During the talks, Prime Minister Anutin Charnvirakul warmly welcomed General Secretary, President To Lam on his official visit to Thailand; emphasizing the significance of the visit as the two countries commemorate 50 years of diplomatic relations (1976-2026), reflecting the high political trust between the two nations.
Expressing sincere gratitude for the respectful, thoughtful, and friendly reception by Prime Minister Anutin Charnvirakul, the Thai government, and people, General Secretary, President To Lam affirmed that Vietnam always values and wishes to promote the Comprehensive Strategic Partnership with Thailand continuously. Amid global geopolitical and economic challenges, Thailand and Vietnam have maintained stability and development, asserting their increasingly important roles and positions in the region and the world.
General Secretary, President To Lam congratulated Thailand on its outstanding achievements in socio-economic development, growth recovery, maintaining its position as one of Southeast Asia's largest economies and a leading global tourism power; appreciating Thailand's efforts in promoting science and technology, digital economy, and digital transformation; expressing confidence that under the leadership of Prime Minister Anutin Charnvirakul, Thailand will continue to achieve new successes in implementing socio-economic development plans, enhancing its role and position in the region and globally.
During the talks, the two leaders highly appreciated the strong, comprehensive, and substantive development of bilateral relations in recent times; political trust has been strengthened, defense and security cooperation has deepened, becoming one of the important pillars of bilateral relations; economic, trade, and investment cooperation has grown positively; local, cultural, educational, tourism, and people-to-people exchanges have expanded with diverse and substantive forms.
Discussing ways to further deepen the Comprehensive Strategic Partnership in the future, the two leaders expressed readiness to accompany and support each other's development. Both sides agreed to continue enhancing political trust through maintaining high-level and all-level contacts across all channels; improving the effectiveness of existing bilateral cooperation mechanisms; agreeing to organize the fifth Joint Cabinet Meeting between Vietnam-Thailand, Thailand-Vietnam in Thailand; and soon organizing the Joint Committee on Bilateral Cooperation between the two Foreign Ministers.
The two leaders agreed to promote and deepen defense and security cooperation, enhance coordination in combating transnational crime, cybercrime, drugs, and cooperation in ensuring maritime security and safety. The General Secretary, President proposed that both sides continue to uphold and implement the commitment of the two countries' senior leaders not to allow any individual or organization to use one country's territory to act against the other; and soon proceed to negotiate and sign the Extradition Treaty and the Mutual Legal Assistance Treaty on criminal matters. Prime Minister Anutin Charnvirakul emphasized that Thailand absolutely does not allow the use of its territory to act against friendly countries.

In the economic field, the two leaders agreed to boost cooperation, and economic connectivity in a mutually supportive direction, with new breakthroughs and qualitative developments; striving to increase bilateral trade turnover from the current 22 billion USD to 25 billion USD in a balanced and sustainable manner, accelerating licensing procedures, and opening markets for some potential agricultural products.
Prime Minister Anutin Charnvirakul affirmed that Vietnam is one of Thailand's top important partners in the region; emphasizing that the two countries have many similarities and potential to become major global production centers.
Wishing for more cooperation in promoting the private economic sector of each country, Prime Minister Anutin Charnvirakul affirmed that Thailand supports and encourages businesses from both countries to strengthen cooperation; appreciating the effective operations of Vietnamese enterprises present in Thailand and welcoming more Vietnamese investors to Thailand.
General Secretary, President To Lam proposed that both sides quickly establish a joint working group to develop a plan and effectively implement the important "Three Connections" Strategy, including (i) supply chain connectivity, (ii) business and local connectivity, and (iii) connectivity of sustainable development strategies; enhancing transportation and logistics connectivity; expanding cooperation in new fields such as artificial intelligence, digital transformation, digital economy, green economy, innovation, and fair energy transition.
Agreeing to promote scientific and technological cooperation between the two countries, especially in new fields such as artificial intelligence, semiconductor technology… The Thai Prime Minister proposed that both sides study joint projects in biotechnology, and microbiology technology; Thailand is ready to share experiences with Vietnam in space technology applications and satellite usage.
The two leaders emphasized the importance of enhancing people-to-people exchanges, cultural, educational, tourism, and local cooperation. The General Secretary, President proposed that both sides share information and experiences in tourism development, promote cooperation in linking tourism product development, and connect destinations between the two countries, especially in areas with common strengths such as marine tourism, cultural tourism, and culinary tourism.

Both sides agreed to continue facilitating the Vietnamese community in Thailand and the Thai community in Vietnam; enhancing the teaching of Vietnamese in Thailand and Thai in Vietnam to strengthen mutual understanding; preserving and promoting historical and cultural sites associated with the friendship between the two countries, including the memorial sites of President Ho Chi Minh in Thailand.
Both sides affirmed to continue close coordination and mutual support at regional and international forums, promoting ASEAN's central role and strengthening intra-bloc solidarity, enhancing cooperation within the APEC framework and Mekong sub-regional cooperation mechanisms. Both sides also emphasized the importance of maintaining peace, stability, ensuring security, safety, and freedom of navigation and aviation; resolving disputes by peaceful means based on international law, including the United Nations Convention on the Law of the Sea (UNCLOS) 1982.
The two leaders agreed to direct ministries and sectors to promptly implement the important results achieved during the visit, bringing Vietnam-Thailand relations to develop substantively and effectively in the future.
After the talks, General Secretary, President To Lam and Thai Prime Minister Anutin Charnvirakul witnessed the signing of the Action Program to implement the Vietnam-Thailand Comprehensive Strategic Partnership for the 2026-2031 period and the exchange of cooperation documents in science-technology and education.
