution and the 9th National Socio-Economic Development Plan.

On this occasion, Prime Minister Pham Minh Chinh provided an update on Vietnam's recent socio-economic development and expressed appreciation for the Lao Party, State, and people's solidarity and condolences to the Vietnamese people following the impact of Typhoon No. 3, reflecting the traditional camaraderie and mutual support between the two nations.

Political relations continue to be close and trustworthy; cooperation in defense and security remains a key pillar; economic, trade, and investment relations, as well as education, culture, science and technology, and local cooperation, continue to develop.

The two leaders agreed on the future direction of cooperation across various fields, emphasizing the continued close coordination in implementing high-level agreements, the outcomes of the 46th meeting of the Vietnam-Laos Intergovernmental Committee, the results of President To Lam's state visit to Laos, as well as cooperation programs between the two countries' committees, ministries, sectors, and localities.

Both sides agreed to enhance high-level and other level exchanges; promote defense and security cooperation as key pillars; effectively boost economic and trade cooperation, facilitating further investment and business opportunities for enterprises in both countries; continue supporting each other in building independent and self-reliant economies while deeply and effectively integrating internationally; and further strengthen the connectivity between the Vietnamese and Lao economies and among the three economies of Vietnam, Laos, and Cambodia, especially in institutional, financial, transport infrastructure, energy, telecommunications, and tourism connectivity.

The two leaders also agreed to focus on resolving obstacles in implementing important projects; continue to prioritize and enhance cooperation in education, culture, tourism, banking, labor, and people-to-people exchanges.

In the context of complex international and regional developments, both sides agreed to continue regularly exchanging experiences and information, closely coordinating and supporting each other at international and regional forums, especially within ASEAN, the United Nations, and sub-regional mechanisms.

Prime Minister Pham Minh Chinh emphasized that Vietnam will continue to coordinate and support Laos to the fullest extent possible for Laos to successfully assume international responsibilities in 2024, including the role of ASEAN Chair.
