Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah expressed his pleasure at meeting Prime Minister Pham Minh Chinh again after their encounter in Glasgow, Scotland, during the 26th UN Climate Change Conference (COP 26) four years ago.
Welcoming Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation on their official visit to Kuwait just ahead of the 50th anniversary of diplomatic relations, the Kuwaiti Crown Prince affirmed that the visit holds historical significance, opening a new phase of cooperation between the two countries. Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah emphasized that Kuwait is proud to be the first Gulf country to establish diplomatic relations with Vietnam, and both sides have achieved significant cooperation results over the past 49 years. He suggested meaningful activities to commemorate the 50th anniversary, such as organizing Vietnam Day in Kuwait and Kuwait Day in Vietnam.
Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah shared that Vietnam is recognized as a leading country in food production, which is a field with great potential for cooperation in food security between the two sides. The Crown Prince is confident that with the strategic exchanges during the meeting between King Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Prime Minister Pham Minh Chinh, as well as the fruitful outcomes of the talks between the two Prime Ministers and the existing bilateral cooperation mechanisms, the two countries will further deepen their cooperative relations in the future.

Prime Minister Pham Minh Chinh emphasized that Vietnam always values and seeks to enhance practical and effective cooperation with Kuwait, a key partner of Vietnam in the Middle East. The Prime Minister expressed gratitude for Kuwait's valuable support to Vietnam over the years, especially in ODA aid and 600,000 vaccine doses during the most challenging times of the Covid-19 pandemic. On this occasion, Prime Minister Pham Minh Chinh conveyed greetings and an invitation to visit Vietnam from General Secretary To Lam and Vietnam's senior leaders to the Crown Prince and Kuwaiti leaders.
Delighted by the growth in economic and trade relations with trade turnover exceeding 7 billion USD and recognizing the vast cooperation potential between the two countries, Prime Minister Pham Minh Chinh suggested that Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah direct efforts to promote cooperation in the fields of economy, trade, investment, energy, oil and gas, defense, security, science and technology, innovation, digital transformation, labor, and education and training.
Proposing that Kuwait support the early negotiation of the Vietnam-GCC FTA and initiate negotiations for the Vietnam-Kuwait Comprehensive Economic Partnership Agreement (CEPA), the head of the Vietnamese Government proposed negotiations for a long-term framework agreement on strategic commodities to ensure food security for Kuwait and projects to support the development of the Halal ecosystem in Vietnam.

The two leaders agreed to effectively leverage existing cooperation mechanisms, including enhancing delegation exchanges at all levels, especially high-level ones, and promptly exploring the opening of direct flights between the two countries. They also agreed to sign a visa exemption agreement for ordinary passport holders to facilitate economic, trade, tourism cooperation, and people-to-people exchanges.
Prime Minister Pham Minh Chinh proposed that Kuwaiti investment funds and businesses increase investments in Vietnam's potential sectors while coordinating and facilitating the Nghi Son Refinery and Petrochemical Complex, a symbol of strategic cooperation between the two countries.
Discussing regional and international issues of mutual concern, the two leaders agreed that the two countries should continue to closely coordinate at multilateral forums, support each other in expanding Vietnam's cooperative relations with the Gulf region and Kuwait's relations with ASEAN for the goals of peace, cooperation, and sustainable development.
Concluding the meeting, Prime Minister Pham Minh Chinh and Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah expressed confidence that the traditional friendship and cooperation between Vietnam and Kuwait will continue to be strengthened and develop more robustly in the future, bringing tangible benefits to the people of both countries and contributing significantly to peace, stability, and shared prosperity in the region and the world.
