Gutsan, who led the Russian delegation attending the Signing Ceremony of the United Nations Convention against Cybercrime, held in Hanoi from October 25 to 26.

President Luong Cuong warmly welcomed and commended Russian Prosecutor General A.V. Gutsan and the high-level delegation from the Prosecutor's Office for working visit to Vietnam. He affirmed that the participation of the Russian delegation is a significant contribution to the overall success of the Signing Ceremony and reflects Russia's support for multilateral activities hosted by Vietnam. President Luong Cuong highly appreciates Russia's role as the initial proposer of the Convention initiative.

The Russian Prosecutor General expressed his pleasure in visiting Vietnam and attending this highly important multilateral event, not only for Vietnam but also for Russia. Prosecutor General A.V. Gutsan conveyed President V.V. Putin's greetings to President Luong Cuong and emphasized that the United Nations' choice of Hanoi as the venue for the Signing Ceremony reflects the high regard for Vietnam's constructive role and responsibility in global issues, particularly in promoting international cooperation in combating high-tech crime. President Luong Cuong affirmed Vietnam's unwavering support for all international efforts towards a peaceful, stable, and developed world. In implementing an independent and self-reliant foreign policy, Vietnam considers Russia a top priority and seeks to strengthen and deepen the comprehensive strategic partnership framework with Russia.

President Luong Cuong highlighted the traditional friendship with a 75-year history, which has weathered many ups and downs, nurtured by many generations of high-level leaders and citizens of both countries, continuing to yield positive and substantial results across various fields. State visits to Vietnam by President Vladimir Putin (June 2024) and the official visit to Russia by General Secretary To Lam (May 2025) have provided strong momentum for bilateral cooperation, especially in economic-trade, science-technology, education-training, tourism, and healthcare. Security cooperation has been enhanced both bilaterally and multilaterally, particularly in combating cybercrime and addressing non-traditional security challenges.

President Luong Cuong praised and welcomed the increasingly effective cooperation between the Supreme People's Procuracy of Vietnam and the Russian Federation Prosecutor's Office in recent times. The Russian Federation Prosecutor General stated that they will continue to promote the exchange of working delegations between the two agencies, enhancing experience sharing and staff training in the future.

Both sides expressed confidence that this visit and working session by the Russian Prosecutor General, along with the signing of the United Nations Convention against Cybercrime in Hanoi, will create new momentum to boost cooperation between Vietnam and Russia in legal, judicial, security, and information technology fields, contributing to strengthening the comprehensive strategic partnership between Vietnam and Russia in the current international context.
