During the meeting, Prime Minister Pham Minh Chinh conveyed his sincere, friendly, and trustworthy greetings to General Secretary and President Xi Jinping, Premier Li Qiang, and other key Chinese leaders. He congratulated China on the successful organization of the 4th Session of the 14th National People's Congress, which approved the 15th Five-Year Plan for socio-economic development with significant tasks for China's new high-quality development phase. He expressed confidence that China will successfully achieve the goals set out in this plan, steadfastly completing the second centenary goal, contributing positively to peace, stability, and development in the world and the region.

Prime Minister Pham Minh Chinh highly appreciated the first 3+3 Strategic Dialogue conducted by the Foreign, Defense, and Public Security Ministers of both countries, coinciding with the 17th Session of the Vietnam-China Steering Committee for Bilateral Cooperation. This, along with many important exchanges between corresponding agencies, demonstrates the high determination of both sides to strengthen political trust, enhance strategic connectivity, and promote substantive cooperation at a higher level between the two Parties and countries. Prime Minister Pham Minh Chinh affirmed that Vietnam consistently prioritizes strengthening and developing traditional friendship and comprehensive strategic cooperation with China as a top priority in its independent, self-reliant, multilateral, and diversified foreign policy.

The Chinese Ministers of Foreign Affairs, Defense, and Public Security conveyed warm regards from Premier Li Qiang and other senior Chinese leaders to Prime Minister Pham Minh Chinh. They expressed their gratitude to Prime Minister Pham Minh Chinh for taking the time to meet, reflecting the importance the Vietnamese Government places on the highest-level inter-agency mechanism between the two countries' key and regular agencies.

Warmly congratulating the success of the 14th Congress of the Communist Party of Vietnam and the development achievements Vietnam has attained under the leadership of the Central Committee of the Communist Party of Vietnam, led by General Secretary To Lam, and the decisive and effective administration of the Government and Prime Minister Pham Minh Chinh, the Chinese Ministers affirmed that the Communist Party and the State of China always consider Vietnam a priority direction in its neighboring foreign policy. They are steadfast in supporting and believing that Vietnam will achieve its socio-economic development goals in the coming period.

Praising the positive and comprehensive progress in Vietnam-China relations recently under the "06 more" orientation, Prime Minister Pham Minh Chinh suggested that the Foreign, Defense, and Public Security Ministries of both countries continue to actively contribute, continuously fostering understanding and political trust between the two Parties, countries, and peoples. He emphasized the importance of effectively and substantively utilizing existing exchange and cooperation mechanisms, especially the 3 3 Strategic Dialogue.
The Prime Minister proposed that the two Foreign Ministries collaborate to plan and organize high-level and other exchanges. The two Defense Ministries should further enhance friendly exchanges and substantive cooperation in defense industry and UN peacekeeping. The two Public Security Ministries should continue to improve the effectiveness of security cooperation, law enforcement, and crime prevention.
The Prime Minister also urged the three agencies to work together to facilitate cooperation with other ministries, sectors, and localities of both countries to promote substantive cooperation in economic-trade-investment, science and technology, culture, tourism, railway connectivity, local cooperation, people-to-people exchanges, effective border management, and addressing disagreements, maintaining peace and stability at sea.

Expressing appreciation and high agreement with Prime Minister Pham Minh Chinh's important directives and orientations, the Chinese Ministers affirmed their commitment to closely coordinate with their Vietnamese counterparts to enhance strategic exchanges, strengthen political trust, and earnestly and effectively implement high-level common perceptions. They aim to deepen sectoral cooperation in diplomacy, defense, security, and law enforcement, continuing to serve as important pillars contributing to the comprehensive strategic cooperative partnership and building a Vietnam-China Community of Shared Future with strategic significance.
