The meeting took place in a warm and trustworthy atmosphere, reflecting the increasingly close and effective cooperation between Vietnam and the United Nations.
Delighted to meet Mr. Guterres again in Hanoi after more than a year, General Secretary To Lam expressed his appreciation for the valuable support from the United Nations and personally from the Secretary-General, a sincere and loyal friend who has always accompanied and supported Vietnam since its accession to the United Nations in 1977. The Vietnam–United Nations relationship is one of the outstanding success stories and is now entering a new chapter.
The General Secretary emphasized that Mr. Guterres's visit is particularly significant, coinciding with the 80th anniversary of the United Nations (October 24, 1945) and the 80th anniversary of Vietnam's National Day (September 2, 1945). Throughout this period, after enduring 30 years of war and 20 years of embargo, Vietnam has grown from a poor nation receiving UN aid to achieving remarkable accomplishments and is making every effort for common work, peace, development, and the people's interests.
Affirming strong support for multilateralism with the United Nations at its core, the General Secretary emphasized that Vietnam is fully aware of its responsibilities and is ready to engage in addressing global issues such as maintaining peace, resolving conflicts, promoting development, ensuring human rights, and combating climate change.
With a profound understanding of the value of peace, Vietnam supports resolving disputes and conflicts through peaceful means, in accordance with the United Nations Charter and international law. The General Secretary requested the Secretary-General's support for Vietnam's deeper involvement in this area, especially in participating in United Nations peacekeeping activities amid unpredictable global conflicts.
Affirming that people are at the centre of all policies, the General Secretary stressed that Vietnam prioritizes stable, sustainable, and long-term development, applying science, technology, innovation, digital transformation, and environmental protection, while being ready to share experiences and support other countries in economic, agricultural, healthcare, and educational development. Thanking the United Nations and other countries for trusting and supporting Vietnam as a member of the Human Rights Council for two consecutive terms, the General Secretary stated this is the clearest evidence of Vietnam's commitments and achievements in ensuring the rights and interests of the people.
The United Nations Secretary-General shared his special feelings whenever visiting Vietnam, associated with memories of supporting Vietnam's struggle in the past, expressing particular admiration for the heroic struggle of the Vietnamese people for independence and unity, alongside Portugal's fight against fascism and the global movement for national liberation and decolonization, as well as helping to abolish the Pol Pot regime. Overcoming all the difficulties and challenges of war and embargo, Vietnam has achieved spectacular and outstanding accomplishments not only in economic growth but also in seriously fulfilling commitments to climate change response, playing an important role and making significant contributions across all three pillars of United Nations activities.

The Secretary-General expressed confidence that under the leadership of General Secretary To Lam, Vietnam will achieve its major goals, including double-digit growth in the coming years, and play a more influential role on the international stage, contributing positively to strengthening multilateralism and reforming multilateral institutions so that developing and emerging countries have a more deserving role. Considering Vietnam as a fundamental pillar of South-South cooperation and a balanced, stable multipolar world order based on international law, the Secretary-General hopes Vietnam will strongly support balanced United Nations reform, maintain development support activities, especially for developing countries, and oppose unilateral actions.
Regarding international and regional issues, both sides agreed on the need to strengthen solidarity, promote dialogue and cooperation to prevent conflicts, and resolve disputes by peaceful means, based on the United Nations Charter and international law, highlighting the role of regional organizations, especially ASEAN, and the ASEAN-United Nations cooperative relationship, where the United Nations can draw from ASEAN's experience in dynamic economic development, maintaining peace, and promoting consensus.
General Secretary To Lam shared and appreciated the Secretary-General's good opinions and sentiments, affirming that Vietnam is ready to join hands with the United Nations and the international community to build a peaceful, stable, fair, and sustainable world.
