Hanoi has consolidated and built a 100-year vision plan aimed at exploiting underground, low-altitude, and high-altitude spaces, moving towards a multi-polar, multi-layered, and multi-centered form to both preserve cultural identity and develop modernity and civilization. To achieve these goals and plans, alongside great efforts, Hanoi needs to learn from and share experiences with countries and capitals worldwide with a broad vision, especially in planning and design; along with abundant financial resources and the collaboration of top experts. The capital's leader expressed readiness to welcome partners to work and hopes the Ministry of Foreign Affairs will introduce resources and suitable human resource training channels.
