Prime Minister Pham Minh Chinh chairs 24th session of the Steering Committee for key national transport projects

WVR - On March 5, Prime Minister Pham Minh Chinh, who is Heads the State Steering Committee for key national transport projects, chaired its 24th meeting, calling for stronger efforts to accelerate construction progress while ensuring quality, transparency and efficiency.

The meeting was held in person at the Government headquarters and connected online with authorities in 27 provinces and cities where major transport projects are underway.

In his opening remarks, Prime Minister Chinh praised the dedication of engineers, workers and labourers who remained at construction sites throughout the Lunar New Year (Tet) holiday to keep projects on schedule, with some spending several consecutive years celebrating the holiday at construction sites.

He noted that a number of key projects have recorded encouraging progress, with new terminals, ports, bridges and expressways being commneced or completed. In particular, Vietnam has completed building 3,345 kilometres of expressway, surpassing the target of 3,000 kilometres, while the North–South expressway stretching from Cao Bang to Ca Mau has largely been technically opened to traffic.

The Prime Minister commended the contributions and sacrifices of those working on the projects, affirming that these results are achieved thanks to the leadership of the Party, the support of the National Assembly, and the close direction of the Government, alongside the concerted efforts of ministries, local authorities, investors, contractors and the support of the people.

He instructed relevant agencies to complete remaining project components to ensure synchronised, modern infrastructure that is well-connected, green, clean and aesthetically designed. He also stressed the need to maximise the operational efficiency of expressways, continue developing auxiliary facilities and align expressway planning with broader socio-economic development strategies.

According to the Prime Minister, the Party's 14th Congress Resolution continues to identify three strategic breakthroughs in infrastructure, institutions, and human resources development, with a goal of having 5,000 km of expressways nationwide by 2030. Currently, over 4,000 km of expressways have been completed and initiated; further investments will be made in horizontal expressways and road and rail connections to Long Thanh International Airport...

The Prime Minister requires, along with completing and promoting the implementation of initiated projects, investing in connecting transport routes, expanding and upgrading to meet standards for segments that do not yet meet standards, performing well in restoration work, creating a bright, green, clean, and beautiful environment, and conducting payment, settlement, inspection, and anti-corruption measures. Additionally, reviewing and arranging immediate capital for ongoing projects; urgently allocating medium-term investment capital, and submitting to the National Assembly in the upcoming session.

The Prime Minister requires that at the session, delegates discuss and evaluate the results of tasks assigned at the 23rd session, clearly identifying existing issues, obstacles, difficulties, and the responsibilities of each related entity; the situation and progress of project implementation in the list of projects under the Steering Committee.

The Prime Minister requires localities to report on the results of land clearance, material supply, especially for projects planned for completion in the first half of 2026; assess the ability to complete projects that have been technically opened, such as Tuyen Quang - Ha Giang, Huu Nghi - Chi Lang, Dong Dang - Tra Linh, Cao Lanh - An Huu, Khanh Hoa - Buon Ma Thuot, Ring Road 3 Ho Chi Minh City, Chau Doc - Can Tho - Soc Trang.

At the same time, reviewing and supplementing intersections and connection points with newly invested expressways if necessary to maximize investment efficiency.

According to the Steering Committee's report, at the 23rd session, the Prime Minister - Head of the Steering Committee assigned 28 tasks to ministries, sectors, and localities. Ministries, sectors, and localities have made efforts and actively implemented, and to date, three tasks have been completed on time; 22 tasks are actively being implemented; three tasks remain incomplete.

During the Tet holiday, the Prime Minister and Deputy Prime Ministers paid great attention, personally inspecting project sites (Huu Nghi - Chi Lang, Dong Dang - Tra Linh, Quy Nhon - Pleiku, the North-South expressway segment from Quang Ngai to Khanh Hoa, and several projects serving APEC), to encourage participants, expedite progress, quality, technical and aesthetic standards, ensure environmental sanitation, labor safety, anti-corruption, and promptly resolve difficulties and obstacles to accelerate project implementation.

Notably, on February 20, in Cao Bang province, the Prime Minister directed the establishment of the Dong Khe Campaign Steering Committee in 2026 to complete phase 1 of the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects within 85 days and nights before May 19.

At the 23rd Steering Committee meeting, the Prime Minister directed the Ministry of Finance to review and allocate medium-term capital for 2026 - 2030, prioritizing expressway projects to achieve the goal of 5,000 km by 2030. The Ministry of Finance has compiled the demand and central budget allocation for projects and reported to the Standing Government to submit to the competent authority as a basis for localities to approve investment proposal reports for the Hoa Binh - Moc Chau, Bac Kan - Cao Bang projects.

However, the remaining workload is still significant; some projects face difficulties and obstacles in land clearance, construction materials, procedures, legalities, and coordination between agencies and units.
