To implement the National Strategy on Green Growth for the 2021–2030 period, with a vision to 2050, the Bac Ninh People’s Committee issued Plan No. 342/KH-UBND on October 17, 2023: “Action plan for implementing the Green Growth Strategy to 2030, with orientation to 2050.”
Bac Ninh’s viewpoint is “Green growth is a new opportunity to attract investment, enhance competitiveness, and adapt to international green investment and trade trends. It is an essential method to realize sustainable development, based on greenhouse gas emission scenarios for each stage, aiming toward a carbon-neutral economy in the long term by 2050.”
People-Centered, Sustainability-Focused
Recognizing green growth as a key approach to achieving sustainable development, Bac Ninh places people at the heart of its efforts to build a green lifestyle within the community and society, shaping a civilized society in harmony with nature and the environment.
To promote a green economy and consumption, the province focuses on innovating its green growth model by reducing greenhouse gas emission intensity; developing green industrial parks along ecological lines with diversified scales; adopting green transportation; and promoting sustainable consumption and green procurement. Bac Ninh also supports training for business personnel to enhance environmental performance and for technical human resources in green economic sectors.
In investment attraction, the province also focuses on high-tech industries and the semiconductor sector, establishing itself as a key hub and pillar in Vietnam’s semiconductor industrial ecosystem, a center for modern, smart logistics that supports foreign investors and domestic businesses in trade connectivity, digital transformation, and smart infrastructure development. By 2030, Bac Ninh strives to be among the national leaders in terms of science, technology, innovation, and creativity. At the same time, it is focusing on developing core industries and digital technology sectors in which both Vietnam and Bac Ninh have advantages, while enhancing modern, inclusive governance capabilities and adopting cutting-edge science and technology in line with domestic and international contexts.

The green economic transition, growth model innovation, and reduction of greenhouse gas emissions are being pursued through efficient and economical use of energy and resources based on technology and science. The province also fosters connections between the FDI sector and domestic businesses to increase the number of green products.
Based on this foundation, Bac Ninh is oriented toward the green and sustainable development of infrastructure, industrial zones, urban areas, and rural regions, building a green lifestyle and enhancing resilience to natural disasters and climate change.
In addition, with the viewpoint of “not trading the environment for economic growth,” Bac Ninh is urgently addressing environmental pollution hotspots. The province's consistent directive and roadmap emphasize resolutely addressing pollution without delay, refusing to tolerate intentional environmental violations, and ensuring that the actions of a few do not compromise the province’s overall development.
Accelerating High-Tech, Green, and Clean Industry
These measures have helped Bac Ninh become a “magnet” to attract high-quality FDI. The province’s industrial parks have successfully attracted many large-scale, high-tech projects from global corporations producing advanced electronic products, including Samsung, Canon, Foxconn, Amkor, Goertek, ABB, and Giant Victory Group. The number of projects and investment capital in the province has increased sharply, with rising investments from major Asian economies, particularly Japan and South Korea, in the software and semiconductor sectors.
In the first quarter of 2025, Bac Ninh approved 95 new and adjusted projects, with total registered and adjusted capital reaching USD 1.88 billion—ranking first nationwide in FDI attraction for three consecutive months. By the end of the first quarter of 2025, the province had licensed nearly 2,500 projects with total registered capital exceeding USD 31 billion (ranking 7th nationwide in total FDI capital), originating from 42 countries and territories.

In 2025, Bac Ninh plans to continue promoting high-tech, green, clean, and environmentally friendly industries; focus on developing a Green Transition Program for industrial parks and clusters; and promptly address difficulties faced by enterprises and infrastructure investors to complete industrial park infrastructure in line with planning.
At the same time, the province aims to leverage existing advantages and maintain the electronics and semiconductor manufacturing sectors as key drivers of industrial growth, focusing on high-value segments. It will diversify into other manufacturing sectors where the province has strengths and promote the use of green and renewable energy in industrial production.
By 2030, Bac Ninh will have 25 industrial parks, prioritizing the development of centralized, specialized, and multi-functional industrial parks of high quality. The province also encourages the construction of eco-industrial parks and urban-service-industrial complexes.
Bac Ninh seeks to attract investment in sectors such as high-tech industries, smart manufacturing, semiconductors, biomedicine, and 5G/6G equipment. The province is always ready with clean land, a high-quality workforce, and administrative procedure reform to support businesses. It is also committed to continuously improving its investment and business environment and ensuring safety and security, with the motto: “The success of enterprises is the success of the province.”
