MOFA receives copies of Credentials appointing Ambassadors of Singapore and Dominica to Vietnam

WVR - On the afternoon of November 25, in Hanoi, Pham Binh Dam, Director General of the Directorate of State Protocol and Interpretation under the Ministry of Foreign Affairs (MOFA), received Mr. Rajpal Singh, who presented the copy of the credentials appointing him as the Ambassador of Singapore to Vietnam, and Mr. Jean-Francois Harvey, who presented the copy of the credentials appointing him as the Ambassador of the Commonwealth of Dominica to Vietnam.

During the reception, Director General Pham Binh Dam congratulated Mr. Rajpal Singh and Mr. Jean-Francois Harvey on their appointments as Ambassadors of Singapore and Dominica to Vietnam, expressing confidence in their upcoming terms in Vietnam.

The appointed Ambassadors are expected to serve as bridges, enhancing and deepening the relations between Vietnam and Singapore, and Vietnam and Dominica.

Regarding Vietnam-Singapore relations, the two countries established a Comprehensive Strategic Partnership in March 2025 during the official visit of Prime Minister Lawrence Wong to Vietnam.

This relationship is thriving, bolstered by political trust, close economic-investment cooperation, and strong people-to-people exchanges. The two countries effectively collaborate in various fields such as economy, trade, investment, digital transformation, energy, defense-security, and education-training.

Regarding Vietnam-Dominica relations, the two countries established diplomatic relations on November 1, 2013. Dominica opened a Consulate General in Ho Chi Minh City in December 2017.

Recently, the relationship between the two countries has seen positive developments with numerous mutual visits. Notably, in September 2023, both sides signed a visa exemption agreement for holders of diplomatic and official passports.

Expressing their honour at being appointed as Ambassadors to Vietnam, and appreciating Vietnam's socio-economic achievements and its growing international role, Mr. Rajpal Singh and Mr. Jean-Francois Harvey affirmed their commitment to fostering substantial and effective cooperation between Singapore-Vietnam and Dominica-Vietnam for the benefit of the people, peace, cooperation, and development in the region and globally.

Mr. Rajpal Singh joined the diplomatic service in 2003. He served as the Director of the ASEAN Department before being appointed as the Ambassador of Singapore to Vietnam. Previously, Mr. Rajpal Singh has served in several Southeast Asian countries, including Indonesia, Brunei Darussalam, and Malaysia.

Since 2017, Mr. Jean-Francois Harvey has held the position of Consul General of Dominica in Vietnam. In January 2025, he was appointed as the Ambassador of Dominica to Vietnam.

Mr. Jean Francois Harvey is known to have a fondness for Vietnam, having established his law firm in the country in 2010 and managed it until December 2017, when he was appointed as the Consul General of Dominica in Ho Chi Minh City.
