At the meeting, the President emphasized that 2025 is a significant year for Vietnam-U.S. relations, marking 30 years of diplomatic relations and two years since upgrading to a Comprehensive Strategic Partnership. The two countries have maintained positive development momentum across all areas such as politics – diplomacy, defense – security, and economy – trade – investment.
This is the time for Vietnam and the U.S. to strengthen the foundation and depth of cooperation, continuing to reap positive, substantive benefits for both nations and contributing positively to peace, stability, and prosperity in the region and the world.
Sharing outstanding achievements in economy, society, and foreign affairs after 50 years of national reunification and 80 years since the country's founding, the President highlighted Vietnam's goal of achieving high and sustainable economic growth. This involves two strategic goals for 2030 and 2045, requiring the support and cooperation of all countries, including the U.S. and Oregon state.

Recognizing Oregon as the "Silicon Forest", a leading U.S. centre for science, high technology, semiconductors, and renewable energy, the President stressed that Oregon is a crucial partner for Vietnam in promoting cooperation for successful, sustainable economic growth.
Vietnam welcomes and is ready to facilitate Oregon's businesses and educational institutions to expand cooperation, investment, research, and development in Vietnam. The President urged Representative Nguyen Ba Loc and the delegation to continue supporting Vietnam-U.S. bilateral relations, enhancing economic – trade, science – technology cooperation, and innovation. He also called for support in developing Vietnam's green economy, semiconductor industry, and high-quality human resources, meeting sustainable development and global supply chain integration demands. Furthermore, he called on the U.S. to soon recognize Vietnam's market economy status and remove Vietnam from the list of countries with high-tech export restrictions.

Highlighting the successful and well-integrated Vietnamese community in Oregon, which serves as an effective bridge of friendship between the two countries, the President emphasized that the Party and State of Vietnam always consider overseas Vietnamese communities, particularly in the U.S., as an inseparable part of the Vietnamese nation. They are always facilitated to stabilize their lives and contribute to their homeland.
On this occasion, the President urged the legislators to continue encouraging the Vietnamese community in Oregon to uphold the tradition of solidarity, focus on their homeland, and actively contribute to Vietnam's development and bilateral relations.
The Oregon delegation expressed strong impressions of Vietnam's dynamic development achievements and deep international integration. Oregon is keen on promoting cooperation with Vietnam in areas of strength such as artificial intelligence, semiconductor manufacturing, electronics – microchips, education – training, scientific research, green transition, clean energy, and high-tech agriculture.

The legislators will continue to support expanding cooperative relations with Vietnam, considering the possibility of organizing trade promotion programs, academic connections, and people-to-people exchanges. They also plan to welcome delegations from Vietnam to visit Oregon in the near future. The delegation committed to continuing to support the Vietnamese community in Oregon, ensuring their rights and enabling them to play an effective bridging role between the two countries.
Representative Nguyen Ba Loc affirmed that, as a Vietnamese native, he will do his utmost to connect the Vietnamese community in the U.S., fostering unity and ties with their homeland, aiming for a bright future for Vietnam and bilateral relations. He hopes future generations of the Vietnamese community will always understand and appreciate their ethnic roots.
