PM Pham Minh Chinh welcomes Cuba's Special Envoy, calls for a stronger transformation in Vietnam-Cuba Economic and Trade Cooperation

WVR = On the afternoon of February 2, at the Government Headquarters, Prime Minister Pham Minh Chinh received the Special Envoy of the Communist Party of Cuba, the State of the Republic of Cuba, Politburo Member, and Minister of Foreign Affairs Bruno Rodríguez Parrilla, who is on a visit to Vietnam.

During the meeting, on behalf of the Government, Prime Minister Pham Minh Chinh welcomed and highly appreciated the visit of the Cuban Special Envoy, which took place right after the successful 14th National Congress of the Communist Party of Vietnam. The Prime Minister affirmed that Vietnam always values, preserves, and is determined to deepen the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam and Cuba.

The Special Envoy respectfully conveyed the congratulatory message from the Party, State of Cuba, and Prime Minister of the Republic of Cuba Manuel Marrero Cruz to Prime Minister Pham Minh Chinh; warmly congratulated the significant and comprehensive achievements Vietnam has attained in the past term, and expressed confidence that the Vietnamese Government will continue to lead the country to successfully achieve the socio-economic development goals for the 2026-2030 period.

Discussing future cooperation directions, both sides expressed joy over the positive development of bilateral relations in various fields. Prime Minister Pham Minh Chinh and the Cuban Special Envoy agreed that economic and trade cooperation needs stronger transformation, commensurate with the trusted political relations and the potential and strengths of each side.

In a spirit of frankness, substance, and effectiveness, the two sides focused on discussing and agreeing on specific measures to promote cooperation in key areas in the new context. Accordingly, Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to share its 40-year experience of economic renewal and integration with Cuba; suggested both sides continue to effectively implement local food production cooperation projects in the new phase, and affirmed that Vietnam will facilitate Vietnamese enterprises in sharing experiences and transferring advanced cultivation processes, supplying materials, and supporting agricultural machinery to help Cuba gradually achieve local food self-sufficiency.

Both sides identified solar energy development as aligning with Cuba's urgent needs. The Prime Minister affirmed that Vietnam will continue to share its renewable energy development experience with Cuba to serve production and the lives of Cuban people. Prime Minister Pham Minh Chinh highly appreciated Cuba's world-leading strengths in the medical field and suggested that the Cuban Government enhance cooperation, transfer technology, and jointly produce vaccines, medical products, and new-generation specialty drugs to supply both countries' markets and for export.

To realize the above contents, the Prime Minister suggested both sides maximize the role of the Vietnam-Cuba Intergovernmental Committee and other ministerial cooperation mechanisms; regularly review and expedite the implementation of high-level agreements; promptly address arising issues to bring practical economic benefits to both countries in the spirit of “co-development”. The Cuban Special Envoy expressed gratitude for the development orientations and profound, specific guidance from the Prime Minister; affirmed that he would fully report to the senior leaders of the Party and Government of Cuba and closely coordinate with relevant ministries and sectors of Vietnam to implement the agreed contents.

Sharing the difficulties faced by the Cuban people due to blockades, embargoes, and natural disasters, the Prime Minister affirmed that Vietnam is committed to always accompanying, sharing, and supporting Cuba to the best of its ability, expressing confidence that the heroic Cuban nation will overcome all challenges and continue to achieve new victories in national construction and defense.

On this occasion, Prime Minister Pham Minh Chinh sent regards to Revolutionary Leader Raúl Castro, First Secretary and President of Cuba Miguel Díaz-Canel, Prime Minister Manuel Marrero Cruz, and other senior Cuban leaders.
