Congratulating Ambassador Marc Knapper on successfully concluding his term in Vietnam with numerous positive outcomes, President Luong Cuong highlighted several key events in Vietnam-U.S. relations during Ambassador Knapper's tenure. These include the elevation of bilateral relations to a Comprehensive Strategic Partnership – the highest level of cooperation in Vietnam's foreign policy. He appreciated the Ambassador's significant contributions to fostering effective, sustainable, and in-depth relations based on mutual respect for independence, sovereignty, territorial integrity, political systems, and mutual benefits.
The President also expressed his admiration for the affection Ambassador Marc Knapper has shown towards Vietnam's people and culture. He extended gratitude to the U.S. Government and Embassy for providing over 2 million USD in aid to Vietnamese localities affected by natural disasters last year, emphasizing this as a noble gesture reflecting the humanitarian spirit and timely support of the U.S. Government and people for Vietnam during challenging times.

Regarding cooperation in addressing war aftermaths, the President noted this as a highlight and a crucial task for building trust, promoting reconciliation, and enhancing mutual understanding. He acknowledged Ambassador Marc Knapper's persistent efforts and urged both sides to continue strengthening cooperation in this area.
On this occasion, President Luong Cuong affirmed Vietnam's consistent foreign policy of independence, self-reliance, multilateralization, and diversification. Vietnam aims to be a friend, a reliable partner, and an active, responsible member of the international community. Vietnam values its relationship with the U.S. and seeks to further expand relations in a substantive manner across various fields, from political-diplomatic, economic-trade, security-defense, education, people-to-people exchanges, science-technology, humanitarian efforts, and settling war consequences, in line with the potential and needs of both nations' peoples.

For his part, Ambassador Marc Knapper agreed with the President's assessment of Vietnam-U.S. relations. He shared his pride and joy in witnessing and contributing to the increasingly substantive development of bilateral relations.
