IAEA's 70th General Conference: Vietnam affirms safe development of nuclear energy for peaceful purposes
WVR - From September 14 to 18, at the Vienna International Centre (VIC), Austria, the Vietnamese delegation led by Deputy Minister of Science and Technology Le Xuan Dinh attended the 70th Session of the General Conference of the International Atomic Energy Agency (IAEA).

The delegation included Ambassador Vu Le Thai Hoang, Vietnamese Ambassador to Austria, Head of the Permanent Mission of Vietnam to the IAEA; Director General of the Department of Radiation and Nuclear Safety Nguyen Hoang Linh; Vice President of the Vietnam Atomic Energy Institute Phan Viet Cuong; leaders and representatives from the Department of Radiation and Nuclear Safety, Vietnam Atomic Energy Institute, Vietnam National Oil and Gas Group, and the Vietnamese Embassy in Austria.
The IAEA General Conference is an important annual policy forum where member states review the Agency's activities and discuss major issues regarding the use of nuclear energy for peaceful purposes, nuclear safety and security, inspections, non-proliferation of nuclear weapons, technical cooperation, and the application of nuclear science and technology in healthcare, agriculture, and the environment.
Within the framework of the session, the 2026 Scientific Forum focused on the “Rays of Hope” initiative, aiming to expand global access to cancer diagnosis and treatment.
Director General Nguyen Hoang Linh represented the Vietnamese delegation to deliver the national statement at the plenary session, affirming Vietnam's consistent policy on the development and application of nuclear energy for peaceful purposes, serving socio-economic development, ensuring energy security, and sustainable development.

Vietnam is implementing a strategy for the development and application of nuclear energy for peaceful purposes until 2035, with a vision to 2050; preparing necessary conditions for the Ninh Thuan nuclear power projects and the Nuclear Science and Technology Centre with a new research reactor. Vietnam emphasises that nuclear programs and projects must be implemented responsibly and transparently, prioritizing safety, security, and non-proliferation of nuclear weapons.
On the occasion of the session, Deputy Minister Le Xuan Dinh held meetings with Ms. Karine Herviou, IAEA Deputy Director General for Nuclear Safety and Security; Ms. Najat Mokhtar, IAEA Deputy Director General for Nuclear Sciences and Applications; and leaders of the IAEA Nuclear Energy Department.

The discussions focused on enhancing IAEA support for Vietnam in developing nuclear power infrastructure, improving the regulatory system, enhancing nuclear safety and security capabilities, developing human resources, and promoting the application of nuclear science and technology.
Also within the framework of the General Conference, Deputy Minister Le Xuan Dinh and the working delegation held meetings with Mr. Alexander Trembitsky, Chairman of the Russian Federal Nuclear Regulatory Agency Rostechnadzor, and Mr. Evgeniy Abakumov, Deputy Director General of the Russian State Atomic Energy Corporation Rosatom, to discuss steps for implementing the Cooperation Agreement and explore other cooperation opportunities where Russia has strengths, such as quantum technology, fusion reactions, and the application of artificial intelligence in the nuclear energy field...

The Department of Radiation and Nuclear Safety also worked with IAEA specialized units on legal, inspection, nuclear security, and technical cooperation; exchanged with the Republic of Korea's Nuclear Safety and Security Commission (NSSC), the World Institute for Nuclear Security (WINS), Electricité de France (EDF), the Joint Research Centre (JRC) of the European Commission, and other international partners.
The Vietnam Atomic Energy Institute attended the 55th General Conference of the Asia-Pacific Regional Cooperative Agreement for Research, Development, and Training Related to Nuclear Science and Technology; and held bilateral meetings with partners such as Rosatom, the International Research Center based on the Fast Neutron Reactor (IRC MBIR), the Korea Institute of Radiological and Medical Sciences (KIRAMS), the Japan Atomic Energy Agency (JAEA), the Emirates Nuclear Energy Corporation (ENEC)... to accelerate the implementation of the Nuclear Science and Technology Research Center project with a new research reactor in Dong Nai, exchange cooperation for consulting on Ninh Thuan nuclear power projects, and promote cooperation in research, application development, and human resource training in the nuclear field.

The activities at the 70th General Conference continue to demonstrate Vietnam's commitment to developing and applying nuclear energy for peaceful purposes, proactively enhancing international cooperation, and adhering to standards on safety, security, and non-proliferation of nuclear weapons.
