On the afternoon of January 26, at the Government Headquarters, Prime Minister Pham Minh Chinh met with General Secretary and President of Laos Thongloun Sisoulith and the high-level delegation of the Lao Party and State during their state visit to Vietnam.

During the meeting, on behalf of the Vietnamese Government, Prime Minister Chinh warmly welcomed General Secretary and President of Laos to Vietnam, bringing warm and profound sentiments from the Lao people. The Prime Minister emphasized the significant importance of the visit, taking place right after both sides successfully organized their respective Party Congresses and ahead of the National Assembly and People's Council elections; reaffirming the determination of the leaders of both countries to preserve and develop the special Vietnam-Laos relationship.

Prime Minister Chinh warmly congratulated General Secretary, President Thongloun Sisoulith on being re-elected as General Secretary for the 12th term, reflecting the high trust and appreciation of the Lao Party, State, and people for his significant contributions to the Lao revolutionary cause. He expressed confidence that under the leadership of the Lao People's Revolutionary Party, headed by General Secretary Thongloun Sisoulith, Laos will continue to maintain political stability, gradually overcome difficulties, successfully implement the 12th Congress Resolution and the 10th five-year socio-economic development plan, and achieve even greater accomplishments in building and protecting a prosperous and thriving Laos.

On this occasion, Prime Minister Chinh reported on the outstanding and comprehensive results of Vietnam's socio-economic development during the 13th Party Congress term; informed the General Secretary and President of Laos about the strategic development goals for the 2026-2030 period, with a vision to 2045, highlighting specific tasks to achieve the two centennial goals.

General Secretary and President of Laos Thongloun Sisoulith congratulated Vietnam on its significant, comprehensive, and historically meaningful development achievements over the past 80 years, especially during the 13th Party Congress term. He highly appreciated the decisive and effective leadership of the Vietnamese Government, headed by Prime Minister Pham Minh Chinh, in maintaining macroeconomic stability, promoting growth, improving people's lives, and enhancing Vietnam's position and reputation on the international stage. He affirmed that Vietnam's achievements serve as a great source of encouragement and motivation for the Lao Party, State, and people in their nation-building and development process.

Prime Minister Chinh and General Secretary and President of Laos Thongloun Sisoulith expressed their delight at the continuously strengthened and deepening relationship between the two countries. The two leaders agreed that despite various global and regional challenges, the bilateral relationship has maintained a positive development trajectory, achieving substantial results. They emphasized that the serious implementation of high-level agreements by ministries, sectors, and localities of both countries has significantly contributed to socio-economic development and brought tangible benefits to the people of both nations.

Discussing bilateral cooperation, the two leaders agreed that in the future, efforts should be made to promote more vigorous, effective, and substantive cooperation, making economic collaboration a strong pillar commensurate with the special political trust between the two countries.

Prime Minister Pham Minh Chinh emphasized the importance of enhancing the integration of the two economies, especially in strategic infrastructure such as transportation, energy, and logistics. He suggested that both sides effectively coordinate to resolve issues, remove obstacles, and facilitate the implementation of large-scale investment projects. He also proposed maintaining dialogues between Vietnamese businesses and Lao authorities to attract major Vietnamese enterprises to invest in areas where Laos has strengths, particularly in the Laos-Vietnam border region, and to invest in building processing and manufacturing plants to increase added value and meet domestic demand in Laos.

The General Secretary and President of Laos agreed to vigorously promote the integration of the two economies, including strategic projects such as the Hanoi-Vientiane expressway, oil reserve projects, and the North Laos-Vietnam power transmission line. He appreciated the expansion of payment methods using each country's local currency.

Prime Minister Chinh affirmed that the Vietnamese Government will continue to encourage and facilitate effective and sustainable Vietnamese investments in Laos. He also suggested that both sides enhance coordination to resolve difficulties and create a favorable environment for bilateral trade, especially border trade, aiming to increase bilateral trade turnover to 5–10 billion USD in the near future. He emphasized the significance of strengthening transportation infrastructure connectivity between Vietnam, Laos, and Cambodia to promote economic, trade, and investment integration among the three economies.

Both sides agreed to continue strengthening close cooperation in defense and security, maintaining political stability, social order, and safety, and ensuring security and safety in border areas. They also agreed to enhance coordination in combating transnational crimes, especially drug trafficking, human trafficking, and high-tech crimes.

Prime Minister Pham Minh Chinh and General Secretary and President of Laos Thongloun Sisoulith also took the time to exchange and share assessments on several regional and international issues of mutual concern. They emphasized that in the context of complex international and regional developments, both sides agreed to strengthen close coordination and mutual support at regional and international forums, thereby contributing to promoting peace, stability, and development in the region and the world. Both sides affirmed their determination to continue nurturing, preserving, and promoting the great friendship, special solidarity, comprehensive cooperation, and strategic connectivity between Vietnam and Laos, bringing the bilateral relationship to deeper, more effective, and sustainable development for the practical benefit of the people of both countries.
