During the meeting, United Nations Secretary-General António Guterres shared his assessment of the situation and the multidimensional challenges facing the United Nations and the world. He expressed a desire for countries to enhance cooperation to fulfill the commitments made and emphasized the necessity of reforming and improving the effectiveness of the United Nations.
Secretary-General António Guterres highlighted his special affection and support for Vietnam, respectfully sending warm regards to the Party and State Leaders and expressing his anticipation for the official visit to Vietnam at the end of October 2025.
Expressing admiration for Vietnam's socio-economic development achievements and its rising stature, the Secretary-General stated that Vietnam is a wonderful partner, actively participating and contributing across all priority areas of the United Nations, especially in peacekeeping, sustainable development, climate change response, and just energy transition.
The United Nations Secretary-General assessed Vietnam as an active member of the United Nations and a pillar of the current multipolar world. He believes that emerging economies, including Vietnam, deserve a more significant voice, representation, and role in the global governance system.
Congratulating the Secretary-General on the 80th anniversary of the United Nations, President Luong Cuong affirmed Vietnam's trust and support for multilateralism and the central role of the United Nations in global governance.
President Luong Cuong expressed support for the reform of the United Nations and emphasized that countries should lead this process, engaging in thorough discussions for comprehensive and transparent reform. Additionally, the President affirmed readiness to welcome the United Nations to establish headquarters and offices in Vietnam.
The President was pleased to announce that Vietnam has achieved many positive results and progress in socio-economic development and in implementing the Sustainable Development Goals. The partnership on the Just Energy Transition (JETP) is progressing positively, yet still requires support from the United Nations and international partners. On this basis, the President requested the United Nations to enhance technical support, train high-quality human resources, and mobilize resources for developing countries, including Vietnam, particularly in accessing preferential climate finance, next-generation clean technology, and capacity building for response.
Both sides agreed to further deepen Vietnam–United Nations and ASEAN–United Nations relations in the future, promoting ASEAN's central role in the security and development structure in the region, including resolving disputes in the East Sea through peaceful measures, adhering to the United Nations Convention on the Law of the Sea 1982. The President and the Secretary-General both emphasized the historical significance of the signing of the United Nations Convention on Cybercrime in Hanoi at the end of October 2025.
